The shift of enrolment from private schools to government schools is evidence of its efficacy

HYDERABAD: In 2021, when the Odisha government introduced its 5T (teamwork, transparency, technology, time and transformation) promise to over 8,000 state-run schools, there was skepticism among teachers. But the shift of enrolment from private schools to government schools is evidence of its efficacy.

Lady Lewis Girls High School in Sambalpur witnessed a 50 per cent increase in enrolment in two years. School headmistress, Kamalini Acharya, attributes this surge to the swift execution and clear future plans under the 5T programme.

"A budget increase of 55 per cent from 2018-19 to 2023-24, amounting to Rs 1,268 crore is testament to the government's commitment," the teacher said.

Aswathy S, commissioner-secretary, school and mass education department, speaking to the media,  pointed to a 1.5 per cent increase in enrolment for Class 1 to 12 since 2021.

Asked if she knew of any student who had left a private institution to join a government school, Jyotirmayee Mishra, headmistress of Puri Zilla School, said with a smile: "My son."

Union education minister Dharmendra Pradhan had said that Odisha had a drop-out rate of 49.9 per cent, the highest. against a national rate of 20.6 per cent for Class 10 in 2021-22.

Odisha's school minister Sudam Marndi contested the figure and wrote to the Central government.

"The calculation based on Unified District Information System for Education (UDISE) data is inaccurate, as it excluded information on 1.4 lakh students in technical, vocational, open and distance courses. Second, the method of comparing Class 11 admissions with the previous year's Class 10 does not consider students pursuing alternative courses after Class 10," Aswathy told Deccan Chronicle.

She added that using updated UDISE data would bring Odisha's dropout rate down to 20 per cent, and including the 1.4 lakh students in various courses would reduce it to 15.

The Odisha government plans to integrate AI into the curriculum at its 8,800 well-equipped high schools, A knowledge team is working with organisations like Intel and Nasscom to develop the curriculum, 5T chairman V.K. Pandian told DC.

The government has hired 4,166 teachers to ensure that not no class is missed.

Aswathy said the next phase would be middle and primary schools, with focus beyond infrastructural development.

"High school shows the highest impact, which is also what countries like China are doing," she explained. Pandian and Aswathy said that they will work around the hiccups of electricity disruptions to a fragment of schools in remote areas of the state and issues with schools that get their mid-day meals from Akshaya Patra missing out on eggs.

Odisha transforms 416 schools under second phase of 5T transformation

Bhubaneswar (Odisha) [India], June 11 (ANI): Odisha Chief Minister Naveen Patnaik on Friday dedicated 416 newly transformed government High Schools under the second phase of the 5T School Transformation program in 5 districts of the State.

Speaking on the occasion, Chief Minister said that the transformation would help in boosting the self-confidence of the students.

“The transformation of the school is not only changing the appeal but also dramatically changed the mental state of children by boosting their self-confidence, in the future, they will be able to make a significant contribution towards the transformation of Odisha,” said the chief minister.

Patnaik also highlighted the importance of 5T to the school children.

“Education brings the biggest change in life, make good use of this important phase in life and create a new identity for themselves, their family and for Odisha,” he added.

Chief Minister further said, “School Transformation has given wings to children’s dreams of a better future and doing something big in life, if their dreams come true, the goal of a new Odisha will be fulfilled and the foundation of a new Odisha will be laid.”

With this, a total of 3,981 transferred high schools have been dedicated in two phases, of which as many as 1075 High Schools in the first phase and 2908 schools have been transformed across the state in the second phase under the 5T framework.

5T action plan for the higher education department was introduced to ensure better service delivery to the public in the Higher Education sector. (ANI)

Odisha’s 5T High School Transformation to Cover All Govt Schools by December

Bhubaneswar: According to the School and Mass Education Commissioner-cum-Secretary Aswathy S, the fourth phase of the Odisha government’s 5T high school transformation programme will see over 1,500 schools transformed by December this year. Equipped with smart classrooms, well-developed e-libraries, state-of-the-art laboratory-cum-interactive science centres, advanced sports infrastructure and child-friendly campuses, these schools will provide an excellent learning experience for students.

Chairing the council meeting, Aswathy urged officials to complete the fourth phase of work before the December deadline. The state government has already implemented three phases of the programme, with 1,075 schools transformed in the first phase, 2,906 in the second phase, and 1,816 in the third phase. All high schools in the state will be covered by the end of the fourth phase.

The ‘Mo School Abhiyan’ initiative is also working on developing school clubs in all government high schools, with a focus on developing programmes and activities for Kaushali, Kridangan, Jigyansa and Sahitya Srujani clubs. Proposals worth Rs. 529.56 crore from 30 districts were approved in the meeting.

The ‘Mo School Abhiyan’ initiative has also received contributions from alumni who have donated Rs. 6.66 crore towards the development of their alma mater. The scheme has received grants worth Rs. 165.05 crore from various CSR funds, which, coupled with the donors’ contributions and a two-time matching grant from the state government, will be used for the development of 2,402 primary, upper primary, and high schools across the state.

67 High Schools Transformed Under 5T Initiative In Odisha’s Sundargarh

Sundargarh: Chief minister Naveen Patnaik dedicated 67 high schools in Sundargarh district among total 142 high schools in 5 districts under 5T initiative in first phase through video-conference on Thursday.

Speaking on the occasion, the chief minister said, “The future of the nation and the community is built in schools. This is the best time of children’s’ lives. So, the onus lies on us to provide ample avenues for nurturing the talents and dreams of our students.”

Stating that he wants the students of Odisha to progress in all walks of life, he said along with studies, they should excel in sports, literature and creative arts. “They must have a scientific temper, dream big and move forward with confidence to face the challenges of life. This is the core objective of High School Transformation,” he added.

A district-level programme held at Bhawani Shankar Government High School, Sundargarh on the occasion was attended by students, teachers, parents, alumni, school management committee members, people’s representatives, district collector and other senior officials.

Shireen Kaushal, a student of Class X of Bhawani Shankar Govt High School present on the dais, appreciated the innovative programme of the government. She expressed gratitude to the chief minister and the 5T Secretary. While interacting with the chief minister, she said she wanted to become an IAS officer.

Sundargarh collector Nikhil Pavan Kalyan while moderating the district-level programme said the programme will help students of the district realise their potential and explore their dreams.

Secretary to CM (5T) VK Pandian, who moderated the entire programme, appreciated the transformation work done in Sundargarh district. The schools that were transformed in the first phase in the district are from all 17 blocks and 3 ULBs of Sundargarh, Rajgangpur and Birmitrapur.

Among others, MLA Rourkela & DPC Chairman Sarada Prasad Nayak, Zilla Parishad President Emma Ekka, PD DRDA Bhairab Singh Patel, Sub Collector Abhimanyu Behera, District Education Officer Amulya Padhan were present at the event in Sundargarh.

Under 5T Initiative, facilities like smart class, modern science lab, e-Library & ICT Lab, adequate sports infra, drinking water and clean toilets etc are being built while focusing on imparting quality education to fulfil the aspirations of the students.

Odisha: 5T transformation plans for special schools soon

BHUBANESWAR: The state government has decided to extend its 5T High School Transformation programme to schools for specially-abled children. Apart from its own schools, the Social Security and Empowerment of Persons with Disabilities (SSEPD) is drawing up modalities for transformation of special schools that are functioning in rented buildings owned by NGOs, under the 5T initiative.

As per reports, there are four special schools in Khurda and Sambalpur functioning under the School and Mass Education department with a student strength of 352 and 49 teaching staff. Similarly, there are 31 such schools that are being funded by the SSEPD department. These 31 schools currently cater to the educational needs of 6,436 differently-abled students with the help of 853 teachers.

Officials said the School and Mass Education department has been requested by SSEPD to take up the transformation work of all the four schools functioning in government buildings/Red Cross buildings on priority basis in the first phase. On a pilot basis, the School for Blind and School for Deaf at Ambapua in Ganjam district has been transformed under the 5T scheme.

“These two schools will serve as a model/example for transformation of other schools for special children. An exposure visit to these two schools will be organised for officials/stakeholders who will be associated with the transformation of the government school buildings,” an official added.

At present, many of the special school buildings functioning from NGO-owned buildings or rented buildings do not have a standard infrastructure for accessibility, safe drinking water, accessible toilets, library facility, playground, science labs, among other facilities. During the transformation process, all these facilities will be installed.

The transformation plan for such schools will include basic infrastructure required for children with special needs, assistive devices, teaching learning materials and development of life skill education. Besides, each special school will have a disability-specific model and in case of schools for intellectual disability, autism and cerebral palsy, the transformation model would be prepared in a different manner. Interventions like therapeutic and sensory integration will be made part of the transformation model.

Re “ Electric Cars Are Boring ,” by Ezra Dyer (Opinion guest essay, April 13):

If E.V.s are boring, I guess I am OK with being bored. As an E.V. owner, I no longer have to stop at the gas station to fill up in all kinds of (Chicago) weather. No more oil changes, no more antifreeze concerns, no muffler or fuel pump problems. Boring is good.

No key or fob to carry, and I can preheat or precool my E.V. in various types of inclement weather.

Now for full disclosure. I bought my first E.V. 10 years ago when I was 73. I am now at the age where simpler (boring) is better. I still drive my grandson’s stick shift from time to time, but find it requires too much effort.

I was wondering if Mr. Dyer would like to go back to the horse and buggy. Just think of the road noise and the sound of real horses.

The slowdown in E.V. sales is not because they are boring. It’s because they are 1) too expensive; 2) take too long to charge; 3) don’t go far enough on a single charge.

I will happily buy a medium-size S.U.V. E.V. when it goes 500 miles on a five-minute charge and costs about the same as the hybrid version. Until then I will settle for the Toyota RAV4 hybrid.

Sitting on the back deck of my house, I can hear the faint roar of traffic from the town center, about a mile away. I console myself that when more people are driving E.V.s, quiet and the sweet cacophony of bird song will prevail.

Now, Ezra Dyer tells us that E.V. manufacturers are designing speaker systems that will mimic the sound of “loud exhaust” because E.V.s are too boring.

What an unexpected and incredibly refreshing surprise to see the essay on electric cars by Ezra Dyer, a Car and Driver columnist. As a longtime Car and Driver subscriber and past and present owner of three Alfa Romeos, I agree wholeheartedly with his observations.

And given the fact that the Porsche 911 GT3 is one of the most coveted cars by my 25-year-old son, there is hope for the next generation. We just need the car manufacturers to listen to the roar.

I had the unique privilege of having roommates for my first two years of college who were radically different from me. I learned an awful lot because of the experience. But there was plenty I wish I hadn’t too.

The move to college is hard enough — academically, socially, mentally — that sharing that with another person places a needless burden on new students.

Ms. Paul is quite right that students benefit from learning from those around them, and schools should emphasize this in the classroom. But if there’s one place that ought to be sacred and free from the trials of starting college, it should be one’s room.

When I arrived at the University of Alaska Fairbanks as a freshman in 1972 as a Jewish New Yorker in a distant land, I met my new roommate, a Muslim from the Philippines. Two people could not have been more different. And it worked out magically.

Re “ Tech in Schools Needs ‘a Hard Reset,’ ” by Jessica Grose (Opinion, April 28):

Over the past 15 years of having school-age kids, I have been deeply frustrated by how our schools have adopted technology without enough scrutiny. It is depressing to realize how many hours my kids are required to spend in front of the computer screen daily — and all without any body of evidence pointing to its positive effect on learning.

How I dreamed about running the iPad over with my van after four years of my high schooler reading everything — even novels! — on his device.

Though I’ve heard noble rationales for tech in the classrooms — “It will save the trees!” — I agree with Ms. Grose that schools need to re-evaluate what tech companies decide the schools need.

Not only are standardized tests at every level revealing faltering learning outcomes, but the human-to-human interaction is also clearly suffering the most. Out with Google Slides; in with teaching!

Re “ How Do I Talk to My Son About a War I Don’t Understand? ,” by Sasha Vasilyuk (Opinion guest essay, April 28):

The war in Ukraine is not “Russia’s betrayal,” as Ms. Vasilyuk writes, but Russia’s business as usual. For generations, Moscow has violently suppressed the freedoms of surrounding nations.

Rather than withhold unpleasant truths, Russian parents must teach their children what Ukrainian, Polish or Latvian children learn from theirs: Historically Russia is an aggressor.

Russia’s imperialism relies on the unquestioned belief among countless ordinary Russians that their state has a virtuous right to dominate its neighbors. Without much hard work by parents and teachers, Russia’s noxious record will continue unchallenged.

Re “ Democrats See Water as Issue to Win Over Rural Arizona Voters ” (news article, April 24):

This article points out the difficulty that Democrats face in winning over conservative voters. For these desert communities, water is a life and death issue. But even though they admit that Republican policies hurt them and Democratic policies help them, these people will vote for Donald Trump.

And it’s not as if they don’t realize which side is which. They may agree that on this crucial issue the Democrats are right and are helping them, and the Republicans are wrong and are hurting them, but it doesn’t matter. They will still vote for Mr. Trump. There could be no clearer example of people voting directly against their own interests.

If nothing else, this discouraging story shows how much stronger is the fear of migrants, of change, of big government — all abstract fears really — than the drastic reality staring these people in the face.
