The integration of strategic and operational management systems into a goal-driven communicable framework for organizational change

The complexity faced by today's organizations requires a comprehensive, rigorous approach to strategic planning, tracking, and assessment of goals. Though there are approaches to supporting various high-level activities associated with goals, there are no frameworks that begin with strategy and end with a mechanism for communicating goal-driven operational objectives. The missing pieces to this puzzle are the linkages between the strategy formulation, and the implementation and communication of an operational management system. These linkages between the strategic and operational systems are needed in order to provide the organization an opportunity to attain and maintain its desired competitive position. The linkages between systems are manifested in the organization's goal-setting and metric communication framework. It is proposed in this research that an operational framework is needed that embodies the organization's goals and strategies. This framework will incorporate the Goal Question Metric Approach and the Balanced Scorecard Approach as these methods are becoming widely used in industry to support high-level strategic planning and assessment. In this thesis, an executable methodology is developed that integrates industry analysis, strategy formulation for multiple organizational perspectives, goal-setting, and metric development and communication techniques. A case study is conducted in order to evaluate the effectiveness of the proposed framework.

Students in the program are expected to master graduate-level microeconomic theory and econometrics. In addition, they are expected to devote substantial time to mastering one additional complementary discipline, such as psychology, sociology, or political science, and developing expertise in research methodologies suited to their particular interests, such as qualitative analysis, designing effective fieldwork, and analysis of survey data.

Students in the Strategy doctoral program work closely with faculty in the Strategy Unit. In addition to the doctoral program in Strategy, the Strategy unit offers a program in Business Economics , which is designed to attract students interested in pursuing research using a purely economics-based methodology.

Curriculum & Coursework

Our programs are full-time degree programs which officially begin in August. Students are expected to complete their program in five years. Typically, the first two years are spent on coursework, at the end of which students take a field exam, and then another three years on dissertation research and writing.

The program requires a minimum of 13 semester long doctoral courses. Students in the Strategy program complete courses in the areas of business management theory, economic theory, quantitative research methods, academic field seminars, and two MBA elective curriculum courses. In addition to HBS courses, students may take courses at other Harvard Schools and MIT.

Research & Dissertation

Students in strategy begin research in their first year typically by working with a faculty member. By their third and fourth years, most students are launched on a solid research and publication stream. The dissertation may take the form of three publishable papers or one longer dissertation.

Examples of thesis research include: the relationship between non-market experience and the use and outcome of patent strategies by pharmaceutical firms; the antecedents and consequences of corporate strategy decision-making, specifically focusing on divestitures and governance; the impact of religion on individual financial choices and institutional structures; innovation in emerging markets; and the causal effect of incentive policy reform, expatriates and social relationships on innovation.

Free and Open Source Software has not only increased researchers’ interest about community-driven software development, but lately, interest from commercial actors increased as well. In addition, some scientists have claimed that Open Source Software has entered a new phase: OSS 2.0. Even so, a coherent way of analyzing commercial Open Source ventures is still missing.

Commercial Open Source firms’ strategies are often described using the term “business models”. However, these models often lack stringent structures and have been used primarily to describe the firms’ offerings and methods to earn revenue.

Through the adaptation of an existing, firmly theoretically-based analytical business model framework, this thesis suggests a new analysis model for studying for-profit Open Source companies. In addition, the framework is generically constructed, ensuring its usability for other industries as well. The model consists of three elements: market positions, operational platform and offering .

This particular study concerned four software product vendors, all of which base their products on Open Source Software. When analyzing their business, insights were made about how these firms operated. The result show that there are certain key elements and factors that determine if a company has a sustainable business or not. From the analysis framework, three elements were refined. The main Open Source Software project connects the market positions and the operational platform; and from the offering, the product and service and the revenue model were very important.

The study identified eight key factors which influenced the elements: brand for the product, the company and the Open Source Software project; community , that is the sum of the non-paying users and developers connected to Open Source Software projects; resources , which are community-based resources such as development and testing; legitimacy, the perceived legitimacy regarding licenses and the revenue models; control, i.e. the control the firm has of the software; ability to charge , or how the company can charge for its services; customers , the paying users; and finally volume , which is the number of paying customers.

The findings also indicate that companies interested in working with the open-source community have to be able to balance the demands from both their customers and the community in order to benefit and gain competitive advantage.

─ There is a general acceptance that Knowledge Management Systems (KMS) are a primary source of value and have taken a center stage in the definition, operation and performance of most business organisations. However, their use within the manufacturing sector in developing countries remains inconsistent. This article investigated the role of KMS in enhancing the export performance of firms operating within the manufacturing sector in Zimbabwe. The study used a quantitative approach in which a survey questionnaire was distributed to 555 managers drawn from 185 manufacturing firms based in Harare. Data analyses involved the use of descriptive statistics, Spearman correlations and regression analysis. The results of the study showed that combined IT/social driven KMS exerted the greatest impact on export performance. The availability of both information technology centered and social centered KMS influences export performance by improving the firm's export strategy, export commitment, export orientation, export growth, export sales, export profits and export market share.

Knowledge is identified as a very important component of organization core competency. It reduces the amount of time spent in looking for the information and subject matter expertise. The Knowledge management can extract the employee knowledge and convert it into organization's knowledge for future benefit of the organization. Organizational knowledge is the sum and product of individual knowledge. The employee opinion on knowledge management system (KMS) practices tools and processes in a bank is highly needed to understand the challenges in implementation of it in the bank and to develop strategies for the strengthening the KMS in banks. This article focuses the employee opinion on importance, awareness, strategy, infrastructure, technology, resources, practices, constraints on KMS in a private sector commercial bank, ICICI bank. Through survey research and factor analysis the determinants of the KMS in banks are obtained as knowledge development factor, technological factor, knowledge resource factor, knowledge management initiative factor and HR practices factor. Using the regression analysis the relationship between the general opinion of employees in the bank on KMS and the determinants of KMS implementation is studied. The employee perception towards constraints on effective implementation of KMS and suggestions for strengthening the KMS in the bank are also discussed. Through the study it is observed that all determinants have a positive impact on participation of employee in the KMS implementation in the bank. This study provides the Indian commercial banks a bench mark for effective and efficient implementation of KMS.

This paper aims to examine the views of the global knowledge management (KM) community on the research area of KM and business performance and identify key future research themes. An interview study spanning 222 informants in 38 countries was launched to collect data on KM expert views concerning the future research needs of the KM field. Historically, the widespread and unscientific application of chemical pesticides has posed serious threats to the ecosystem and human health. Hence, there is an urgent need for efficient alternative technologies for green pest management. In this context, the current study developed a nontoxic nano-pesticide and co-applied with natural predators with enhanced bioactivity toward insect pests, and co-applied the nano-pesticide and predator to propose an innovative pest control technique. The bio-toxicity of the star cationic polymer (SPc) for use in the nano-pesticide preparation was first evaluated with widely applied predatory stinkbug Arma custos . The SPc exhibited negligible toxicity to both the eggs and nymphs of the predators; however, its extremely high concentration led to nymph death, with a lethal concentration 50 (LC 50 ) value of 14.75 mg mL −1 via oral feeding. This SPc at an extremely high concentration primarily induced a considerable stress response in the predator, which augmented the processes of phagocytosis, exocytosis, and energy synthesis and ultimately led to its death. Subsequently, we developed a self-assembled tetraniliprole (TTP)/SPc complex via hydrogen bonding and van der Waals interactions, which disrupted the self-aggregated structure of TTP and reduced its particle size by nearly 10 fold. Impressively, the contact and stomach toxicity of SPc-loaded TTP were significantly improved against common cutworm Spodoptera litura , with corrected mortalities increasing by approximately 30%. Importantly, the predators displayed a strong predation selectivity for alive pests, while the application of the nano-pesticide did not show any negative influences on the predators. Thus, the co-application of the nano-pesticide and predatory stinkbug could achieve efficient pest control. In summary, a nontoxic nano-pesticide was successfully developed to be co-applied with a predator, which not only represents an innovative technology solution for green pest management but also would be beneficial for reducing the use of pesticides to minimize their adverse impacts on the environment.

Netanyahu’s War Strategy Doesn’t Make Any Sense

In November, I met Hamas-held hostage Liri Albag’s father, Eli Albag, in Tel Aviv. As he sat in the middle of Begin Road holding a picture of his 19-year-old daughter, he said he backed the government’s military campaign to put pressure on Hamas. “Do you think Hamas would let go of hostages on their own?” But Albag seems to have run out of patience. In late March, in an ultimatum to Israeli Prime Minister Benjamin Netanyahu, he told the  local press  that the families would no longer hold rallies but gather on the streets, joining an expanding anti-Netanyahu protest movement. 

The trouble is that while hostages’ families see the return of their relatives and Hamas’s removal from their neighborhood as victory—in that order—many have long known that those two war aims have been at odds. But Netanyahu has deliberately prioritized the elimination of Hamas over the release of the hostages since the beginning of the military campaign without actually having a coherent plan to achieve either. 

The prime minister increasingly stands accused by military analysts, and a growing portion of the Israeli public, of merely reacting to events while lacking a vision that could end the war, free the hostages, and usher in any semblance of peace. 

Yet he remains indignant. In response to the protests, Netanyahu  said that in “the moment before victory,” early elections would “paralyze” the country and only benefit Hamas. He has now set his eyes on Rafah in the southern Gaza Strip, where more than a million Palestinians have sought shelter. Any such attack will not only cause international outrage but make negotiations with Hamas much harder. 

Soon after Hamas rampaged through Israeli towns and kibbutzim on Oct. 7, 2023, and killed 1,200 people and abducted more than 250, Netanyahu declared war. The underlying message to hostage families was that the bombing of Gaza would pressure Hamas into releasing its captives and at the same time eliminate the group. 

But he skirted more fundamental questions over exactly how he intended to eliminate a group that has massive public support not just inside Gaza and other Palestinian territories but also bases in Lebanon, Syria, Iran, and elsewhere. According to an annual threat assessment compiled by U.S. intelligence, Israel could face years of resistance from Hamas, an assessment backed by two senior Israeli security officials who spoke with Foreign Policy . 

Even if, after years of counterinsurgency operations, Israeli security forces manage to destroy the group in Gaza, what about future reincarnations? Even if the Israel Defense Forces (IDF) destroy Hamas’s offshoots over an even longer period of time, how would Netanyahu eliminate the idea of armed resistance without a political solution on the horizon? 

“We have destroyed 18 out of the total 24 battalions of Hamas, but how far are we from eliminating the group? That is a big question,” a senior security official told Foreign Policy on the condition of anonymity. “We can eliminate Hamas, but we don’t have a timeline, and, yes, other groups can emerge.” 

Israel’s military operations inside Gaza have significantly damaged Hamas’s infrastructure and military capabilities, but they haven’t guaranteed peace. The fact that Israel’s world-renowned defense forces and security services haven’t managed to nab the two masterminds of the Oct. 7 attack—Mohammed Deif and Yahya Sinwar, who are still hiding somewhere in Gaza’s crevices—is telling of the country’s limitations and the support that Hamas’s leadership still receives. 

In February, when Netanyahu finally announced the outline of a plan, it was scant on details, quickly dismissed as a “ non-plan ” by an Israeli expert who described it as “untethered from reality,” and more than anything else sounded like a road map to reoccupy Gaza. 

Netanyahu said he wants “security control” of Gaza for the foreseeable future and will only allow reconstruction once the area has been completely demilitarized. He wants Palestinians to be deradicalized and has ruled out recognition of Palestinian statehood. Any agreement, he said, would only be reached “through direct negotiations” between Israelis and Palestinians, but he hasn’t offered any timeline. According to reports , the plan circulated states that the civilian administration in postwar Gaza would be run by non-Hamas nonhostile local elements. 

At first glance, it makes sense to Israelis who are understandably terrified after Hamas’s brutal attack and want to live in safety. But on closer scrutiny, it doesn’t add up. For starters, Netanyahu hasn’t clarified if he is going to depute Israeli boots on the ground for an indefinite period or wants unimpeded Israeli access to the strip as and when required. The former would amount to reoccupying Gaza and the latter to its de facto control. Both options have yet to be presented to the Israeli people and Israel’s international partners. 

Even if Netanyahu agrees to a multinational force composed of Israel’s newest Arab allies to take over security in Gaza, there are questions over how such a force would gain credibility among Palestinians. Demilitarizing all of Hamas’s battalions might be a short-term task but to fight its remnants, and reincarnations, will take years, maybe decades. Tackling an insurgency is still a more manageable task for security forces than monitoring an antagonistic proto-state, but it will inflict heavy costs on Israeli forces. It is unclear whether the costs will be worth it since Israel’s heavy-handedness could either discourage Palestinian attacks inside Israel or encourage them. 

The goal to deradicalize Palestinians, a former Israeli security official said, was more in the direction of lasting peace. “Deradicalization is key because we need to change the perception of Palestinians that we are a transient phenomena and sooner or later would crumble under pressure,” said Eran Lerman, a former Israeli deputy national security advisor. Deradicalization programs in schools and mosques would be aimed at those who do not “accept Israel’s right to exist.”

But Palestinians say it’s yet another Netanyahu tactic to delay a two-state solution. After all, Palestinians aren’t merely opposed to Israel due to Hamas’s propaganda. Many have been victims of dispossession by the Israeli state and settlers—and that’s before the suffering imposed by the current war. Netanyahu hasn’t revealed any plans for how to shape Palestinian ideas of self-determination in a more productive fashion. 

Netanyahu’s suggestion that locals will be handed eventual civilian control also seems disingenuous. Who exactly does he have in mind? One Israeli security source said locals beholden to Israel-friendly Arab nations of the Abraham Accords—particularly the United Arab Emirates—would pass the test. But any such leaders would be seen as Israeli puppets who may lack standing among Palestinians. They might become just as much a subject of ridicule as the subdued Palestinian Authority, led by Mahmoud Abbas in the West Bank. 

Netanyahu’s campaign to decimate Hamas, demilitarize Gaza, and deradicalize Palestinians in effect amounts to the strip’s reoccupation. Even if reoccupying Gaza is not what most Israelis are comfortable with, that’s where Netanyahu’s non-plan is headed. “Israelis don’t want to use the O-word, but they don’t have any choice,” said Jonathan Conricus, a former spokesperson for the IDF. 

Last month, the United States abstained from a vote at the United Nations Security Council that called for a cease-fire. Gaza’s reoccupation will further widen the rift. Netanyahu’s strategy, in other words, may be headed for a pyrrhic victory in the form of responsibility for Gaza and its 2 million inhabitants, an increasingly alienated U.S. government, and growing international isolation.
