Indian passport holders who are willing to apply for a Romania Tourist visa can find the necessary visa information on this page. Following is the list of documents required for Romania Tourist visa for Indians.

A passport is a document that is required at the time of international travels. It is issued by the government of the country to verify the identity and nationality of the candidate.

The submitted passport must meet the parameters given below

  • It must be valid for 6 months ahead of the span of stay.
  • It must be original and genuine.
  • It must have minimun two blank pages for the visa stamp.
  • It must not be torn, ripped, split, or damaged in any kind of way.

One cannot cross international boundries without the passport. It is considered a criminal offense otherwise.

An old passport is a passport that has expired or is completely stamped. In the visa processing, it is required to track the travel history of the applicant.

If available, the old passport must also be provided meeting the given criteria

  • If any of the traveler has old passport, it must be submitted along with latest passport.
  • It must be original and in a good condition to access the required information.

The photo is provided to the authority so that you can be identified based on the same.

The photographs must be provided as per the given photo specifications

  • It must cover face 80% of the frame.

Recent pictures are mandatory as old pictures can cause the authorities to reject your application.

An air ticket is a ticket or pass that is possessed by the traveller who is taking a flight for travelling from one location to another.

It is an important document and it should be submitted for the given reason

  • The air ticket has to be booked for the complete round trip.
  • It must be confirmed for the complete round trip.

An air ticket shows your course of travel and confirms your return to the native country.

An authority letter is a document that allows the holder to perform certain activities in their absence for a short period of time.

It must follow the required criteria

  • It must be provided by the applicants who will not be able to be present physically for the process of visa application.
  • It must be addressed to the agency and obtained with a stamp and signature.

In order to obtain a short-stay visa for visiting Romania, foreign citizens of certain countries outside the EU or the EEA require, among other documents , an notarized invitation , made by a natural or legal person, romanian citizen or foreigner residing in Romania. You can find below the list of countries for which notarized invitation letters are required and also the other necessary documents required at Consular Department of the Romanian Embassy or at the Consulate for obtaining the visa.

The short-stay visa allows a person interested in entering the romanian territory for other reasons than immigration, for an uninterrupted stay or several stays whose durations are less than 90 days within 6 months after the first entry. This type of visa may be issued with one or more entries. The short-stay visa entitles it's owner to to visit Romania for a imited period of time which cannot be extended. If the foreign citizen wants to remain for a longer period of time in Romania, he should obtain a long stay visa and subsequently a residence permit. However, if, for objective reasons, the foreigner can not leave Romania within the allowed time period, he can obtain a return decision of the territorial units of the Romanian Immigration Office, a document that allows him to stay in Romania for 15 more days.

Documents required at the NOTARY OFFICE for the notarized invitation

Documents required at the notary public office for the invitation letter of a foreign citizen in Romania:

  • the identity document belonging to the party living in Romania which invites the foreign citizen 1 ;
  • a copy of the identity document belonging to the foreign citizen who is invited in Romania.

[1] If the inviting person is a foreign citizen with residence permit in Romania, the residence permit is also required and the identification will be made using the passport.

Documents required at the Embassy / Consulate for a visit visa

  • travel ticket valid to the destination or driving license, green card and registration documents of the vehicle, in the case of drivers;
  • medical insurance;
  • notarized invitation from the person visited, showing that it will cover the repatriation expenses if the invited person will not leave Romania until the date on which it terminates the stay granted by the visa, and if the visited person assumes them, the means of maintenance and costs of accommodation of the foreign citizen;
  • proof of financial means in the amount of 50 euro / day for the entire period, but not less than 500 euro or equivalent in convertible currency, required only if the visited person does not write in the notarized invitation that it will ensure the means of subsistence for the invited person ;
  • proof of accommodation, as a firm reservation with an accommodation unit or of an property document or a rental agreement on behalf of the applicant, required only if the visited person does not write in the notarized invitation that it will provide accommodation .

The notarized invitation letter is only required for inviting the citizens of the following countries:

List of the states for which a notarized invitation is NOT required

You will not need a notarized invitation, but an invitation approved by the Ministry of Interior - The General Inspectorate for Immigration (romanian: Inspectoratul General pentru Imigrări), presented in original at the time of the short stay visa application, for the following countries:

Afghanistan, Algeria, Angola, Bangladesh, China, Chad, Congo, North Korea, Egypt, India, Indonesia, Jordan, Iran, Iraq, Lebanon, Libya, Mali, Morocco, Mauritania, Nigeria, Pakistan, Palestine, Syria, Somalia, Sri Lanka, Sudan, South Sudan, Tunisia, Uzbekistan, Yemen

For the travel whose main purpose is to visit Romania, it is required that the person who will be visited to go to a notary office with the required documents (which are listed on the top of this page) in order to sign the invitation letter. For security purposes, the invitation letter must indicate that person who is visited will support the costs of resending the visitor in his home country if he will not leave Romania to the end of the perioad of time established by the short stay visa, and the means of subsistence and accommodation.

For the states showed above for which, in general, an invitation appproved by The General Inspectorate for Immigration is required, an invitation notary is sufficient if the person concerned is in any of the following cases:

  • is a minor foreign citizen whose parents are in possession of a residence permit in Romania, which is valid at least 90 days from the date when they were granted the entry visa;
  • is the husband/wife and parents of the foreigner who holds a residence permit in Romania which is valid at least 90 days from the date when they were granted the entry visa;
  • is a major foreign citizen (over 18) whose father is a romanian citizen;
  • is a foreign citizen, a parent of a romanian citizen.

Supporting documents required in order to lodge a visa application

IMPORTANT!  A visa application is lodged at the diplomatic missions or consular posts of Romania competent in the area of domicile or residence of the applicant. In particular or emergency cases, a visa application can be lodged at the diplomatic missions or consular posts of Romania from the state where the applicant is legally present. I. CATEGORIES OF THIRD STATE NATIONALS WHO CAN SUBMIT VISA APPLICATIONS:

  • citizens of the state of residence;
  • third-state nationals residing in the country where the diplomatic mission or consular post is located and who can provide proof of their legal status in that country;
  • persons in whose country of origin there is no Romanian diplomatic mission or consular post;
  • third-state nationals who temporarily and legally reside on the territory of the country where the Romanian diplomatic mission or consular post is located.

They may apply for a visa in the following ways:

  • in person or, in the case of minors, through a legal representative;
  • through an accredited travel agency, in the case of an organised trip;.
  • by the authorised representative of the group, in the case of group travel.

Visa applicants whose fingerprints have never been collected (no previous uniform visa applications) or whose fingerprints have been collected more than 59 months before the date of submission of the visa application will present in person at the diplomatic mission or consular post for the collection of biometric data.

II. GENERAL CONDITIONS THAT HAVE TO BE FULFILLED IN ORDER TO APPLY FOR A VISA

Any third-country national who wishes to apply for a Schengen visa has to:

  • the visa application form, appropriately filled-in and signed by the visa applicant;
  • a valid travel document accepted by Romania, on which a visa can be affixed. The validity of the travel document must exceed the validity of the visa you apply for, by at least 3 months, and must have been issued no later than 10 years ago;
  • two recent 3 x 4 cm coloured photographs;
  • supporting documents as provided for by the legal framework;
  • proof of the intention and possibility of returning to one’s state of origin, or of continuation of one’s journey towards another state, after the intended stay on the territory of Romania.
  • when ambiguity still prevails subsequent to the results of the interview, or from the submitted documents, as well as from the personal circumstances of the applicant, documents additional to those provided for in national legislation may be required.
  • submit a duly filled in and signed harmonised application form ; minors shall submit a form signed by both parents or by a person who exercises, permanently or temporarily, parental authority or guardianship;
  • present a valid travel document on which the visa shall be applied and which has to:

- be valid for at least three months after the estimated day of exit from the territory of the Member States; - contain at least two free pages; - have been issued within the last 10 years.

  • submit one photo, color, ¾, of recent date;
  • allow fingerprinting;
  • provide supporting documents specific to the purpose of the journey;
  • provide proof of appropriate and valid travel medical insurance;
  • provide proof of means of subsistence during the stay;
  • provide proof of the possibility of returning to their country of origin or continuing their journey in another country at the end of their stay in the Schengen area;
  • provide proof of payment of the visa fee.

The Member State competent for examining and deciding on an application for a uniform visa

(a) the Member State whose territory constitutes the sole destination of the visit(s); (b) if the visit includes more than one destination, or if several separate visits are to be carried out within a period of two months, the Member State whose territory constitutes the main destination of the visit(s) in terms of the length of stay, counted in days, or the purpose of stay; or (c) if no main destination can be determined, the Member State whose external border the applicant intends to cross in order to enter the territory of the Member States. The Member State competent for examining and deciding on an application for an airport transit visa shall be: (a) in the case of a single airport transit, the Member State on whose territory the transit airport is situated; or (b) in the case of double or multiple airport transit, the Member State on whose territory the first transit airport is situated.

Any third-country national who wishes to apply for a national visa to enter Romania has to:

  • submit a duly filled in and signed application form ; minors shall submit a form signed by both parents or by a person who exercises, permanently or temporarily, parental authority or guardianship;

- be valid for at least three months after the estimated day of exit from Romania; - contain at least two free pages; - have been issued within the last 10 years.

  • submit 2 photos, color, ¾, of recent date;
  • provide supporting documents specific to the purpose of the journey in accordance with the Government Emergency Ordinance No.194/2002

Also, each visa applicant must fulfil the conditions of entry.

III. DOCUMENTS REQUIRED FOR UNIFORM VISA (Type C)

Supporting Document Description
HARMONIZED APPLICATION FORM Completed and signed application form. Minors submit an application form signed by a person who permanently or temporarily exercises parental authority or guardianship.
VALID TRAVEL DOCUMENT Valid travel document that meets the following criteria:
a) its validity must exceed by at least three months the expected date of leaving the territory of the member states or, in the case of multiple visas, the last expected date of leaving the territory of the member states. However, in cases of justified urgency, this obligation may be waived;
b) the document must contain at least two blank pages;
c) the document must have been issued within the last ten years.
PHOTOGRAPHS A photo in accordance with Schengen standards 35x45 mm, not older than 6 months; the head should take up 70%-80% of the photo. The facial image can also be taken in digital format at the Schengen visa interview.
FINGERPRINTS The applicant will allow ten fingerprints to be taken, in accordance with the guarantees stipulated in the Convention for the Protection of Human Rights and Fundamental Freedoms of the Council of Europe, in the Charter of Fundamental Rights of the European Union and in the United Nations Convention on the Rights of the Child.
SUPPORTING DOCUMENTS
a) an invitation from a firm or an authority to attend meetings, conferences or events connected with trade, industry or work;
b) other documents which show the existence of trade relations or relations for work purposes;
c) entry tickets for fairs and congresses, if appropriate;
d) documents proving the business activities of the company;
e) documents proving the applicant’s employment status in the company;

a) certificate of enrolment at an educational establishment for the purposes of attending vocational or theoretical courses within the framework of basic and further training;
b) student cards or certificates of the courses to be attended;
3. for journeys undertaken for the purposes of tourism or for private reasons:
a) documents relating to accommodation:

- an invitation from the host if staying with one,
- a document from the establishment providing accommodation or any other appropriate document indicating the proof of accommodation;


b) documents relating to the travel itinerary:

- confirmation of the booking of an organised trip or any other appropriate document indicating the envisaged travel plans,
- in the case of transit: visa or other entry permit for the third country of destination; tickets for onward journey;



- invitation, entry tickets, enrolments or programmes stating (wherever possible) the name of the host organisation and the length of stay or any other appropriate document indicating the purpose of the journey;



- a letter issued by an authority of the third country concerned confirming that the applicant is a member of the official delegation travelling to a Member State to participate in the abovementioned events, accompanied by a copy of the official invitation;


6. for journeys undertaken for medical reasons:


- an official document of the medical institution confirming necessity for medical care in that institution and proof of sufficient financial means to pay for the medical treatment.


B. DOCUMENTATION ALLOWING FOR THE ASSESSMENT OF THE APPLICANT’S INTENTION TO LEAVE THE TERRITORY OF THE MEMBER STATES


1. the reservation of or return or round ticket;
2. proof of financial means in the country of residence;
3. proof of employment: bank statements;
4. proof of real estate property;
5. proof of integration into the country of residence: family ties; professional status.

1. the consent of parental authority or legal guardian (when a minor does not travel with them);
2. proof of family ties with the host/inviting person.

The documents required of third-country nationals, resident in these countries and nationals of these countries who apply for a uniform visa are listed When consulting the above-mentioned supporting documents, it should be taken into account that the , provided for in Article 38 of for short-stay visas for the purposes of visits, tourism and business.

MEDICAL INSURANCE Applicants for a single or double entry uniform visa must provide proof that they have adequate and valid travel medical insurance covering all expenses, including repatriation on medical grounds, emergency medical treatment and/or hospitalization emergency or death, anytime during their stay on Schengen territory.

Multiple entry visa applicants must provide proof that they hold appropriate and valid travel medical insurance covering the period of their first intended visit. The visa applicant will also sign a declaration included in the application form, stating that for the following stays they are aware that a medical insurance must be provided.



The insurance must be valid throughout the territory of the member states and fully cover the expected period of stay or transit of the person in question. The minimum coverage is EUR 30,000.

IV. DOCUMENTS REQUIRED FOR AIRPORT TRANSIT VISA (Type A)

Supporting Document Description

b) the document must contain at least two blank pages;
c) the document must have been issued within the last ten years.

b) information that allows the assessment of the applicant's intention not to enter the territory of the member states.
In addition to those listed, the member states can request a series of supporting documents regarding the applicant's intention to leave the member states or the family situation, according to the non-exhaustive list in Annex II Regulation no. 810/2009 of the European Parliament and of the Council on the establishment of a Community Visa Code. IV. SUPPORTING DOCUMENTS FOR THE TRANSIT VISA (marked B)

Supporting Document Description
HARMONIZED APPLICATION FORM Valid travel document that meets the following criteria:
a) its validity must exceed by at least three months the expected date of leaving the territory of the member states or, in the case of multiple visas, the last expected date of leaving the territory of the member states. However, in cases of justified urgency, this obligation may be waived;
b) the document must contain at least two blank pages;
c) the document must have been issued within the last ten years.

a) its validity must exceed by at least three months the expected date of leaving the territory of the member states or, in the case of multiple visas, the last expected date of leaving the territory of the member states. However, in cases of justified urgency, this obligation may be waived;
b) the document must contain at least two blank pages;
c) the document must have been issued within the last ten years.
PHOTOGRAPHS A photo in accordance with Schengen standards 35x45 mm, not older than 6 months; the head should take up 70%-80% of the photo. The facial image can also be taken in digital format at the Schengen visa interview.

a) its validity must exceed by at least three months the expected date of leaving the territory of the member states or, in the case of multiple visas, the last expected date of leaving the territory of the member states. However, in cases of justified urgency, this obligation may be waived;
b) the document must contain at least two blank pages;
c) the document must have been issued within the last ten years.
PHOTOGRAPHS A photo in accordance with Schengen standards 35x45 mm, not older than 6 months; the head should take up 70%-80% of the photo. The facial image can also be taken in digital format at the Schengen visa interview.
ACCOMMODATION Voucher or firm reservation with a tourist accommodation unit
PROOF OF ITINERARY Itinerary of the trip, should more than one entry be requested
INVITATION APPROVED BY THE INSPECTORATE GENERAL FOR IMMIGRATION – MINISTRY OF INTERNAL AFFAIRS OF ROMANIA *

As per the provisions of Annex I to depending on your nationality, you must obtain a visa in order to enter the territory of the European Union, as well as in Romania.

Also, if you are a national of one of the third-states listed in of states for whose citizens the invitation procedure is mandatory for granting short-stay visas for entrance into the territory of Romania, you are subject to the obligation of obtaining an invitation approved by the Inspectorate General for Immigration - Ministry of Internal Affairs, prior to applying for a short-stay tourist visa (C/TU).

Invitations can be made, for each invited third-state national, by Romanian travel agencies, provided they submit the following supporting documents to the bureaus of the Inspectorate General for Immigration - Ministry of Internal Affairs:

The company that makes the invitation must fill-in two copies of the invitation form, which are subsequently submitted for approval to the local units of the Inspectorate General of Immigration.

The requests for approval of the invitations are processed within 45 days from the date of submission. In duly justified cases, should more detailed checks be carried out, the deadline may be extended by 15 days.

For aliens who travel to Romania for tourism, in organized groups of at least 20 persons, upon request from companies established on the grounds of Law nº31/1990, republished, y amended and supplemented, that are members of the Romanian National Association of Tourist Agencies, approval of the invitations shall be granted in 30 days from the date of submission.

In case of approval, one copy of the invitation will be returned to the inviting host, to be forwarded to the third-state national invited, who will submit the original form to the diplomatic mission or the consular post of Romania abroad, where the visa application is lodged.

The third-state national may lodge their visa application within 30 days from the date of approval of the invitation.

VEHICLE SUPPORTING DOCUMENTS Valid driver's license, Green Card (International Motor Insurance Card) and registration documents of the means of transport for vehicle drivers.
TRAVEL MEDICAL INSURANCE Travel medical insurance that covers the entire duration of the requested period of stay. The travel medical insurance shall have a coverage of at least 30000 EUR.
MEANS OF SUPPORT Proof of financial means in the amount of 50 euro / day for the entire period, but not less than 500 EUR or the equivalent in convertible currency. Visa applicants who make the proof of an anticipated and whole payment of tourist package services as regards at least accommodation and nourishment are exempt from submitting the proof of financial means of support.

For the following countries: Albania, Armenia, Bosnia and Herzegovina, the Russian Federation, Macedonia, Republic of Moldova, Montenegro, Serbia, Azerbaijan, Turkey and Ukraine, depending on the reason for which you intend to travel to Romania, please take into consideration the provisions of the Visa Facilitation Agreement, which you may access here . Short-Stay Visa for Private Visits (marked C/VV)

Supporting Document Description
VALID TRAVEL DOCUMENT Valid travel document that meets the following criteria:
a) its validity must exceed by at least three months the expected date of leaving the territory of the member states or, in the case of multiple visas, the last expected date of leaving the territory of the member states. However, in cases of justified urgency, this obligation may be waived;
b) the document must contain at least two blank pages;
c) the document must have been issued within the last ten years.
PHOTOGRAPHS A photo in accordance with Schengen standards 35x45 mm, not older than 6 months; the head should take up 70%-80% of the photo. The facial image can also be taken in digital format at the Schengen visa interview.
ACCOMMODATION Accommodation assumed by the host through the invitation submitted or proof of accommodation with a tourist accommodation unit
TRAVEL TICKET Valid airplane ticket valid to destination
AUTHENTICATED INVITATION Authenticated invitation on behalf of the host, attesting that the host will cover any and all costs regarding repatriation, should the invited third-state national not leave Romania by the date their right of stay granted through the visa expires, as well as the means of support and accommodation, in case the host undertakes to cover such costs
INVITATION APPROVED BY THE INSPECTORATE GENERAL FOR IMMIGRATION – MINISTRY OF INTERNAL AFFAIRS OF ROMANIA *

Also, if you are a national of one of the third-states listed in of states for whose citizens the invitation procedure is mandatory for granting short-stay visas for entrance into the territory of Romania, you are subject to the obligation of obtaining an invitation approved by the Inspectorate General for Immigration - Ministry of Internal Affairs, prior to applying for a short-stay visa for private visits (C/VV).

Invitations necessary for third-state nationals who intend to travel to Romania for personal visits, can be made by Romanian citizens, citizens of another EU Member State, of a member state of the European Economic Area, of the Swiss Confederation, or by third-country nationals who hold a valid document that attests their residence or right of stay on the territory of Romania. The supporting documents to be submitted for this purpose, are the following, depending on the case:

The invitations must be filled-in in double copy, and subsequently submitted for approval to the local units of the Inspectorate General of Immigration – Ministry of Internal Affairs.

The requests for approval of the invitations are processed within 45 days from the date of submission. In duly justified cases, should more detailed checks be carried out, the deadline may be extended by 15 days.

In case of approval, one copy of the invitation will be returned to the inviting host, to be forwarded to the third-state national invited, who will submit the original form to the diplomatic mission or the consular post of Romania abroad, where the visa application is lodged.

The third-state national may lodge their visa application within 30 days from the date of approval of the invitation.

VEHICLE SUPPORTING DOCUMENTS Valid driver's license, Green Card (International Motor Insurance Card) and registration documents of the means of transport for vehicle drivers.
TRAVEL MEDICAL INSURANCE Travel medical insurance that covers the entire duration of the requested period of stay. The travel medical insurance shall have a coverage of at least 30000 EUR.
MEANS OF SUPPORT Proof of financial means in the amount of 50 euro / day for the entire period, but not less than 500 EUR or the equivalent in convertible currency.

The supporting documents that must be submitted along with a short-stay visa application for visit (marked C/VV) by aliens who are family members of Romanian citizens, namely the spouse of the Romanian citizen; the direct descendants of the Romanian citizen, aged no more than 21; the direct ascendants of the Romanian citizen or of their spouse who are also their dependants, are the following:

  • In case of the alien accompanied by the Romanian citizen whose family member they are: The passport or the identity document of the Romanian citizen - in original, accompanied by a declaration on behalf of the Romanian citizen asserting as to the assurance of accommodation;
  • In case of the alien who is not accompanied by the Romanian citizen whose family member they are: a notarized invitation on behalf of the Romanian citizen asserting as to the assurance of accommodation, accompanied by a copy of the passport or of the identity document of the Romanian citizen;
  • Depending on the case, documents that make the proof of the marriage to a Romanian citizen - issued in accordance with Romanian legislation in force, or documents that make the proof of the family ties with the Romanian citizen.

Short-Stay Visa for Business Trips (marked C/A)

As per the provisions of Annex I to depending on your nationality, you must obtain a visa in order to enter the territory of the European Union, as well as in Romania.

Should you find yourself in any of the following situations, you are exempt from the procedure of previously obtaining an invitation approved by the Inspectorate General for Immigration - Ministry of Internal Affairs, as provided for the short-stay visas marked C/TU, C/VV and C/A.

N.B. : In order to fit into one of the following situations, the exemption must be attested by supporting documents.

The fact that you may find yourself in any of the situations listed below, does not exempt you from submitting all the other supporting documents required by Romanian legislation in force, when a short-stay visa is applied for.

Therefore, a short-stay visa marked C/TU, C/VV or C/A may be granted without previously obtaining the special invitation form from the Inspectorate General for Immigration - Ministry of Internal Affairs, to the following categories of third-state nationals:

  • underage third-state nationals, should one of their parents benefit from the refugee status, or from subsidiary protection, or should they hold a Romanian residence permit, provided that the permit is valid for at least 90 days from the date of issuance of the entry visa;
  • the spouse and parents of a third-state national, who benefits from the refugee status, or from subsidiary protection, or who holds a Romanian residence permit, provided that the permit is valid for at least 90 days from the date of issuance of the entry visa;
  • third-country nationals of age, should one of their parents be a Romanian citizen;
  • third-country nationals who are parents of a Romanian national;
  • third-state nationals married to Romanian citizens;
  • third-state nationals who are underage children of Romanian citizens;
  • third-state nationals who are in possession of a valid residence permit in one of the member states of the European Union, of the European Economic Area or in states that are party to the Schengen Agreement, provided that the validity of the visa does not exceed the validity of the residence permit;
  • third-state nationals who are in possession of a valid residence permit in states the nationals of which are exempt from the obligation of an entry visa for the members states of the European Union, of the European Economic Area or of states that are party to the Schengen Agreement;
  • third-state nationals who hold visas for the member states of the European Union, of the European Economic Area, of states that are party to the Schengen Agreement or of states the nationals of which are exempt from the visa obligation for the aforementioned states. The Romanian visa may not exceed the validity of those visas;
  • third-state nationals who intend to travel to Romania for business, upon request on behalf of the administrative authorities and companies registered on the lists of contributors to the state budget as established by order of the president of the National Agency for Fiscal Administration, published in the Romanian Official Gazette and who undertake, as per a letter of guarantee ( see template and instructions regarding the drafting of a letter of guarantee ) addressed, in original form, to the National Visa Center, the obligation to bear all expenses as regards financial and medical assistance, as well as those of execution of repatriation measures;
  • third-state nationals who intend to travel to Romania for private visits, upon request from diplomatic missions or foreign consular posts accredited to Romania;
  • third-state nationals for which the granting of a visa is requested, in writing, to Romanian diplomatic missions or consular posts, on behalf of foreign central public authorities or foreign chambers of commerce;
  • third-state nationals for whom the granting of the Romanian entry visa is requested at the National Visa Centre, by the following Romanian institutions: the Presidential Administration, the Parliament, the Government and other central and local public authorities, from the Romanian Chamber of Commerce and Industry, the Chamber of Commerce and Industry of Bucharest, as well as any territorial Chambers of Commerce and Prefectures that undertake to bear all material and healthcare expenses, as well as those expenses related to the execution of repatriation measures, through a letter of guarantee, sent in original;
  • truck drivers;
  • personalities of the Romanian diaspora and their descendants;
  • parents of pupils or students from third-state, accepted for studies in Romania, arriving for their first settlement, provided that they submit a document with an apostille or, accordingly, a superlegalized document which attests their family ties, issued by the authorities of the state of origin.
  • third-state nationals who intend to travel to Romania upon request from a legal person of public interest that functions legally and undertakes to bear all material and healthcare expenses, as well as those expenses related to the execution of repatriation measures, through a letter of guarantee, sent in original to the National Visa Center. Therefore, in order to obtain the above-mentioned endorsement, please address said Ministry.

The long-stay visa for employment (marked D/AM) is granted to third-state nationals in view of employment on the territory of Romania.

The work authorization issued in accordance with the provisions of special legislation can be submitted in copy.

The long-stay visa for employment is granted , only provided documents are submitted to make the proof of the fact that the visa applicant falls into one of the following catgoeries:

Insetad of the work authorisation, citizens of the Republic of Moldova, of the Republic of Serbia and of Ukraine, employed in Romania with a full-time individual employment contract, for a maximum period of 9 months throughout a calendar year shall submit proof of an individual employment contract.

The application for a D/AM-type visa can be lodged within 180 days from the date of issuance of the work authorisation.

MEANS OF SUPPORT Proof of means of support at the level of the minimum guaranteed gross salary, for the entire period specified in the visa.

- Firm reservation at a suitable accommodation unit;

The authorisation for secondment issued in accordance with the provisions of special legislation regarding the employment and secondment of aliens on the terriroty of Romania can also be submitted in copy.

The application for a D/DT-type visa can be lodged within 60 days from the date when the authorisation of secondment is issued.

MEANS OF SUPPORT Proof of means of support at the level of the minimum guaranteed gross salary, for the entire period specified in the visa.
CRIMINAL RECORD Criminal record or any other document of equivalent legal value, issued by the authorities from the visa applicant’s country of residence or abode.

The long-stay visa for secondment (marked D/DT) is granted without submission of a copy of the authorisation of secondment , to the following categories, only provided that applicants submit appropriate documents that make the proof that they fall into one of these categories :

  • a. to third-state nationals hired by legal persons located in one of the member states of the European Union, of the European Economic Area or in the Swiss Confederation, seconded in Romania, provided that they submit the residence permit issued by that state;
  • b. to third-state nationals who are bound to carry out didactic, scientific or other categories of temporary specific activities in specialized institutions that are accredited or temporarily authorized in Romania, on the grounds of bilateral agreements and to especially qualified staff, on the grounds of the order of the minister of national education, as well as to third-state nationals who carry out artistic activities in cultural institutions from Romania, on the grounds of the order of the minister of culture;
  • c. to third-state nationals who are bound to carry out, in Romania, temporary activities required by ministries or other entities of the central public or local administration, or by autonomous administrative authorities.

For visa applicants who fall into one of the categories listed above, the endorsement of the Inspectorate General for Immigration is necessary in order for the visa to be granted. The endorsement can be issued in a term of 30 days.

CONSENT OF THE LEGAL REPRESENTATIVE If you are underage, the consent of your parents or of your legal guardian for the purpose of residing in Romania for studies;
PROOF OF ACCEPTANCE FOR STUDIES Letter of acceptance from the Romanian Ministry of Education, attesting that the visa applicant will attend a frequency full-time course of study, at a state pre-univesity education institution, high school level;
ACCOMMODATION Proof of accommodation;
TRAVEL MEDICAL INSURANCE Travel medical insurance that covers the entire duration of the requested period of stay;
CONSENT OF THE LEGAL REPRESENTATIVE If the case of minors, the consent of parents or the legal guardian for the purpose of residing in Romania for studies;
PROFESSIONAL TRAINING AGREEMENT The professional training agreement shall contain at least the following elements:

(i) a description of the training programme, including the educational objective or learning components;
(ii) the duration of the traineeship;
(iii) the placement and supervision conditions of the traineeship; (iv) the traineeship hours;
(v) the legal relationship between the trainee and the host entity.
Written undertaking on behalf of the host entity that, in the event that a trainee remains illegally in the territory of Romania, that host entity is responsible for reimbursing the costs related to the stay and return incurred by public funds;
Provide evidence of having obtained a higher education degree within the two years preceding the date of application or of pursuing a course of study that leads to a higher education degree;
Proof of means of support at the level of the minimum guaranteed gross salary, monthly, for the entire period specified in the visa;
Proof of providing accommodation conditions by the host entity.

Proof of participation in a student-exchange program conducted by an organization established according to national legislation and acknowledged for this purpose

Proof from the organization that conducts the exchange of pupils, attesting to the fact that it will provide the financial support and any potential costs related to repatriation.

This document is issued by the Inspectorate General for Immigration and is valid 60 days from the date of issue

The standard application form must be submitted to the local units of the Inspectorate General for Immigration from the Romanian Ministry of Internal Affairs, under the territorial jurisdiction of which, the applicant legally resides. It must be accompanied by the following supporting documents:

For the beneficiaries of the refugee status or of subsidiary protection, who apply for family reunification, the documents presented under points d) – f) from above, are not mandatory.

DOCUMENTS FOR FAMILY REUNIFICATION BETWEEN A ROMANIAN CITIZEN AND A THIRD-STATE NATIONAL Marriage certificate issued by Romanian authorities or transcribed in accordance with the law, or, depending on the case, proof of family ties or partnership.

TRAVEL MEDICAL INSURANCE Travel medical insurance that covers the entire duration of the requested period of stay. The travel medical insurance shall have a coverage of at least 30000 EUR.
CRIMINAL RECORD Criminal record or any other document of equivalent legal value, issued by the authorities from the visa applicant’s country of residence or abode.

The sponsor holding a temporary residence permit valid for one year, an EU Blue Card, a permanent residence permit, or the sponsor who benefits from the refugee status or from subsidiary protection, may request family reunification for the following:

  • unmarried minor children of the sponsor and of their spouse, including adopted children;
  • unmarried minor children of the sponsor, including adopted children, under the sponsor’s care and over whom the sponsor exercises their parental rights. If parental rights are exercised in common, the approval of the other holder of these rights, is compulsory, in order to achieve the family reunification requested by the sponsor;
  • unmarried minor children of the spouse, including adopted children, under the spouse’s care and over whom the spouse exercises their parental rights. If parental rights are exercised in common, the approval of the other holder of these rights, is compulsory, in order to achieve the family reunification requested by the sponsor.

N.B. The categories of third-country nationals indicated above, holders of a right of stay granted for the purpose of scientific research and third-country nationals who hold an EU Blue Card, may request family reunification even when the residence permit is valid less than one year.

Provided that legal conditions are met, the Inspectorate General for Immigration from the Romanian Ministry of Internal Affairs may also approve family reunification for the following categories:

  • a. next-of-kin, in ascending line, of the sponsor or spouse, if these persons cannot care for themselves and do not benefit from appropriate family support in their country of origin;
  • b. unmarried adult children of the sponsor or of the spouse, if due to medical reasons, they are unable to care for themselves.

Unaccompanied underage children who benefit from the refugee status or from subsidiary protection may request family reunification for:

  • a. next-of-kin, in ascending line, or for their legal guardian; or
  • b. when such persons do not exist or cannot be identified, for any other relative of the underage child.

The long-stay visa for family reunification (marked D/VF) is issued by the diplomatic missions or consular posts of Romania from the home country or from the country of residence of the family members.

The following categories of people may also request a Romanian long-stay visa for family reunification:

  • a. third-country nationals married to Romanian citizens;
  • b. unmarried third-country nationals who cohabit with unmarried Romanian citizens, provided they have at least one child together, hereinafter referred to as partners;

c. children of a Romanian citizen, of their spouse or partner, including adopted children, who:

  • i) are not yet 21 years of age;
  • ii) continue their studies and have not surpassed 26 years of age;
  • iii) although they are adults, they cannot care for themselves for medical reasons.

N.B. The adoption must be decided upon by a competent Romanian authority, in accordance with legal provisions, or by an authority of another state, that takes effect on the territory of Romania;

  • d. next-of-kin in ascending line, of the Romanian citizen or of their spouse;
  • e. the third-country national who is the parent of an underage Romanian citizen, provided that they can make proof of the fact that the underage citizen is in their care or prove the existence of an obligation of payment of a support pension, provided that this obligation is regularly fulfilled by the third-country citizen;
  • f. third-country nationals, family members of Romanian citizens, who prove being registered with a right of residence as family members, in another member state.

The Long-Stay Visa for Religious Activities (marked D/AR)

ENDORSEMENT OF THE STATE SECRETARIAT FOR FAITHS The endorsement is granted to third-state nationals who carry out similar activities in their country of origin or of residence
PROOF OF STATUS AS REPRESENTATIVE OF RELIGIOUS ORGANIZATION Proof of the visa applicant’s status as representative of a religious organization legally established in Romania
MEANS OF SUPPORT Dovada mijloacelor de întreţinere la nivelul a 3 salarii medii pe economia naţională;
CRIMINAL RECORD Criminal record or any other document of equivalent legal value, issued by the authorities from the visa applicant’s country of residence or abode.

PLEASE NOTE: The approval of the National Authority for Scientific Research is issued upon request from research and development units and institutions, provided that the following conditions are met:

Hosting Agreement of the Romanian Ministry for Research and Innovation (MCI) The hosting agreement of the Romanian Ministry for Research and Innovation must contain at least the following elements:

a) the title or purpose of the research activity or of the research area;
b) an undertaking by the third-country national to endeavour to complete the research activity;
c) an undertaking by the research and development organisation to host the third-country national for the purpose of completing the research activity;
d) the start and end date or the estimated duration of the research activity;
e) information on the intended mobility in other Member States if the mobility is known at the time of lodging the application;
f) a statement regarding the fact that the hosting agreement shall automatically lapse if the third-country national is not admitted or when the legal relationship between the researcher and the research organisation is terminated.

The endorsement of the MCI as regards the hosting agreement shall be issued upon request of the research and development organisations, provided that the following conditions are met:

a) the research and development organisations must be legally established;
b) a reception agreement is in place between the organisations referred to in let.a) and the researcher who has been accepted to carry out activities within a scientific research project. The format and conditions under which the reception agreement is concluded shall be determined by Order of the Minister of Research and Innovation.

TAX CERTIFICATE AND FISCAL RESIDENCE CERTIFICATE A document with apostille or superlegalisation, as the case may be, in original, with its authenticated translation into Romanian, issued by the specialized office of the competent central or local government institution of the place of fiscal residence, attesting that, at the date of the visa application, the employed foreigner or, as the case may be, the company he owns paid taxes, duties and other compulsory contributions up to date, as well as that he is not registered with acts and facts that have or have had the effect of tax evasion and tax fraud.
TRAVEL TICKET/VEHICLE SUPPORTING DOCUMENTS Valid airplane ticket reservation valid to destination / Valid driver's license, Green Card (International Motor Insurance Card) and registration documents of the means of transport for vehicle drivers.
TRAVEL MEDICAL INSURANCE Travel medical insurance that covers the entire duration of the requested period of stay. The travel medical insurance shall have a coverage of at least 30000 EUR.
MEANS OF SUPPORT Proof of means of subsistence obtained from the activity carried out, in the amount of at least three times the average gross monthly salary in Romania for each of the last 6 months prior to the date of submission of the visa application, as well as for the entire period covered by the visa.

CRIMINAL RECORD CERTIFICATE Criminal record certificate or other document with the same legal value, apostilled or over-legalised, as the case may be, and translated in authentic form, in Romanian, certificate issued by the authorities of the country of origin and, if applicable, from the state in which the foreigner is legally resident and in which he/she obtains income from the performance of the employment contract in a company registered outside Romania or from activities carried out through a company registered by the foreigner outside Romania, proving that there are no records of criminal offences.

A hotel or travel company may be able to provide something; or if you're visiting/staying with someone or there on business see if they can provide a letter. Based on the form, it seems you should get it from whoever will provide accomodation (family member if you are staying with them, hotel if you booked a hotel, etc.) but I am not sure.
