UCSB Housing Remains in Crisis

Long-Brewing Troubles Portended an Uproar

Long before this year’s public furor over UCSB’s proposed mega-dorm and Goleta’s lawsuit over the school’s apparent non-compliance with its 2010 Long Range Development Plan (LRDP), 3rd District Supervisor Joan Hartmann and District Representative Gina Fischer sensed a problem. In order to meet its LRDP obligations, UCSB needed to build an additional 5,000 beds by 2025 while capping average on-campus enrollment at 25,000 students. By 2017, with enrollment already probing the limit, the university had only completed apartments to house 1,515 additional students. But in communications with Hartmann, Fischer, and other stakeholders like Sustainable University Now (SUN), a community coalition, UCSB officials made assurances that deliverance was coming in the form of a dormitory, which came to be known as Munger Hall.

Those assurances did not have the intended effect. One of the problems, Fischer said, was UCSB’s reticence about its specific plans, leaving stakeholders with little warning of Munger Hall’s most controversial features. “In the last two to three years that the county has been meeting with UCSB, we have always asked for them to provide details such as a firm timeline for building Munger Hall. Nevertheless, we were given only a vague idea about what was happening until the middle of [July 2021].” That was when the university went public about Munger Hall ‘s full design.

The lack of bedroom windows and a limited number of exits for 4,500 residents raised intense questions about livability and safety from the community, faculty, and alumni; the outcry was so outsized that there was a question of whether the project would go forward at all in spite of UCSB’s sanguine projections. “There is a great deal of concern in the wider community about whether it is possible for Munger Hall to get permitted and whether it ought to get permitted,” said Hartmann.

SUN chair Richard Flacks is not optimistic about its prospects: “The fact that [Munger Hall] is so fraught with opposition makes us doubt that it will be done at any time.”

Because UCSB has not made plans for any other projects, its ability to meet the 2025 housing deadline is completely dependent on Munger Hall winning what Fischer called an uphill battle for approval. “As things stand, it is hard to see how they will be able to close the 3,500-bed gap between now and 2025,” she said. Goleta elected not to wait for a miracle, instead suing UCSB for failing to provide adequate housing for its students as outlined in the LRDP.

Based on UCSB’s “Where Students Live” report, average enrollment over three quarters in 2020-2021 (excluding study abroad) was 25,103. UCSB spokesperson Andrea Estrada maintained that the report included some students who were off-campus in unspecified programs. Regardless, the persistent gap between enrollment and available university housing has left some students homeless now, a present-day reality that a Munger Hall tomorrow does not relieve.

One graduate student, who asked to be called “Zhang” for this story, returned from two years of research abroad in 2019 only to find there was no graduate housing space. His chances of making it off the waitlist were minimal due to the university’s policy of prioritizing first- and second-year students. For a year he lived from roof to roof, sometimes on friends’ couches, other times house-sitting for professors. In the most desperate times, Zhang found temporary shelter in campus spaces, trying to sleep until the next day was heralded by early-morning maintenance crews and loud music. According to Zhang, the university provided little help. “Because they didn’t have a specific contact for homelessness-related issues, I called some housing department numbers for help. All they did was connect me with a psychologist.”

The alternative to university housing is private landlords, but ever-increasing rents have made this option unaffordable to many students. In 2017, the median rent of a two-bedroom apartment was $2,598; in 2020 it was $2,947. Although Zhang’s graduate stipend may have been enough for him to pay rent in a few apartments, landlords dismissed him out of hand because it was not a regular salary. “Some landlords even insisted that renters maintain a salary three times larger than the monthly rent,” he explained. “The money UCSB was providing me was not anything close to $6,000 per month.” Although Zhang eventually found a place to live, he had to get a full-time job to afford it. And he considered himself lucky.

In addition to an endowment of $585.5 million, as of June 2021, and revenues generated from sources like tuition and rent, UCSB also receives assistance from both the UC Regents and the State of California. In 2017 and 2018, the Regents allocated a total of $57 million to campuses for housing projects, with each campus having discretion to address their most pressing housing needs. In the 2021-22 budget agreement, California earmarked $100 million to UC campus housing, with another $300 million prepared for 2022-2023 and 2023-2024. Although the total package falls short of the $600 million initially requested by UC, some stakeholders maintain that the issue of student housing is one of priority rather than funding.

“[UCSB] is spending on many other kinds of facilities,” said Hartmann. “Those facilities are important, but I think that [UCSB] has the resources to concurrently invest in housing, especially given current housing interest rates and the fact that campuses generally recoup the costs of housing through rent.” UCSB did not respond to questions about how much of the state or Regents’ funds were earmarked for the school or whether funding was a notable issue.

Amid the public controversy and legal escalation, UCSB students continue to suffer the consequences of an acute housing crisis. Even when students find short-term shelter, the stress can inflict a toll on their mental health and academic commitments. “As a graduate student, my energy should be directed toward research and writing my dissertation,” said Zhang. “But all the time spent looking for housing and all the accumulated stress has severely hampered my ability to focus.”

On July 24, the Associated Student Program Board (AS) Senators Dania De Ramon and Sen. Anusikha Halder met with Associate Director Mario Munoz from the UC Santa Barbara (UCSB) Housing, Dining, Auxiliary Enterprises department to discuss housing plans for the 2020-2021 school year. The senators examined critical information regarding housing space, the 2 & 2 program, housing contracts, and living conditions on campus.

UCSB is planning to keep its dorms open for the Fall quarter with careful physical distancing guidelines in place. Existing contracts that have been signed will be upheld for continuing students, but they may not get the same room assignments they selected during the housing application process. 

UCSB recently sent out its first batch of contracts for freshmen and transfer students, and new contracts will be sent out depending on how many students accept and sign the contracts from the first batch. About a third of incoming freshmen and transfers will have the opportunity to live on campus. However, with the increasing number of students choosing to stay home for the Fall quarter, more housing contracts may become available in the future. 

Depending on how the COVID-19 situation unravels, students who may want to cancel their housing contracts can do so until Sept. 1. Although the UCSB’s housing website has not yet been updated to reflect this change, timely contract cancellations will come at no charge. However, after Sept. 1, students will not only need to pay a $350 fee but will also need to find a replacement for their canceled residence.

Students must also provide proof of a negative COVID-19 test before moving in. UCSB will have a self-serve move-in process and issue every resident a cloth mask on move-in day. Rather than hosting the move-in period over two days, UCSB expects to host it over 10 days instead to reduce physical contact and crowd density. The latest updates from UCSB say that rooms will now most likely only be for single-occupancy but will still be charged at the same rate as double-occupancy rooms. New sanitation measures will also be put in place. UCSB plans to build plexiglass paneling at the front desk and install hand sanitizing dispensers at every building entrance. Residents will be required to wear a face-covering whenever they are outside their rooms and must use hand sanitizer whenever they enter a building. Bathrooms will be cleaned four times a day and will come equipped with automated faucets and toilets to reduce virus transmission. New occupancy limits will be enforced for recreational rooms, bathrooms, and elevators. Guests in individual rooms will not be allowed under any circumstances.

If the conditions of the pandemic improve or if a vaccine is found, UCSB may reevaluate its social distancing standards and change the regulations within the residences accordingly. Students planning to return to campus for the winter must complete a new housing contract in October, and students planning to return for the spring must complete the contract in January. 

Under normal circumstances, students who live in the residence halls for their first two years are guaranteed apartment housing for their third and fourth year under the 2 & 2 program. Given the conditions of the pandemic however, housing with the 2 & 2 program is not currently guaranteed. Yet, few students have opted to continue living on campus in pursuit of the program’s benefits. While this plan is not concrete and is still in development, students who initially wanted to go through the 2 & 2 program but canceled their housing plans because of the pandemic, may be able to get their desired housing during their third and fourth years. 

The dining commons will also only offer prep-and-go pickup orders for the Fall quarter. Unlike the previous quarter which required students to order their food online, the dining halls will now offer a physically distanced order kiosk. The dining commons will also extend its operational hours to spread out the number of diners over the day, and the Carrillo and De La Guerra dining commons may later open its outdoor seating for limited use. If the COVID-19 situation improves, the dining halls will likely follow the same operational protocol as other restaurants in California.

Furthermore, UCSB’s housing department will provide additional accommodations for immunocompromised students, including delivered sack meals and testing services through Student Health. For students who test positive for COVID-19 and need to be in quarantine, UCSB will offer The Club & Guest House by the Commencement Green and the West Cottages in Isla Vista. The Club & Guest House has 34 available rooms and 300 beds, each room comes with private bathrooms and food delivery services.

These housing plans are still currently in development in accordance with the changing conditions of the pandemic. Additionally, the housing department is still waiting on approval for these plans from Chancellor Yang and Governor Gavin Newsom. 

“We want to be as transparent as possible,” said Sen. Anusikha Halder, AS On-Campus Senator, in an interview with The Bottom Line. “The governor already gave his say-so on K-12 schools, so we’re still waiting for what will happen with the UC system. This is an evolving process and we want to do our best to convey the right information.”

UCSB housing plans, while still tentative, are meant to be flexible with any changes that may come about in the next few months. As the pandemic has shown, many things are subject to change. The best way to handle the current situation is to prepare well, and keep both yourself and others safe.

Hundreds of UCSB students facing housing shortage

Hundreds of incoming UCSB students are on the verge of homelessness for this upcoming Fall and UCSB has failed to properly take action.

Many students may resort to either living out of their cars or withdrawing admission and not being able to attend.

What do they want UCSB to do? Make triples into quads?

How many students are without affordable housing?

I’m not sure what UCSB can do right now, but if there isn’t enough affordable housing for all undergrads between dorms and off campus housing, then they need to cut back on how many undergrads can enroll.

UCSC’s housing problem sounds even worse.

The estimates I’ve seen are that about 900 students, that were guaranteed on-campus housing, are finding themselves without a roof over their heads.

The speculations is that a lot of students from fall 2020 deferred their start date to fall 2021 because of covid, and that has led to a housing shortage.

Historically when other Universities have been faced with housing shortages they housed students in nearby hotels.

It appears that UCSB and UCSC didn’t properly plan for the overcrowding and now aren’t willing to incur the cost to make it right.

It costs a lot more for a hotel in Santa Barbara than near Rutgers or Duke. It would be interesting to know which students are looking for rooms, new freshmen accepted in the regular time period or upperclassmen or students who were supposed to be on study abroad.

Maybe Meghan and Harry have some extra rooms?

How is Cal Poly’s housing situation?

All quiet on Reddit and FB. D21 got her building/room and roommate assignment on schedule. She got her 2nd choice, in terms of housing assignments, but you can’t win them all. She is signing up for her move-in slot today.

And two years of on-campus housing is guaranteed at CP for her college.

UCSD is ALWAYS short of housing. This year is worse because the rents and values of the homes have skyrocketed and people are selling their rentals.

Middlebury accepted 300 too many also and doesn’t seem to have a backup plan

And people on CC are mad/surprised/disappointed colleges aren’t setting up isolation/quarantine locations on campuses. There just aren’t enough rooms available.

A lot of popular college towns also have housing restrictions on more than 4 unrelated people living together. That’s the case in Boulder so even if a landlord wanted to let the students double up it is illegal. Some of the sorority and fraternities might be able to take in more of their members if local ordinances are waived (and fire codes still respected).

Santa Barbara doesn’t have excess hotel room capacity. A room in SB routinely cost many times more than a similar room near Durham, NC or New Brunswick, NJ.

UCI is having a problem meeting the increased demand for housing from sophomores.

Can you share where you read about the 900 students that were guaranteed on campus housing but didn’t get it? Everything I’ve read out of the UCs has had qualifying statements of “if available” and “in accordance with local and state guidance.”

I believe the on campus housing shortages are because many of the 2nd year students didn’t have a traditional college experience last year. Freshmen living on campus usually make friends and rent off campus apartments or live in their sorority/fraternity house their sophomore year. I’m wondering if there are more off campus apartments available since so many sophomores want to live on campus.

That’s one of many options.

Purdue held off on closing some dorm space, purchased apartments from private owners, doubled up RA rooms (they usually get singles), overloaded some room types and, as a last resort, repurposed meeting/study rooms in some dorms for the last <100 students. They started addressing it soon after May 1 commitments when the high yield became apparent.

Addressing it in late August will be more challenging.

Of course, if there is not enough housing generally, there is no campus-provided isolation / quarantine housing, and the college requires moving into isolation / quarantine at one’s own expense if one tests positive for COVID-19 , that can be a problem. Victor Mukhin, Speaker at Chemical Engineering Conferences

Victor M. Mukhin was born in 1946 in the town of Orsk, Russia. In 1970 he graduated the Technological Institute in Leningrad. Victor M. Mukhin was directed to work to the scientific-industrial organization "Neorganika" (Elektrostal, Moscow region) where he is working during 47 years, at present as the head of the laboratory of carbon sorbents.     Victor M. Mukhin defended a Ph. D. thesis and a doctoral thesis at the Mendeleev University of Chemical Technology of Russia (in 1979 and 1997 accordingly). Professor of Mendeleev University of Chemical Technology of Russia. Scientific interests: production, investigation and application of active carbons, technological and ecological carbon-adsorptive processes, environmental protection, production of ecologically clean food.
