Being a member of the student council can help you help your school. However, it takes hard work to get into the student council . You need to craft a good speech that gives your classmates incentives to vote for you.

Writing the Introduction

Step 1 Find an attention-grabbing opening statement.

  • Do not merely start by saying, "My name is ___ and I'm running for student council." Your classmates will already know as much and this is not really a unique statement. There will be time to state the basic information after you've got the class's attention. [1] X Research source
  • You can open with a question. Something like, "If there was one thing you could change about this school, what would it be?" Or a question that adds some humor , like, "I know what you're thinking. Why should I listen to this person?" and then proceed to lay out your credentials. Quotes on leadership, power, and guidance would also make good openings. However, make sure to double-check your sources and especially if you're finding quotes online. Many online quote databases, like Quote Garden or Brainy Quote, sometimes attribute quotes to the wrong sources. [2] X Research source
  • If you're stuck, look up and read famous speeches. You can find many speeches from presidents, world leaders, civil rights activists, and others online. Pay attention to how they opened their speeches and ask yourself, "Was this interesting? Do I want to keep reading/listening? Why?" [3] X Research source

Step 2 State the basics.

  • State your name and grade in school. This may feel somewhat unnecessary if you go to a small school, but it's considered a formality. If you're missing this part of the speech, you may end up looking sloppy in comparison to other students. [5] X Research source
  • State what you want. That is, what you're running for. Do you want to be the president , vice president , treasurer, secretary? Even if you think most students are aware of what position you're running for, make sure you state it here to remind them. [6] X Research source
  • Try to keep this section brief as it's not as important as your qualifications and plans to improve the school . Even one sentence would suffice. For example, "My name is Ramona Hart, I'm in the 11th grade, and I'm running for treasurer of the student council."

Step 3 List your qualifications.

  • Any accomplishments relevant to the position warrant mentioning here. If you're running for secretary, for example, talk about your summer job filing papers in your uncle's law firm. If you're running for student council president, talk about your leadership experience being captain of the swim team. [7] X Research source
  • While this section is important, try to keep it minimal. A couple of sentences laying out your qualifications is enough as the body of your speech is where you should spend the most time. For example, let's go back to the above example. From there, we could say, "I am currently enrolled in advanced placement algebra and I have been an honor roll student for three years. This knowledge of numbers and diligence qualifies me to have responsibility for finances for our student council." [8] X Research source

Writing the Body of the Speech

Step 1 State your main ideas on how to improve the school.

  • You should list your ideas and then expand on them later in the body. It might take a bit of research to figure out what you want to change. Ask around the school, talking to students and teachers, and see where there's room for improvement. What are the concerns of the students? What are people happy with regarding the school? What would they like to see change? Asking these questions can help you get a sense of your audience and community.
  • Remember, you should not make promises you cannot keep. Do not say anything just to get elected. While many students might want gum-chewing policies eliminated or for the lunch period to run twice as long, this is probably not necessary or possible. Try to focus on areas that seem important to keep your school running safely and efficiently. Concerns about things like bullying , academic standards, and extracurricular activities should be your concern over fun and games. [10] X Research source
  • A good opening statement for your body would state the causes important to you and what you plan to do about them. For example, if you were running for president, you could say something like, "I understand we need to improve how we handle bullying, increase interest in extracurricular activities, and expand access to AP courses throughout the school. As your president, I would work to bring in speakers to talk about sensitivity in the classroom, increase advertising for basketball games and quiz bowl tournaments, and start a tutoring program to help students struggling with certain subjects." Step 2 Find support for those ideas.

  • Using the school library or computers, figure out the best means to tackle certain problems many schools face. How have other schools dealt with bullying? Poor test scores? Low interest in extracurricular activities? What can you reasonably do as a student council member to address these problems? [12] X Research source
  • You do not have to have a point-by-point plan laid out, but a few sentences on some preliminary ideas can help you stand out from your peers. People are more inclined to vote for someone who's thought about how to solve problems in addition to identifying problems. [13] X Research source

Step 3 Keep your ideas short but very strongly worded.

Ending with a Strong Conclusion

Step 1 Reiterate your main points briefly.

  • Do summarize, briefly, your qualifications but do not put the main focus on them. This is where you should sincerely state your passion. Students should not just vote for you because you'd do a good job but because you genuinely care about the school. State your passion for your community and how much you want to see other students succeed. Lots of students have high qualifications. You can set yourself apart by being a candidate who really cares.   • Research what other student council speeches are like on video websites. This could help give you ideas.

This handout will help you create an effective speech by establishing the purpose of your speech and making it easily understandable. It will also help you to analyze your audience and keep the audience interested.

What’s different about a speech?

Writing for public speaking isn’t so different from other types of writing. You want to engage your audience’s attention, convey your ideas in a logical manner and use reliable evidence to support your point. But the conditions for public speaking favor some writing qualities over others. When you write a speech, your audience is made up of listeners. They have only one chance to comprehend the information as you read it, so your speech must be well-organized and easily understood. In addition, the content of the speech and your delivery must fit the audience.

What’s your purpose?

People have gathered to hear you speak on a specific issue, and they expect to get something out of it immediately. And you, the speaker, hope to have an immediate effect on your audience. The purpose of your speech is to get the response you want. Most speeches invite audiences to react in one of three ways: feeling, thinking, or acting. For example, eulogies encourage emotional response from the audience; college lectures stimulate listeners to think about a topic from a different perspective; protest speeches in the Pit recommend actions the audience can take.

As you establish your purpose, ask yourself these questions:

  • What do you want the audience to learn or do?
  • If you are making an argument, why do you want them to agree with you?
  • If they already agree with you, why are you giving the speech?
  • How can your audience benefit from what you have to say?

Audience analysis

If your purpose is to get a certain response from your audience, you must consider who they are (or who you’re pretending they are). If you can identify ways to connect with your listeners, you can make your speech interesting and useful.

As you think of ways to appeal to your audience, ask yourself:

  • What do they have in common? Age? Interests? Ethnicity? Gender?
  • Do they know as much about your topic as you, or will you be introducing them to new ideas?
  • Why are these people listening to you? What are they looking for?
  • What level of detail will be effective for them?
  • What tone will be most effective in conveying your message?
  • What might offend or alienate them?

Creating an effective introduction

Get their attention, otherwise known as “the hook”.

Think about how you can relate to these listeners and get them to relate to you or your topic. Appealing to your audience on a personal level captures their attention and concern, increasing the chances of a successful speech. Speakers often begin with anecdotes to hook their audience’s attention. Other methods include presenting shocking statistics, asking direct questions of the audience, or enlisting audience participation.

Establish context and/or motive

Explain why your topic is important. Consider your purpose and how you came to speak to this audience. You may also want to connect the material to related or larger issues as well, especially those that may be important to your audience.

Get to the point

Tell your listeners your thesis right away and explain how you will support it. Don’t spend as much time developing your introductory paragraph and leading up to the thesis statement as you would in a research paper for a course. Moving from the intro into the body of the speech quickly will help keep your audience interested. You may be tempted to create suspense by keeping the audience guessing about your thesis until the end, then springing the implications of your discussion on them. But if you do so, they will most likely become bored or confused.

Making your speech easy to understand

Repeat crucial points and buzzwords.

Especially in longer speeches, it’s a good idea to keep reminding your audience of the main points you’ve made. For example, you could link an earlier main point or key term as you transition into or wrap up a new point. You could also address the relationship between earlier points and new points through discussion within a body paragraph. Using buzzwords or key terms throughout your paper is also a good idea. If your thesis says you’re going to expose unethical behavior of medical insurance companies, make sure the use of “ethics” recurs instead of switching to “immoral” or simply “wrong.” Repetition of key terms makes it easier for your audience to take in and connect information.

Incorporate previews and summaries into the speech

For example:

“I’m here today to talk to you about three issues that threaten our educational system: First, … Second, … Third,”

“I’ve talked to you today about such and such.”

These kinds of verbal cues permit the people in the audience to put together the pieces of your speech without thinking too hard, so they can spend more time paying attention to its content.

Use especially strong transitions

This will help your listeners see how new information relates to what they’ve heard so far. If you set up a counterargument in one paragraph so you can demolish it in the next, begin the demolition by saying something like,

“But this argument makes no sense when you consider that . . . .”

If you’re providing additional information to support your main point, you could say,

“Another fact that supports my main point is . . . .”

Helping your audience listen

Rely on shorter, simpler sentence structures.

Don’t get too complicated when you’re asking an audience to remember everything you say. Avoid using too many subordinate clauses, and place subjects and verbs close together.

Too complicated:

The product, which was invented in 1908 by Orville Z. McGillicuddy in Des Moines, Iowa, and which was on store shelves approximately one year later, still sells well.

Easier to understand:

Orville Z. McGillicuddy invented the product in 1908 and introduced it into stores shortly afterward. Almost a century later, the product still sells well.

Limit pronoun use

Listeners may have a hard time remembering or figuring out what “it,” “they,” or “this” refers to. Be specific by using a key noun instead of unclear pronouns.

Pronoun problem:

The U.S. government has failed to protect us from the scourge of so-called reality television, which exploits sex, violence, and petty conflict, and calls it human nature. This cannot continue.

Why the last sentence is unclear: “This” what? The government’s failure? Reality TV? Human nature?

More specific:

The U.S. government has failed to protect us from the scourge of so-called reality television, which exploits sex, violence, and petty conflict, and calls it human nature. This failure cannot continue.

Keeping audience interest

Incorporate the rhetorical strategies of ethos, pathos, and logos.

When arguing a point, using ethos, pathos, and logos can help convince your audience to believe you and make your argument stronger. Ethos refers to an appeal to your audience by establishing your authenticity and trustworthiness as a speaker. If you employ pathos, you appeal to your audience’s emotions. Using logos includes the support of hard facts, statistics, and logical argumentation. The most effective speeches usually present a combination these rhetorical strategies.

Use statistics and quotations sparingly

Include only the most striking factual material to support your perspective, things that would likely stick in the listeners’ minds long after you’ve finished speaking. Otherwise, you run the risk of overwhelming your listeners with too much information.

Watch your tone

Be careful not to talk over the heads of your audience. On the other hand, don’t be condescending either. And as for grabbing their attention, yelling, cursing, using inappropriate humor, or brandishing a potentially offensive prop (say, autopsy photos) will only make the audience tune you out.

Creating an effective conclusion

Restate your main points, but don’t repeat them.

“I asked earlier why we should care about the rain forest. Now I hope it’s clear that . . .” “Remember how Mrs. Smith couldn’t afford her prescriptions? Under our plan, . . .”

Call to action

Speeches often close with an appeal to the audience to take action based on their new knowledge or understanding. If you do this, be sure the action you recommend is specific and realistic. For example, although your audience may not be able to affect foreign policy directly, they can vote or work for candidates whose foreign policy views they support. Relating the purpose of your speech to their lives not only creates a connection with your audience, but also reiterates the importance of your topic to them in particular or “the bigger picture.”

Practicing for effective presentation

Once you’ve completed a draft, read your speech to a friend or in front of a mirror. When you’ve finished reading, ask the following questions:

  • Which pieces of information are clearest?
  • Where did I connect with the audience?
  • Where might listeners lose the thread of my argument or description?
  • Where might listeners become bored?
  • Where did I have trouble speaking clearly and/or emphatically?
  • Did I stay within my time limit?

Whether in a work meeting or at an investor panel, you might give a speech at some point. And no matter how excited you are about the opportunity, the experience can be nerve-wracking . 

But feeling butterflies doesn’t mean you can’t give a great speech. With the proper preparation and a clear outline, apprehensive public speakers and natural wordsmiths alike can write and present a compelling message. Here’s how to write a good speech you’ll be proud to deliver.

What is good speech writing?

Good speech writing is the art of crafting words and ideas into a compelling, coherent, and memorable message that resonates with the audience. Here are some key elements of great speech writing:

  • It begins with clearly understanding the speech's purpose and the audience it seeks to engage. 
  • A well-written speech clearly conveys its central message, ensuring that the audience understands and retains the key points. 
  • It is structured thoughtfully, with a captivating opening, a well-organized body, and a conclusion that reinforces the main message. 
  • Good speech writing embraces the power of engaging content, weaving in stories, examples, and relatable anecdotes to connect with the audience on both intellectual and emotional levels. 

Ultimately, it is the combination of these elements, along with the authenticity and delivery of the speaker , that transforms words on a page into a powerful and impactful spoken narrative.

What makes a good speech?

A great speech includes several key qualities, but three fundamental elements make a speech truly effective:

Clarity and purpose

Remembering the audience, cohesive structure.

While other important factors make a speech a home run, these three elements are essential for writing an effective speech.

The main elements of a good speech

The main elements of a speech typically include:

  • Introduction: The introduction sets the stage for your speech and grabs the audience's attention. It should include a hook or attention-grabbing opening, introduce the topic, and provide an overview of what will be covered.
  • Opening/captivating statement: This is a strong statement that immediately engages the audience and creates curiosity about the speech topics.
  • Thesis statement/central idea: The thesis statement or central idea is a concise statement that summarizes the main point or argument of your speech. It serves as a roadmap for the audience to understand what your speech is about.
  • Body: The body of the speech is where you elaborate on your main points or arguments. Each point is typically supported by evidence, examples, statistics, or anecdotes. The body should be organized logically and coherently, with smooth transitions between the main points.
  • Supporting evidence: This includes facts, data, research findings, expert opinions, or personal stories that support and strengthen your main points. Well-chosen and credible evidence enhances the persuasive power of your speech.
  • Transitions: Transitions are phrases or statements that connect different parts of your speech, guiding the audience from one idea to the next. Effective transitions signal the shifts in topics or ideas and help maintain a smooth flow throughout the speech.
  • Counterarguments and rebuttals (if applicable): If your speech involves addressing opposing viewpoints or counterarguments, you should acknowledge and address them. Presenting counterarguments makes your speech more persuasive and demonstrates critical thinking.
  • Conclusion: The conclusion is the final part of your speech and should bring your message to a satisfying close. Summarize your main points, restate your thesis statement, and leave the audience with a memorable closing thought or call to action.
  • Closing statement: This is the final statement that leaves a lasting impression and reinforces the main message of your speech. It can be a call to action, a thought-provoking question, a powerful quote, or a memorable anecdote.
  • Delivery and presentation: How you deliver your speech is also an essential element to consider. Pay attention to your tone, body language, eye contact , voice modulation, and timing. Practice and rehearse your speech, and try using the 7-38-55 rule to ensure confident and effective delivery.

While the order and emphasis of these elements may vary depending on the type of speech and audience, these elements provide a framework for organizing and delivering a successful speech.

How to structure a good speech

You know what message you want to transmit, who you’re delivering it to, and even how you want to say it. But you need to know how to start, develop, and close a speech before writing it. 

Think of a speech like an essay. It should have an introduction, conclusion, and body sections in between. This places ideas in a logical order that the audience can better understand and follow them. Learning how to make a speech with an outline gives your storytelling the scaffolding it needs to get its point across.

Here’s a general speech structure to guide your writing process:

  • Explanation 1
  • Explanation 2
  • Explanation 3

How to write a compelling speech opener

Some research shows that engaged audiences pay attention for only 15 to 20 minutes at a time. Other estimates are even lower, citing that people stop listening intently in fewer than 10 minutes . If you make a good first impression at the beginning of your speech, you have a better chance of interesting your audience through the middle when attention spans fade. 

Implementing the INTRO model can help grab and keep your audience’s attention as soon as you start speaking. This acronym stands for interest, need, timing, roadmap, and objectives, and it represents the key points you should hit in an opening. 

Here’s what to include for each of these points: 

  • Interest : Introduce yourself or your topic concisely and speak with confidence . Write a compelling opening statement using relevant data or an anecdote that the audience can relate to.
  • Needs : The audience is listening to you because they have something to learn. If you’re pitching a new app idea to a panel of investors, those potential partners want to discover more about your product and what they can earn from it. Read the room and gently remind them of the purpose of your speech. 
  • Timing : When appropriate, let your audience know how long you’ll speak. This lets listeners set expectations and keep tabs on their own attention span. If a weary audience member knows you’ll talk for 40 minutes, they can better manage their energy as that time goes on. 
  • Routemap : Give a brief overview of the three main points you’ll cover in your speech. If an audience member’s attention starts to drop off and they miss a few sentences, they can more easily get their bearings if they know the general outline of the presentation.
  • Objectives : Tell the audience what you hope to achieve, encouraging them to listen to the end for the payout. 

Writing the middle of a speech

The body of your speech is the most information-dense section. Facts, visual aids, PowerPoints — all this information meets an audience with a waning attention span. Sticking to the speech structure gives your message focus and keeps you from going off track, making everything you say as useful as possible.

Limit the middle of your speech to three points, and support them with no more than three explanations. Following this model organizes your thoughts and prevents you from offering more information than the audience can retain. 

Using this section of the speech to make your presentation interactive can add interest and engage your audience. Try including a video or demonstration to break the monotony. A quick poll or survey also keeps the audience on their toes. 

Wrapping the speech up

To you, restating your points at the end can feel repetitive and dull. You’ve practiced countless times and heard it all before. But repetition aids memory and learning , helping your audience retain what you’ve told them. Use your speech’s conclusion to summarize the main points with a few short sentences.

How to write a good speech

If public speaking gives you the jitters, you’re not alone. Roughly 80% of the population feels nervous before giving a speech, and another 10% percent experiences intense anxiety and sometimes even panic. 

The fear of failure can cause procrastination and can cause you to put off your speechwriting process until the last minute. Finding the right words takes time and preparation, and if you’re already feeling nervous, starting from a blank page might seem even harder.

But putting in the effort despite your stress is worth it. Presenting a speech you worked hard on fosters authenticity and connects you to the subject matter, which can help your audience understand your points better. Human connection is all about honesty and vulnerability, and if you want to connect to the people you’re speaking to, they should see that in you.

1. Identify your objectives and target audience

Before diving into the writing process, find healthy coping strategies to help you stop worrying . Then you can define your speech’s purpose, think about your target audience, and start identifying your objectives. Here are some questions to ask yourself and ground your thinking : 

  • What purpose do I want my speech to achieve? 
  • What would it mean to me if I achieved the speech’s purpose?
  • What audience am I writing for? 
  • What do I know about my audience? 
  • What values do I want to transmit? 
  • If the audience remembers one take-home message, what should it be? 
  • What do I want my audience to feel, think, or do after I finish speaking? 
  • What parts of my message could be confusing and require further explanation?

2. Know your audience

Understanding your audience is crucial for tailoring your speech effectively. Consider the demographics of your audience, their interests, and their expectations. For instance, if you're addressing a group of healthcare professionals, you'll want to use medical terminology and data that resonate with them. Conversely, if your audience is a group of young students, you'd adjust your content to be more relatable to their experiences and interests. 

3. Choose a clear message

Your message should be the central idea that you want your audience to take away from your speech. Let's say you're giving a speech on climate change. Your clear message might be something like, "Individual actions can make a significant impact on mitigating climate change." Throughout your speech, all your points and examples should support this central message, reinforcing it for your audience.

4. Structure your speech

Organizing your speech properly keeps your audience engaged and helps them follow your ideas. The introduction should grab your audience's attention and introduce the topic. For example, if you're discussing space exploration, you could start with a fascinating fact about a recent space mission. In the body, you'd present your main points logically, such as the history of space exploration, its scientific significance, and future prospects. Finally, in the conclusion, you'd summarize your key points and reiterate the importance of space exploration in advancing human knowledge.

5. Use engaging content for clarity

Engaging content includes stories, anecdotes, statistics, and examples that illustrate your main points. For instance, if you're giving a speech about the importance of reading, you might share a personal story about how a particular book changed your perspective. You could also include statistics on the benefits of reading, such as improved cognitive abilities and empathy.

6. Maintain clarity and simplicity

It's essential to communicate your ideas clearly. Avoid using overly technical jargon or complex language that might confuse your audience. For example, if you're discussing a medical breakthrough with a non-medical audience, explain complex terms in simple, understandable language.

7. Practice and rehearse

Practice is key to delivering a great speech. Rehearse multiple times to refine your delivery, timing, and tone. Consider using a mirror or recording yourself to observe your body language and gestures. For instance, if you're giving a motivational speech, practice your gestures and expressions to convey enthusiasm and confidence.

8. Consider nonverbal communication

Your body language, tone of voice, and gestures should align with your message . If you're delivering a speech on leadership, maintain strong eye contact to convey authority and connection with your audience. A steady pace and varied tone can also enhance your speech's impact.

9. Engage your audience

Engaging your audience keeps them interested and attentive. Encourage interaction by asking thought-provoking questions or sharing relatable anecdotes. If you're giving a speech on teamwork, ask the audience to recall a time when teamwork led to a successful outcome, fostering engagement and connection.

10. Prepare for Q&A

Anticipate potential questions or objections your audience might have and prepare concise, well-informed responses. If you're delivering a speech on a controversial topic, such as healthcare reform, be ready to address common concerns, like the impact on healthcare costs or access to services, during the Q&A session.

By following these steps and incorporating examples that align with your specific speech topic and purpose, you can craft and deliver a compelling and impactful speech that resonates with your audience.

Tools for writing a great speech

There are several helpful tools available for speechwriting, both technological and communication-related. Here are a few examples:

  • Word processing software: Tools like Microsoft Word, Google Docs, or other word processors provide a user-friendly environment for writing and editing speeches. They offer features like spell-checking, grammar correction, formatting options, and easy revision tracking.
  • Presentation software: Software such as Microsoft PowerPoint or Google Slides is useful when creating visual aids to accompany your speech. These tools allow you to create engaging slideshows with text, images, charts, and videos to enhance your presentation.
  • Speechwriting Templates: Online platforms or software offer pre-designed templates specifically for speechwriting. These templates provide guidance on structuring your speech and may include prompts for different sections like introductions, main points, and conclusions.
  • Rhetorical devices and figures of speech: Rhetorical tools such as metaphors, similes, alliteration, and parallelism can add impact and persuasion to your speech. Resources like books, websites, or academic papers detailing various rhetorical devices can help you incorporate them effectively.
  • Speechwriting apps: Mobile apps designed specifically for speechwriting can be helpful in organizing your thoughts, creating outlines, and composing a speech. These apps often provide features like voice recording, note-taking, and virtual prompts to keep you on track.

5 tips for writing a speech

Behind every great speech is an excellent idea and a speaker who refined it. But a successful speech is about more than the initial words on the page, and there are a few more things you can do to help it land.

Here are five more tips for writing and practicing your speech:

1. Structure first, write second

If you start the writing process before organizing your thoughts, you may have to re-order, cut, and scrap the sentences you worked hard on. Save yourself some time by using a speech structure, like the one above, to order your talking points first. This can also help you identify unclear points or moments that disrupt your flow.

2. Do your homework

Data strengthens your argument with a scientific edge. Research your topic with an eye for attention-grabbing statistics, or look for findings you can use to support each point. If you’re pitching a product or service, pull information from company metrics that demonstrate past or potential successes. 

Audience members will likely have questions, so learn all talking points inside and out. If you tell investors that your product will provide 12% returns, for example, come prepared with projections that support that statement.

3. Sound like yourself

Memorable speakers have distinct voices. Think of Martin Luther King Jr’s urgent, inspiring timbre or Oprah’s empathetic, personal tone . Establish your voice — one that aligns with your personality and values — and stick with it. If you’re a motivational speaker, keep your tone upbeat to inspire your audience . If you’re the CEO of a startup, try sounding assured but approachable. 

4. Practice

As you practice a speech, you become more confident , gain a better handle on the material, and learn the outline so well that unexpected questions are less likely to trip you up. Practice in front of a colleague or friend for honest feedback about what you could change, and speak in front of the mirror to tweak your nonverbal communication and body language .

5. Remember to breathe

When you’re stressed, you breathe more rapidly . It can be challenging to talk normally when you can’t regulate your breath. Before your presentation, try some mindful breathing exercises so that when the day comes, you already have strategies that will calm you down and remain present . This can also help you control your voice and avoid speaking too quickly.

How to ghostwrite a great speech for someone else

Ghostwriting a speech requires a unique set of skills, as you're essentially writing a piece that will be delivered by someone else. Here are some tips on how to effectively ghostwrite a speech:

  • Understand the speaker's voice and style : Begin by thoroughly understanding the speaker's personality, speaking style, and preferences. This includes their tone, humor, and any personal anecdotes they may want to include.
  • Interview the speaker : Have a detailed conversation with the speaker to gather information about their speech's purpose, target audience, key messages, and any specific points they want to emphasize. Ask for personal stories or examples they may want to include.
  • Research thoroughly : Research the topic to ensure you have a strong foundation of knowledge. This helps you craft a well-informed and credible speech.
  • Create an outline : Develop a clear outline that includes the introduction, main points, supporting evidence, and a conclusion. Share this outline with the speaker for their input and approval.
  • Write in the speaker's voice : While crafting the speech, maintain the speaker's voice and style. Use language and phrasing that feel natural to them. If they have a particular way of expressing ideas, incorporate that into the speech.
  • Craft a captivating opening : Begin the speech with a compelling opening that grabs the audience's attention. This could be a relevant quote, an interesting fact, a personal anecdote, or a thought-provoking question.
  • Organize content logically : Ensure the speech flows logically, with each point building on the previous one. Use transitions to guide the audience from one idea to the next smoothly.
  • Incorporate engaging stories and examples : Include anecdotes, stories, and real-life examples that illustrate key points and make the speech relatable and memorable.
  • Edit and revise : Edit the speech carefully for clarity, grammar, and coherence. Ensure the speech is the right length and aligns with the speaker's time constraints.
  • Seek feedback : Share drafts of the speech with the speaker for their feedback and revisions. They may have specific changes or additions they'd like to make.
  • Practice delivery : If possible, work with the speaker on their delivery. Practice the speech together, allowing the speaker to become familiar with the content and your writing style.
  • Maintain confidentiality : As a ghostwriter, it's essential to respect the confidentiality and anonymity of the work. Do not disclose that you wrote the speech unless you have the speaker's permission to do so.

Teach rhetoric and composition with these speech-writing tips for prewriting, writing, and editing.

Speech-writing Tips for Students

Speech writing offers a rare chance for students to impact an audience in lasting, meaningful ways. Through this kind of written and oral communication, they can learn to convey truth in a world with where morals are blurred and virtues are disappearing. Thus, speech writers combine narrative, descriptive, explanatory, and persuasive skills, arranging a composition to make both logical and emotional appeals . After all, rhetoric (the art of persuasion) should engage the whole person, not just the mind or heart.

Even if your kids will never enroll in a speech and debate club, encourage them to present an original speech in a group setting such as a class, family gathering, or graduation party. These speech-writing tips for students should help them get started!

The Prewriting Stage

When you write a speech, the prewriting stage represents about a third of the entire process.

  • Choose a topic you feel strongly about. If you don’t care about the subject matter, neither will your audience.
  • Evaluate your potential audience. Will you speak to a mixed group of teenagers or to a room of retirees? What are their values and interests? What kinds of music and cultural references will they relate to?
  • Understand your purpose. Are you writing a speech to entertain, inform, or persuade? If you intend to persuade, are you trying to reach a like-minded or neutral audience or an openly hostile group?
  • Research and brainstorm. Start gathering your facts and examples, and make a list of possible talking points.

The Writing Stage

Writing the first draft should consume about 20% of your time as a speech writer.

  • Develop a “hook.” You need to capture the audience’s attention at the beginning of the speech and motivate them to keep listening. A humorous story or a startling statistic may serve this purpose, depending on the type of speech you’re writing.
  • Construct a thesis . Your speech should present a clear message, with each sub-point logically leading to the final conclusion.
  • Build a relationship with the audience . Establish your credibility as a speaker by demonstrating your connection to the topic. Did a hobby, a favorite author, or a family experience lead you to choose this subject?
  • Organize your ideas . Offer a preview of what’s to come in the introduction, and be sure you follow those points in order.
  • Finish with a strong conclusion . When you reach the end of your speech, restate your thesis and tie everything back to your introduction.

The Editing Stage

The editing stage requires another third of your time as a speech writer. As you revise, check for these items:

  • Grammar . Poor writing could cause an audience to stop taking you seriously , even if your main message is solid.
  • Style. In the writing stage, you focused on substance (what to say); now you can focus on style (how to say it). Without resorting to overdone “ purple prose ,” you can practice writing techniques such as parallelism , repetition, alliteration, and series or lists.
  • Time. Read your speech out loud. It shouldn’t take longer than 20 minutes.
  • Sound. When you read the speech aloud, do you stumble over unnatural words and phrases? Perhaps you need to rewrite with more direct, simple language. Is your flow of thoughts easy to understand? Is your vocabulary appropriate to the audience’s age and education?
  • Appeal to the senses. Your speech should engage the imagination—not put people to sleep! Do you use figurative language to help the audience visualize concepts? Include a descriptive passage to help them hear, feel, and touch your topic. Try to include narratives that people will identify with. You don’t need too many details… just enough to make the stories ring true and help you explain your persuasive points or morals.
  • Organization. You can arrange your speech chronologically, topically, by comparison/contrast, or in some other way. Just be sure you’re consistent.
  • Politeness . Have you used appropriate language throughout? Have you written with respect for yourself and others? The best speeches display compassion and empathy, rather than tear others down.

The Pre-Performance Stage

Once you’ve written and revised your speech, it’s time to practice! Try to memorize it, and watch your speed so you don’t speak too quickly. Practice in front of a mirror so you remember to move naturally, incorporating hand/arm gestures and facial expressions. Experiment with volume, high and low pitch, and pauses (take notes about what works and what doesn’t.)

Finally, have confidence ! Stage fright is part of life, but the greatest performers have learned that passion and honesty set the speaker—and the audience—at ease every time.

Preparing to Write a Speech

As you begin writing your speech, you must understand the speech genre , conduct research , and develop an outline .

Understanding the type of speech you’re giving is the first step in the speech writing process.

If you already know the genre of your speech, then feel free to move on towards the next step. If not, start with the prompt. The prompt often identifies the genre of speech. Does your prompt give the speech genre?

If not, here are a few principles to help you figure out the speech genre:

  • Highlight keywords. Words such as analyze , explain , and argue tell you something about the nature of the speech. Look up the keywords in a dictionary to be precise.
  • Look for goals laid out in the prompt. Does the prompt tell you to “ Update the classroom on the political events in Syria,” “ Report your research on the Epstein–Barr virus,”or “ Explain how to do something you do well”? These prompts exemplify informative goals. “ Persuade the audience of what you think is the best way to succeed on a mission trip” is explicitly a prompt for a persuasive/argumentative speech.
  • If you’re completely lost, ask your professor or visit the Rhetoric Center—and bring your prompt!

The two most common types of speeches are informative and argumentative.

However, because more speaking genres exist (stories, tributes, eulogies, etc.) it’s imperative to highlight keywords , look for goals in the prompt , and seek help when needed .

After understanding the assignment you’ll know better what you need to research. At this stage it’s important to remember principles and goals of information literacy. Ensuring credibility of the resources used is a primary goal of information literacy.

It’s important that when researching, you consider the credibility of the resources you’re using. Unreliable sources will send your audience a message that you are unreliable. This Tedx Talk breaks down how to identify a fake news article; the principles can be applied to any research.

Ask yourself the following questions:

  • Who is this publication and are they credible?
  • Who is the author? Do they have accessible information about them and are they a credible source?
  • With both of these in mind, is this article/journal/website credible? If you have any doubt, then err on the safe side.

In addition, you’ll need to find enough sources with enough varying perspectives that you can build your own expertise and credibility.

For most speech classes, the outline is the closest thing to a full script you will have. Some speeches are read from a printed text; some are memorized. But most academic speeches are extemporaneous: the speaker knows the speech well enough to deliver it without reading it, and an outline makes this possible.

(Please note: we’re talking about the final structure of the full-bodied speech, not the keyword notecards you deliver the speech from.)

The outline is a version of the complete speech and is your most important planning document. It is your draft of the full speech, just like a full draft of a paper. For papers an outline simply guides the writer in the writing process. For speeches the outline is reasonably identical with the speech (with slight wording changes).

A speech outline includes the general wording of every sentence, including transitions, and is written in complete sentences (the exact format may different from one teacher to another). If you’re turning the speech in to an instructor, the instructor will usually ask you to include a “specific purpose” and “thesis” before the introduction.

You don’t use the speech outline during the speech. For information regarding the version of the outline used during the speech itself, please see the notecard section on Delivery.

This is an informative speech on the differences between Roman Catholicism and Eastern Orthodoxy. This outline isn’t perfect: it should include more transition sentences, and the introduction and conclusion are too short. But overall, it displays the content and structure.

This next outline , on the medicinal and culinary properties of dandelions, was put together by the Calvin CAS department as an example outline. Notice how this outline identifies the transition sentences and provides further information for the supporting points.

Your outline doesn’t have to look exactly like either of these examples as long as it accomplishes the main function of an outline: to set out a full written version of your speech.

But before we dive into understanding how to go about your speeches, it is important to first understand why educational institutes focus so much on speeches or public speaking in general that they begin introducing us to speeches as early as primary sections.

Why is speech encouraged in Primary school?

It is a common practice to give the students a little idea about giving speeches as early as primary school. Part of the reason is that these are the foundational years and form as a stepping stone for the students to get a little more used to public speaking as they move to higher classes .

A couple of ways students in primary schools may be asked to give speeches would be to introduce themselves or at competitions like fancy dress competitions.

What is the use of speech in high school?

In high school, as students gain more understanding about the world at large and develop their opinions, giving speeches is encouraged in school to help them navigate their thoughts to their peers. Further, speeches as a form of public speaking also help build the student’s soft skills .

A few ways giving speeches in high school can help in developing their soft skills are:

1. critical thinking.

Speeches aren’t about blurting out your ideas or opinions, rather it requires you to research and find evidence to back your point of view, or to think critically to deliver a speech that effectively reaches the other students.

2. Problem-solving

Speeches could be framed around a popular or controversial issue that the student wishes to provide their insight into. This would encourage them to come up with solutions. When I came across this tip, I was surprised too. Because is indeed true that we write very differently when we have to show the speech to someone in written form but if asked honestly, do we speak in such a highly polished, extra professional vocabulary?

The idea is not to write the speech or speech opening riddled with slang but rather in a way that you’d feel comfortable listening to and understanding easily had you been the listener.

So in short, prepare the speech with the listener in mind, not the reader .

Most opening lines for speech in school begin with a good morning.  We usually follow it with greetings or addressing the audience and the guests.

Here is a list of ways you can begin with a simple good morning:

  • Good morning everyone presents here today. I’m delighted to present my views and understanding on a very delicate yet overlooked topic; Gender sensitization in the workplace.
  • Good afternoon esteemed members of the jury, my friends and peers, and everyone present in the room today.
  • Good morning to the faculty, the non-teaching staff, and the class of 2022!!

Now it is a good practice to begin your speech with your usual greetings. However, in this blog, we are trying to look beyond the usual.

This happens to be a personal favorite of mine when it comes to speech openings for students. A very simple yet beautiful way to engage your audience right at the beginning of your speech while at the same time allowing them to relate to what you’ll be saying next is what the image” scenarios are all about.

Before we begin, I’d like you to take a moment and imagine walking through a trail. You see the lush greens and pretty sky above you, the most dynamic clouds following everyone you go. Try sniffing the smell of wet soil and a hint of flowery fragrance as you walk towards the edge of the hill expecting to take a glimpse of the utter beauty that these hours of walking would lead you to, but you find something else. You see something that sends chills down your spine. There are some strange men performing rituals right in the very heart of these dense greens. You wonder what it is all about until it hits you; you have just uncovered a cult.

For the next example, I’d like you to take a look at the video below and check for yourself how wonderfully the speaker (although not a student) has made use of the “imagine” scenario to share his tragic experience with his audience.

Imagine a big explosion as you climb through 3,000 ft. Imagine a plane full of smoke. Imagine an engine going clack, clack, clack, clack, clack, clack, clack. It sounds scary. Well I had a unique seat that day. I was sitting in 1D.

3. “What If” Scenario

What if I told you that the best speech openings for students are actually the ones wherein they come up with an opening that best represents their style and comfort at delivering speeches, be it with a joke or a story?

Do you see what I did there?

That is an example of a “what if” scenario. It is similar to the imagination scenario we discussed above but the only difference here is that “what if” speech openings for students focus on providing an alternative idea to the audience while the imagined scenarios provide the audience an opportunity to relate to the speaker.

4. Rhetorical question

Rhetorical questions are questions the speaker includes in his/her/their speech that doesn’t necessarily require the audience to come up with an answer but are posed to get the audience thinking on the same.

Using rhetorical questions as speech openings for students can work wonders especially when you are looking for either a very quick speech opening or have very little time to deliver the speech.

An example of using rhetorical questions for speech opening is given below:

Talking about the new policy that makes it illegal to check the gender of the child before birth, do you think that it will curb the issue of female foeticide? Or will it simply take the activity underground?

The art of silence is phenomenal. Opening your speech in silence can help enhance your speech in two ways.

First, it will give the audience some time to settle in , post which you can expect to grab their dedicated attention. And secondly, silence would give you some time to understand the room and calm your pre-stage anxiousness .

6. Statistics and figures

It is very common to overlook the seriousness of any situation when you aren’t aware of the real extent of its seriousness. But when we have numbers in front of us, there is no more room for being in denial.

  • According to the 2019 WWF report , on average, we consume about 1,769 microplastic particles every week. 1769 microplastic particles every single week, can you imagine that?
  • 3.2 million teenagers between the age of 12-17 were depressed in the US as of 2017. Now you can only assume the number has increased over the past 5 years.

7. Powerful  Statements

Powerful statements are statements that try to break any common ideologies held by the public. Another example of a powerful statement is stating a fact or idea that isn’t openly spoken .

How often have we been told to include stories in our speech?

Almost every time isn’t it? So here we are to bombard you yet again by saying that stories are extremely fun and engaging forms of speech openings for students.

You can either share your experience or someone else’s story.

You can also refer to a Recent Conversation by starting your speech with something like “Just the other day as I was walking out of my Philosophy lecture, I asked Mr.Dee about his philosophy on life, and what he said was so eye-opening that I could not wait to share with all of you.”

How to start a speech for the student council.

Speeches for student council are usually persuasive. They are your pitch to convince your fellow students to vote for you and help you get the position you are looking for.

So ideally, you should start by addressing everyone in the room . Then make a point to introduce yourself. Once you have introduced yourself, remind the audience why you are speaking which means let them know the position you are campaigning for.   • Adjective – An adjective is a term that describes something. An adjective is frequently used before a noun to add extra information or description.
  • Prepositions- A preposition is a term that expresses the location or timing of something in relation to something else.
  • Conjunction- Because every language has its own set of conjunctions, English conjunctions differ from those found in other languages. They’re typically used as a connecting word between two statements, concepts, or ideas.
  • Interjections- Interjections are words that are used to describe a strong emotion or a sudden feeling.

  • Rhetorical questions : A rhetorical question is a figure of speech that uses a question to convey a point rather than asking for a response.   • Introduction : Greet the audience, tell them about yourself and further introduce the topic.
  • Body : Present the topic in an elaborate way, explaining its key features, pros and cons, if any and the like.
  • Conclusion : Summary of your speech, wrap up the topic and leave your audience with a compelling reminder to think about!

After the greetings, the Introduction has to be attention-getting. Quickly get people’s attention. The goal of a speech is to engage the audience and persuade them to think or act in your favour. The introduction must effectively include: 

  • A brief preview of your topic. 
  • Define the outlines of your speech. (For example, I’ll be talking about…First..Second…Third)
  • Begin with a story, quote, fact, joke, or observation in the room. It shouldn’t be longer than 3-4 lines. (For Example: “Mahatma Gandhi said once…”, or “This topic reminds me of an incident/story…”)

This part is also important because that’s when your audience decides if the speech is worth their time. Keep your introduction factual, interesting, and convincing.

It is the most important part of any speech. You should provide a number of reasons and arguments to convince the audience to agree with you.

Handling objections is an important aspect of speech composition. There is no time for questions or concerns since a speech is a monologue. Any concerns that may occur during the speech will be addressed by a powerful speech. As a result, you’ll be able to respond to questions as they come in from the crowd. To make speech simpler you can prepare a flow chart of the details in a systematic way.

For example: If your speech is about waste management; distribute information and arrange it according to subparagraphs for your reference. It could include:

  • What is Waste Management?
  • Major techniques used to manage waste
  • Advantages of Waste Management  
  • Importance of Waste Management 

The conclusion should be something that the audience takes with them. It could be a reminder, a collective call to action, a summary of your speech, or a story. For example: “It is upon us to choose the fate of our home, the earth by choosing to begin waste management at our personal spaces.”

After concluding, add a few lines of gratitude to the audience for their time.

For example: “Thank you for being a wonderful audience and lending me your time. Hope this speech gave you something to take away.”

A good speech is well-timed, informative, and thought-provoking. Here are the tips for writing a good school speech:

Speech Sandwich of Public Speaking

The introduction and conclusion must be crisp. People psychologically follow the primacy effect (tendency to remember the first part of the list/speech) and recency effect (tendency to recall the last part of the list/speech). 

Use Concrete Facts

Make sure you thoroughly research your topic. Including facts appeals to the audience and makes your speech stronger. How much waste is managed? Give names of organisations and provide numerical data in one line.

Use Rhetorical Strategies and Humour

Include one or two open-ended or thought-provoking questions.  For Example: “Would we want our future generation to face trouble due to global warming?” Also, make good use of humour and convenient jokes that engages your audience and keeps them listening.

Know your Audience and Plan Accordingly

This is essential before writing your speech. To whom is it directed? The categorised audience on the basis of –

  • Knowledge of the Topic (familiar or unfamiliar)

Use the information to formulate the speech accordingly, use information that they will understand, and a sentence that they can retain.

Timing Yourself is Important

An important aspect of your speech is to time yourself.  Don’t write a speech that exceeds your word limit. Here’s how can decide the right timing for your speech writing:

  • A one-minute speech roughly requires around 130-150 words
  • A two-minute speech requires roughly around 250-300 words

Write a speech to be delivered in the school assembly as Rahul/ Rubaina of Delhi Public School emphasises the importance of cleanliness, implying that the level of cleanliness represents the character of its residents. (150-200 words)

“Cleanliness is next to godliness,” said the great John Wesley. Hello, respected principal, instructors, and good friends. Today, I, Rahul/Rubaina, stand in front of you all to emphasise the significance of cleanliness.

Cleanliness is the condition or attribute of being or remaining clean. Everyone must learn about cleaning, hygiene, sanitation, and the different diseases that are produced by unsanitary circumstances. It is essential for physical well-being and the maintenance of a healthy atmosphere at home and at school. A filthy atmosphere invites a large number of mosquitos to grow and spread dangerous diseases. On the other side, poor personal cleanliness causes a variety of skin disorders as well as lowered immunity.

Habits formed at a young age become ingrained in one’s personality. Even if we teach our children to wash their hands before and after meals, brush their teeth and bathe on a regular basis, we are unconcerned about keeping public places clean. As a result, a clean environment is a green environment with fewer illnesses. Thus, cleanliness is defined as a symbol of mental purity.

Seminars for parents and students will be held on a regular basis.

A counsellor is being made available to help you all discuss your sentiments, grudges, and personal problems. We are doing everything we can and expect you to do the same.

So, let us work together to create an environment in which we encourage, motivate, assist, and be nice to one another because we are good and civilised humans capable of a great deal of love.

The growing intolerance among the younger generation, which is resulting in violence against teachers, is cause for severe concern. The guru-shishya parampara is losing its lustre. Aggressive behaviour in students can be provoked by a variety of factors, including self-defence, stressful circumstance, over-stimulation, or a lack of adult supervision.

Meditation and deep breathing are very beneficial and should be practised every morning. Students should be taught to count to ten before reacting angrily. Sessions on anger control and its importance must also be held.

Remember that Anger is one letter away from danger. It becomes much more crucial to be able to control one’s rage. It’s never too late to start, as a wise man once said.

- a complete, unabridged guide with multiple examples to help plan a successful speech ☺.

Planning your speech is where your success begins. I do not jest! 

In your imagination you may hear yourself being stunning, the audience clapping wildly  as they rise to their feet to give you a standing ovation.

You may see yourself being deluged in red roses and offered several speaking contracts. Obviously, they are all lucrative but you choose the one with optional extras: an extended holiday in the South of France …

But first you have to begin at the beginning: planning your speech. Without a plan you are whistling in the wind, dreaming.

Planning your speech from the start

A note about these notes.

These notes are general guidelines for ALL types of speeches. I know they are long.

(Actually that's an understatement! They are very long.)

I also know if you take the time to go through them they'll give you a solid introduction to thorough speech preparation.

They cover the basics of good presentation planning, research, writing and rehearsal: aspects you’ll want to consider regardless of the type of speech you’re giving.

Gathering your information

Once you have information about:

  • WHY you are going to speak (the purpose of your speech),
  • WHO you are going to speak to (your audience),
  • WHAT your general or specific subject matter is,
  • HOW long the speech is to be,
  • and WHERE it is...,

you are ready to make a rough or draft outline.

This will be your guide for writing.

You may alter the outline as you go along, as better or different ideas occur to you and that’s OK. It shows you’re flexible and thinking but before we can change anything we have to have something to start with.

To get to the outline stage in the speech planning process we first need to collect up all the "why", "who", "what", "when", "how", and "where" information needed. And that begins with a brainstorm * .

* What is a brainstorm?

A brainstorm is the name given to a commonly used, and effective, technique for generating lots of ideas on a topic, or theme, fast.

Using a heading as a prompt to get you thinking, you quickly note everything you can think of relating to it. You do not edit yourself.  You simply let the ideas flow until you can think of no more, making no judgements about whether it's a good idea, a silly idea, or a right or wrong one.

Ultimately, some will be more useful than others. You will sort through and order them later. However, the first step in the brainstorming process, is to accept everything you think of without hesitation. Stopping to decide what's OK and what's not breaks the flow.

Brainstorm to begin planning your speech

The brainstorm you are going to do is about making sure you thoroughly understand everything you possibly can about the speech you intend to give.

On a large piece of paper or in a word document write these headings with enough space between them for notes.   

WHY are you giving this speech?

What is the purpose of the speech? Do you intend to inspire? To motivate? To entertain? To inform? Or perhaps you want to combine several, like to inform, motivate and inspire?

Knowing what you want your audience to think, feel and do as a result of listening to your speech is the WHY underpinning your presentation. It will help guide what content you use and how you structure it.

WHO is your audience?

Write down as much as you know about the audience.

This will give you ideas about what they will want to hear and be interested in. It will also be your guide when it comes to shaping your material. (More about this later!)

For now, make notes covering:

  • the number of people expected to be in your audience,
  • their age group,
  • ethnicity, if appropriate,
  • and the common, or uniting factors they share,
  • and specific interests they may have.

Examples of WHY, WHO, WHAT...brainstorm notes

Meet Martha Brown. She's fictional. I've made her, and the presentation she's preparing for up, to show you how the brainstorming part of the planning process works.

Martha's been asked to give a motivational speech to a group of women whose background is similar to her own. She, too, came from a family who struggled financially.

Today she is one of the few amongst her relatives who has maintained a marriage, raised children and has a successful business. Her small catering firm specializes in delivering beautifully presented gourmet meals and finger food on demand.

The organizer of the event wants her to share her life story as a guide or inspiration.

Martha is conscious of her good fortune but also knows the starting point, or the seed, lay within her. She desired the change of circumstances so much she enabled them to happen.

WHY is Martha giving this presentation?

What's the principal purpose behind Martha's speech? What does she want her audience to think, feel or do as a result of listening to her? 

Let's put ourselves in her shoes.

She wants to:

  • motivate and inspire her audience
  • give them hope 
  • show them there is a way out of the circumstances they find themselves in

WHO is Martha's audience?

These are Martha's notes covering the key points about her audience.

  • Approximately 25 people ( number )
  • Mostly mid to late 30s (age)
  • All women (gender)
  • Mixed ethnic background but all speak English (ethnicity)
  • City dwellers (uniting factor)
  • Mostly work inside the home (uniting factor)
  • Many have children (uniting factor)
  • Interested in achieving work/life balance for themselves and their families and in particular a better financial situation (interest/uniting factor)
  • All belong to the same church group (uniting factor)

WHAT are you going to talk about?

Write down the title and/or type of speech you have been asked to prepare. Now using your notes from the WHO section of your brainstorm, begin another set.

This time you are looking to see how WHAT you're going to talk about can be specifically shaped to meet and serve the interests of your audience.

Let's look at an example of WHAT

How does martha shape her life story to fit her audience.

She doesn't want to overwhelm them with information so they can’t think straight or digest it. That will turn them off.

They will think it’s too difficult and beyond them. They may listen, be interested, but they won’t  identify  with it.

She wants them to feel they can take from her experience and use it to enrich their own lives.

Her notes for WHAT may look like this:

  • S peech Title How to win a future for your family when the kids need feeding and the bills want paying.
  • Content - main points
  • I am like you – I get too busy to plan ahead, I have a tendency to deal with what or whoever squeals loudest, I get tired …
  • Before and after – life before I made the decision to start my own business – life after I made the decision. Comparisons – several examples.
  • The hardest part of making the decision and acting on it was … Examples.
  • The best part of making the decision … Examples. People who inspired me to act.
  • What I’ve learned in the process about my family, others and myself … Examples.
  • How I keep myself inspired … goal setting, listening and learning from others
  • The future – a possible way forward for you, the women in the audience listening.

It’s not a speech yet but you can see the beginnings of its shape and how she’s used her knowledge of the audience to ensure giving them something they’ll enjoy listening to and identify with.

How? (How long will I speak for? How will I deliver my speech?)

There are two important 'hows' to consider.

1. How long have I got to speak?

The first is HOW long have I got to speak.

The time allocation you have been given will determine what you put into your speech and what you will leave out.

If you have a relatively short time, 3-5 minutes, you will need to either focus on one major topic with examples to illustrate or settle for covering a maximum of three lightly.

The purpose of your speech and your audience will help you make the most relevant choice. A longer time gives you more freedom to develop several ideas/themes fully.

2. How will I deliver my presentation?

The second 'how' relates to the method of presentation. HOW will you deliver this speech?

For example:

  • Will this be a speech told with humor?
  • Will you have a 'show and tell'? (This is when you take objects relevant to your speech to illustrate your points. It could be photographs or other items if they are suitable to transport.)
  • Could you give a demonstration?

Shaping delivery to meet different learning styles

When you consider this 'how' bear in mind the different needs of your audience. Most people have a preferred mode for receiving information. That is their learning style.

Some people understand well through listening. They are called 'auditory'.

Some people get most of their understanding through looking. They are called 'visual'.

Others receive and understand information best when they can touch, feel or do what is being explained to them. These are the 'kinesthetics'.

Most of us have a preference for one or two modes. For instance, I am 'auditory' and 'visual'. I want to hear and see.  

A considerate speaker tries to include all three modes (learning styles) in their speech.

Delivery and time are yoked together

How you to choose to deliver your presentation is governed by the time you have available. If it is short, you may have to leave out a 'show and tell' or a demonstration but you will always be able to include something to meet all three modes satisfactorily.

'HOW' example from Martha's brainstorm notes 

Let’s return to Martha’s Notes to see what she does with the 'how' segment of her brainstorm.

How long? Time available = 10 minutes. (Maybe a little more but that depends on the rest of the agenda of the meeting and how well it flows. Could be some space for questions from the audience and answer.)

How to present? Definitely with humor! Also take some fliers, business cards and samples of finger food along. These can be available for people to pick up at the end of the presentation.

WHEN will this speech be given?

WHEN has two aspects you'll want to take into consideration.

The first is the actual date you have to have it ready for delivery. That lets you know how much time you have for preparation. Is it three weeks, six weeks, or two days?

You'll use that information to plan your workflow. For example, allocating yourself one week to get your preliminary outline and any research required, completed.   

The second aspect is the actual time of day and season you deliver a speech. This can have an impact on what you do and say.

For example: You can use an early bird start in the middle of winter on a wet Monday morning effectively by acknowledging the efforts people have made to be there, and by making sure the heaters are on and there's hot coffee available.

Finding ways of tying in what is happening in the 'here and now' is a good way to connect with your audience.

A word of warning : Be conscious about presenting difficult or challenging material when people are either both tired and hungry (just before lunch or dinner) or when they’ve just eaten! Concentration spans are not at their best in either situation. If possible save this type of content for a mid-morning or afternoon slot.

Martha’s Notes, WHEN:  2.45pm, Wednesday, 2nd August – Summer heat

WHERE will this presentation take place?

The environment/room/space you are to speak can play a big role in shaping the final presentation of your speech.

Points to consider are:

  • Where will I be in relation to the audience?
  • Will they see me easily?
  • Will they hear me easily?
  • Do I need a microphone?
  • Is there a place to put notes if I’m using them?
  • Where can I set up my samples for people to take them easily?
  • Are there power points if I want to use any electronic devices?
  • Do I have to provide everything I want to use (e.g.: computer, screen, leads…)?

Many fully prepared, beautifully rehearsed speeches fail because insufficient thought has gone into where they are to take place.

It’s no fun when people can neither see nor hear you or the carefully thought through demonstration is stymied through lack of an electric socket in the right place!

Martha’s Notes, WHERE: Church meeting room. It can seat everybody comfortably and there’s room for a table to put out a display of fliers and trays of food, paper napkins etc. Arrange the chairs in a horseshoe or semi-circle so everybody can see clearly.

Pulling the brainstorm notes together in an outline

Once you've worked your way through making notes under your WHY, WHO, WHAT, HOW, WHEN, and WHERE headings, you're ready for the next step.

That's picking and choosing, then re-ordering and re-writing the material you've taken from the WHAT and HOW segments of your brainstorm until you're satisfied it flows well and meets your speech purpose.

After you’ve completed outlining your speech, you’ll be ready to do any extra research required, and then you’re on to the task of writing your speech.

Martha's completed outline

Here's Martha’s Finished Outline as an example. 

Speech length : 15 minutes with extra time for a 'Question and Answer' session at the end of the presentation.

Speech title : How to win a future for your family when the kids need feeding, and the bills want paying

Introduction (2.5 minutes): Thanks for coming today … Summer heat, we’d all rather be at beach reading a book under a sun umbrella….etc. But I hope I’ve got something for you that’ll more than make up for it. I look around the hall and I see a lot of women just like me: women, who work hard, love their families, etc., … want the best for them.

(Insert anecdotal humor, perhaps a small personal story about credit cards. For instance, the only way I could manage them was to banish them the bottom drawer of the filing cabinet. Or use them to test how sharp my scissors were.)

Main Idea 1 (3 minutes): Introduce business and what it is.

Explain how it functions on a daily basis. Briefly outline long-term goals.

(Quick show-and-tell with flyers and food. Invite people to sample at end and ask questions.)

Main idea 2 (3.5 minutes): My life before the business (tie to women in audience). My life after business started. What I have achieved. The hardest part about starting, staying in business. The best part about starting, staying in business. People who have inspired me.

Main idea 3 (3.5 minutes): What I’ve learned in the process about my family, others and myself … Examples. How I keep myself inspired … goal setting, listening and learning from others

Summary : (2.5 minutes): Very quick round up of principal points. The future – the way forward for you, the women in the audience listening. Invite questions if time. Remind them about the fliers and the food! Thank organizers.

Summary - Core speech planning questions

That’s it! Very short, sweet and simple.

There’s nothing magical about planning your speech. It's just methodical: one-step-after-another. If you find yourself flustered go back to the core brainstorm headings and ask yourself the key questions once more.

  • WHY am I giving this presentation? What is my purpose?What do I want my audience to do, think, or feel as a result of having heard me speak?
  • WHO is this speech for?
  • WHAT am I going to tell them that’s relevant and interesting?
  • HOW long is the speech expected to be?
  • HOW am I going to present it?
  • WHEN is the speech for? (Date, day, time, season)
  • WHERE is the speech going to happen? (Hall, outdoors, stadium…)

Write your answers down and let them be your guide.

Remember this is not your finished speech.

It’s your outline * : a map of what you’re going to cover.

Don’t spend too much time trying to get it perfect. You’ll want that energy for researching, writing and rehearsing!

When and what to research

If you already know your subject thoroughly, inside out, back to front and sideways, there will be no need to research and you can skip this part of planning your speech.

BUT if you don’t, the outline should point up the gaps needing to be filled with specific information.

In our example it there seems little need for Martha to do any further research, as this speech is her personal story.

However, there are a number of ways she could strengthen her speech and add real benefits for her audience.

For example: she could bring along fliers from local training institutions providing courses especially geared for women setting up business on their own or she could provide a list of business women in the community willing to mentor and advise women in start-ups. A reading list would be helpful, as would a resource list.

All of these ideas need researching before presenting.

Careful research adds authority to your work. It shows care, thought and dedication to getting it right. Your audience will appreciate and respect you for it.

NB. If you are presenting material as fact rather than as opinion, check it! Make sure you know rather than think you know. If you can’t find out, then say so.

Did you pick how Martha planned to meet each of them in her outline?

For the 'auditory' learners she would tell her story using her voice in a lively, interesting-to-listen-to way! Nothing turns an auditory focused person's ears off faster than a monotone drawl.

For the 'visual' people, she would provide fliers and food to see. Plus her appearance and body language would 'say' to them, this is a vibrant, purpose-filled person who loves what she does.

And lastly, she would use 'word pictures' to illustrate the points she made in her speech. The 'visual' would literally 'see' where she was coming from by using their imagination to recreate her images in their own minds!

For the 'kinesthetics', Martha planned to actively tell her story. She would use vivid 'action' words describing how she did things.

Example: ' I started a business.'  is bland. It doesn't communicate any of the effort or feelings involved.

By contrast: ' I started my own business. What a journey! I know you've watched your children learning to walk. Well, that was me! I fell. I skinned my knees and bruised myself. I got up, took two steps and crashed again...'

You get the idea. This is action, living and real.

The 'kinesthetic' folk will appreciate and know what she is talking about.

Additionally, Martha's fliers and food will appeal too. They can hold them, actively read the fliers and taste the food.

Lastly, they will be aware of what Martha does while she's talking to them. Is she conveying energy, excitement and action in her body language? If so, she'll have them with her!

For many students, creating and delivering a speech is a daunting task. Creating a successful speech can be difficult in terms of structuring and what to include. In order to be successful, you first need to understand what a speech is. A speech is a dialogue delivered to an audience either formally or informally. There are many aspects of a speech you need to consider in order to captivate your audience and give your speech a professional edge. Hopefully, these 10 tips I have put together will give you some guidance.

1. Planning is Key

To create a successful speech,  it is important that first you plan . Many students will just dive straight into writing their speech. Creating a plan will  allow you to structure your speech  and  allocate specific information into specific sections . This will  enable you to remain organised  which will make writing your speech a much easier task.   

When planning your speech,  you should include an introduction, a main section and a conclusion . In your introduction, you should introd uce yourself and the main reasons why you would like the role of head boy or head girl .   

Following this, you should have a main section in your speech. This will be the bulk of your speech. Within this, you may wish to use  subheadings to further divide your speech .   

You should discuss  reasons why you would like the role of head boy or head girl and what qualities you have that would make you a suitable candidate . For example, you may discuss what you would introduce to your school or sixth form to make it better for students or what you think needs to be improved and why this change would be necessary.   

Furthermore, you will need to end your speech with a conclusion. This should  summarise why your peers should choose you as their head boy or head girl and how you will make a difference . Finally, thank your audience for their time and for listening.

2. Consider Your Audience  

It is important when writing a speech that you consider your audience.  To define your audience, you could consider age, gender and school year group  for example. Your audience is important as it will  influence the tone of your speech and the type of language you choose to use in it .   

If your audience are students in your year group at school or sixth form, you may choose to use humour and more simplistic language in your speech. This will  ensure your audience understands your speech and find it enjoyable  to listen to.

4. Use Persuasive Language

It also means you will not just be reading your entire speech off a piece of paper  meaning you can make eye contact with your audience . Although many pupils may feel anxious at the prospect of making eye contact, this will  demonstrate your engagement with the audience . Furthermore, it means your  audience are more likely to listen to you and feel persuaded by your message .

6. Prepare to Answer Some Questions  

After you deliver your speech, your audience may wish to ask you some questions. Therefore, it is  useful to prepare some answers to potential questions to make you feel more confident .   

Questions may involve you reiterating on something you commented on or an issue you raised. Likewise, it may be concerning why you wish to be head boy or head girl, or what makes you different from all the other candidates.

This will  help you to feel more confident on the day whilst allowing you to become more familiarised with your speech .  

Furthermore, you could  practice your speech to yourself in front of a mirror . Its also  useful to practice your pronunciation of words  and if there is a particular word you struggle to pronounce, it may be worth removing this from your speech.   

Practicing your pronunciation will enable you to sound more fluent when delivering your speech.  The more you rehearse your speech, the more confident you will become , meaning the more professional your speech will sound.  

8. Adopt Some Simple Healthy Habits  

Before delivering your speech, adopting healthy habits can have positive impacts on your performance.  

On the day before and the day of your speech,  aim to eat wholegrains, fruit such as berries or eggs . These foods can  improve brain function and memory . However, just before delivering your speech, eat lightly or not at all as a full stomach can lower your energy levels.   

Furthermore,  apples can help to promote a clearer voice  so is a better option just before your speech.  

You should also  avoid drinks containing dairy, caffeine and soft drinks straight before your speech as these can negatively affect your speech and pronunciation .   

You should also  take a bottle of water with you  when delivering your speech to help keep you hydrated and to prevent your throat from going dry.  

Light exercise before your speech  such as gentle jogging or a brisk walk can have  positive impacts on your mood and brain function , whilst the fresh air can help to relieve anxiety. If you are someone who often feels anxious before delivering a speech to an audience, you may benefit from practicing some breathing exercises. This will help you to keep yourself calm and confident when talking.  

Finally, an  early night sleep the night before you deliver your speech will help you to feel energised the next morning and give you a positive mindset .

9. Consider Your Personal Appearance  

When delivering your speech to your audience, your appearance can speak many words.  If you look presentable and smart during your speech, your audience will be more likely to listen and feel engaged .

Also,  be polite towards your audience and most importantly smile . After all, your personal appearance includes your body language too, and the way in which you present yourself to your audience. You want to show others your best qualities and that you will represent them within the role of head boy or head girl.  

Most importantly,  enjoy delivering your speech to your audience . It is a chance for you to gain experience of delivering a speech and your skills when creating a speech. Make sure that you  take the experience in a positive way and enjoy it .

Refresher Course: How free is speech in public schools?

Every other Tuesday, the team behind Civics 101 joins NHPR’s All Things Considered host Julia Furukawa to talk about how our democratic institutions actually work.

Civics 101’s host Nick Capodice joins Julia this week to talk about free speech in schools, what students are allowed to express or say and what they aren’t.

Nick, tell me about the case that started it all for free speech in schools.

Yeah, there's a bunch of cases about free speech in schools, but the big one is Tinker v. Des Moines [Independent Community School District]. It's a Supreme Court case from 1969. This is the seminal First Amendment case that deals with the freedom of speech in schools.

The central character is Mary Beth Tinker, sort of a personal hero of mine. I've had the great fortune to meet her a couple of times. Mary Beth, her brother John, and some other folks in 1965 wore black armbands to their school. And this was a protest. They were protesting the deaths on both sides in Vietnam. They were expelled for this act of protest. They challenged it, worked its way through the courts and Mary Beth won. The Tinkers won their case 7 to 2. And the famous quote, like the thing anybody should take away from this when they hear it, is from [Justice] Abe Fortas’ decision. He said, “Teachers and students do not shed their constitutional rights to freedom of speech or expression at the schoolhouse gate.”

And this case created what we call the Tinker Standard, which is this: whatever kids say in school can be protected speech as long as it is not disruptive. That's the magic word, disruptive.

Okay, well, what does disruptive really mean, Nick? I mean, how do we or the courts define that? 

Well, Julia, that's very tricky. You know, like almost all Supreme Court cases when you sort of winnow down to sort of the core of it, to its essence, you got to rule it on a case-by-case basis. Is X disruptive? Is Y disruptive? Threatening speech can be disruptive. Hateful speech can be disruptive. Just yelling in class, just yelling over the teacher, that's a disruption. Anything that disrupts the functioning of a school can be disruptive and therefore not protected speech.

So is disruptiveness the only benchmark when it comes to free speech in schools?

No, not anymore. After Tinker v. Des Moines, lots of other decisions came down throughout the years that tightened restrictions on speech in school, most notably Bethel [School District] v. Fraser. That's a case where a student was punished for making an obscene speech. Fraser lost the case, and the court then said, okay, vulgar speech can also be prohibited in schools.

And then later, another case, Hazelwood [School District] v. Kuhlmeier, it extended to words in a school newspaper [that] can be censored.

And then the last one, my personal favorite: Morse v. Frederick. Any language referencing drug use can be banned. The court had ruled against a student for holding up a now famous cryptic banner that said “Bong Hits 4 Jesus.”

Well, these standards all seem to be pretty open to different interpretations. I mean, what's disruptive to me might not be disruptive to you. And that also applies to what's obscene or offensive. So how are students supposed to know exactly what they're allowed to say or express in schools and what they're not?

That's really the hard part. And I would like to say that I think it's rather unfortunate that young American students have to be the ones to figure out, well, what can I say and what can't I say if there aren't really clear rules laid out for them?

I guess what you can say is, if it's not disruptive or vulgar, or in a school newspaper or related to drug use, according to Supreme Court precedent, it should be protected speech. However, when schools like the one I went to have, for example, a dress code and other such rules, it can be really hard to find that line between expressing yourself and breaking a school rule.

A UC Berkeley law professor confronts a pro-Palestinian student during a backyard dinner

A dinner for graduating law students at the University of California, Berkeley, has become the latest flashpoint over free speech and concerns about Islamophobia and antisemitism on college campuses as the war in Gaza rages on. 

Video shot by a law student and shared with NBC News shows law professor Catherine Fisk trying to grab a microphone out of the hands of a Palestinian student during a protest at an invitation-only event this week.

Fisk and her spouse, law school dean Erwin Chemerinsky, hosted the event at a dinner in their home’s backyard Tuesday.

Malak Afaneh was one of 60 students invited to what was supposed to be a quiet evening before graduation next month. But it took a turn when Afaneh stood up and started delivering an unsanctioned speech through a cordless microphone she had brought with her.

“Peace and blessings upon you all,” she began. “Tonight we are gathered here in the name of commemorating our final few weeks as law students.”

The video shows Chemerinsky immediately interjecting and asking Afaneh to leave.

“Please leave. No. Please leave. Please leave,” he says.

Afaneh continues, and Fisk walks down the steps toward her. Fisk puts an arm around Afaneh’s shoulder and grabs the microphone with her other hand. The two appear to briefly jostle for the microphone before Fisk releases her grip.

Afaneh, the leader of Berkeley Law Students for Justice in Palestine, and a group of nine other protesters eventually left. She said the interaction was an “assault” and discrimination against Palestinian students. She did not file a police report, she said, because she is considering all her legal options.

“It was clear Islamophobia,” she said Thursday. “Assault is assault. No way should a law professor have put their hands on a student, period.”

Chemerinsky, who is Jewish, called the disruption “ugly and divisive.”

“I am enormously sad that we have students who are so rude as to come into my home, in my backyard, and use this social occasion for their political agenda,” he said in a statement.

At the end of a different video, Fisk says, “We agree with you about what’s going on in Palestine.”

Fisk did not respond to a request for comment.

Asked whether legal or disciplinary action would be taken against Afaneh, Chemerinsky or Fisk, Dan Mogulof, a spokesman for the university, said he could not comment on matters pertaining to students and personnel.

In an emailed statement, university Chancellor Carol Christ said she has been in touch with Chemerinsky to offer her “support and sympathy.”

“I am appalled and deeply disturbed by what occurred at Dean Chemerinsky’s home last night,” the statement read in part. “While our support for Free Speech is unwavering, we cannot condone using a social occasion at a person’s private residence as a platform for protest.”

Afaneh said the chancellor has not contacted her.

Afaneh, a law clerk at the Council on American-Islamic Relations’ Bay Area office, had encouraged students to boycott the dinner because the university has investments in companies with ties to Israel.

Chemerinsky said in his statement that students had circulated a poster on campus and social media with a caricature of him holding a bloody knife and fork, with the words “No dinner with Zionist Chem while Gaza starves.”

“I never thought I would see such blatant antisemitism, with an image that invokes the horrible antisemitic trope of blood libel and that attacks me for no apparent reason other than I am Jewish,” he said.

Afaneh said the boycott targeted Chemerinsky because he is a representative of the university and has influence with school officials.

She and the nine other students agreed about two weeks ago to disrupt the dinner by giving a speech and then walking out, Afaneh said. They consulted attorneys beforehand to understand their free speech rights and what legal fallout they could expect, she said.

The Foundation for Individual Rights and Expression, a watchdog group, said on X : “Peaceful protest on public campuses is protected speech. Disruptive protest and trespassing on private property is not. 

“The First Amendment doesn’t protect seriously disrupting events on public college campuses, much less at someone’s backyard dinner party.”

The UC Berkeley School of Law said in a statement Thursday that it paid for the dinner at the private residence, “as it does for all the student dinners.”

“There is not a First Amendment right to use private property for speech,” it said. “Even if the event had been held on the legal equivalent of government property, it still would be what is known as a ‘limited public forum,’ where there are allowable limits on who can attend the event, and what can be expressed.

“The source of funding for the event has no bearing on either,” it said.

UC Berkeley, the birthplace of the Free Speech Movement in the 1960s, adopted guidelines in 1966 to help students and administrators navigate First Amendment issues, which included creating “time, place and manner” policies.

Some students have recently been ignoring the guidelines, insisting they are being used as a tool to suppress their free speech, said law student Maryam Alhakim, a protester who attended the dinner.

“It’s being used against us in a way to curtail our activism,” Alhakim said.

Zahra Billoo, executive director of CAIR Bay Area, said she was more concerned about how a student was treated by a faculty member.

“It says something deeper about the racist way in which they perceive Palestinian students and those who stand in solidarity with them,” she said. “How would it have hurt for her to have made her speech?”

The confrontation is the latest in a spate of heated exchanges on college campuses across the county since the Israel-Hamas war started on Oct. 7.

UC Berkeley graduate students have spent months protesting beneath the school’s iconic Sather Gate, sometimes clashing with pro-Israel student groups. In February, a protest turned violent at an event featuring a former member of the Israeli army.

Last Friday, 20 students at Pomona College in Southern California were arrested after they stormed and occupied the college president’s office.

Several students were suspended from Columbia University in New York this month after they hosted an unsanctioned event on campus featuring a speaker linked to a terrorist organization.

Backlash as USC cancels valedictorian’s speech over support for Palestine

Asna Tabassum says university is ‘succumbing to a campaign of hate meant to silence my voice’ after decision to scrap speech

The University of Southern California is facing intense backlash for the decision to cancel the valedictorian speech of a Muslim student at the commencement ceremony in May, a decision which the student has criticized as being silenced by anti-Palestinian hatred for her views on human rights.

In a missive to the USC community, the university’s provost, Andrew Guzman, wrote that the Los Angeles university took the unprecedented step of canceling Asna Tabassum’s planned speech because the “alarming tenor” of reactions to her selection as valedictorian – along with “the intensity of feelings” surrounding Israel’s ongoing military strikes in Gaza – had created “substantial risks relating to security”.

Guzman’s statement did not refer to Tabassum by name, or specify what about her speech, background or political views had raised concerns. Nor did it detail any particular threats.

The decision has been met with outrage from online commenters and the Council of American Islamic Relations (Cair), the US’s largest Muslim civil rights and advocacy organization, which, in a statement said Tabassum described herself as “shocked … and profoundly disappointed” after being informed on Monday that she would be barred from addressing her fellow graduates at their 10 May commencement.

“The university is succumbing to a campaign of hate meant to silence my voice,” Tabassum said in the statement.

Cair dismissed USC’s decision as “cowardly” and called on the university to reverse course – but Guzman maintained that “there was no free-speech entitlement to speak at a commencement”.

“While this is disappointing, tradition must give way to safety,” Guzman continued. “The issue here is how best to maintain campus security and safety, period.”

Since Hamas’s 7 October attack on Israel killed more than 1,100 mostly civilians as well as captured hostages, and the resulting assault on Gaza has killed in excess of 30,000 mostly civilians – mainly women and children – while pushing the territory toward famine, US campuses have been roiled with debate over growing support for Palestine as well as dueling accusations of rising Islamophobia and antisemitism.

It was amid that climate that a USC committee selected Tabassum out of about 100 students with perfect, or nearly perfect, grade-point averages who applied to be valedictorian for a spring graduation ceremony honoring more than 19,000 graduates before an anticipated 65,000 spectators, according to Guzman.

NBC News described Tabassum as a first-generation south Asian American Muslim from Chino Hills – a city east of Los Angeles – in her fourth year as a biomedical engineering student. She has also been pursuing a minor in resistance to genocide.

At the top of Tabassum’s Instagram account, a link directs users to a slideshow encouraging readers “to learn about what’s happening in Palestine and how to help”. The presentation also advocates for “one Palestinian state”, saying that “would mean Palestinian liberation and the complete abolishment of the state of Israel”.

Although Tabassum told NBC’s Los Angeles affiliate that she posted the link five years earlier and did not author the slideshow, pro-Israel and Jewish groups objected to USC’s selection of her as valedictorian based on her social media activity.

In the Monday statement, USC said that their commencement ceremonies draw a crowd of more that 65,000 people which is a challenge for the public safety department on campus to handle. The university also cited heated demonstrations that have taken place at other schools as a part of their reasoning.

“The intensity of feelings, fueled by both social media and the ongoing conflict in the Middle East, has grown to include many voices outside of USC and has escalated to the point of creating substantial risks relating to security and disruption at commencement,” the statement read. “We cannot ignore the fact that similar risks have led to harassment and even violence at other campuses.”

A February protest against an event organized by Jewish students at the University of California, Berkeley, resulted in police evacuating the speaker – who was from Israel – as well as the attendees at the gathering after demonstrators broke through the doors.

USC’s public safety reasoning did not sit well with Jody David Armour, a law professor at the university who specializes in race issues and legal decision-making.

“So at USC cops decide what speech is allowed?” Armour posted on X.

Tabassum said she also was told USC possessed the ability “to take appropriate safety measures for my valedictory speech” but opted not to because a tougher security posture was “not what the university wants to present as an image”.

Instead, Tabassum said USC was “caving to fear and rewarding hatred”, which she said was being directed by “anti-Muslim and anti-Palestinian voices” targeting her “because of my uncompromising belief in human rights for all”.

Among those who claimed to have taken offense to Tabassum’s selection as valedictorian was the group Trojans for Israel, which said it “strongly supports the right to free expression – including informed criticism of the Israeli government”.

“However,” a statement from the group said, “rhetoric that denies the right of the Jewish people to self-determination or calls for the destruction of the only Jewish state in the world must be denounced as antisemitic bigotry.”

The group added: “All … eligible valedictory candidates have valuable work ethic and accomplishments, but the university chose a candidate who publicly propagates antisemitic and anti-Zionist rhetoric as the most esteemed representative of the class of 2024.”

Guzman’s message to the USC community said “social media presence” was not part of the criteria that the university used to evaluate its valedictorian candidates.

The leader of Cair’s Los Angeles chapter, Hussam Ayloush, on Monday said criticism of Tabassum had been “dishonest and defamatory … [and] nothing more than thinly veiled manifestations of Islamophobia and anti-Palestinian racism which have been weaponized against college students across the country who speak up for human rights – and for Palestinian humanity”.

Ayloush also said: “USC cannot hide its cowardly decision behind a disingenuous concern for security.”

In her statement, Tabassum said her undergraduate minor studies in genocide resistance had shown her the danger of allowing “cries for equality and human dignity” to be deliberately conflated with “expressions of hatred”.

“Due to widespread fear, I was hoping to use my commencement speech to inspire my classmates with a message of hope,” she wrote.

We are driving the kind of economic growth that will ensure every generation of Canadians can reach their full potential.

Mr. Speaker, we are acting today to ensure fairness for every generation.

We are moving with purpose to help build more homes, faster.

We are making life cost less.

And we are making Canada’s tax system more fair—by ensuring that the very wealthiest pay their fair share.

We are doing this because a fair chance to build a good, middle class life—to do as well as your parents, and grandparents, or better—has always been the promise of Canada.

But today, Millennial and Gen Z Canadians can get a good job, they can work hard, they can do everything their parents did and more, and too often the reward remains out of reach.

They look at their parents’ lives and wonder: How will I ever be able to afford that?

The same anxiety haunts those of us who care about our younger generations—their parents and grandparents. What many parents have achieved for themselves—a degree of comfort and security—we want for our children and grandchildren.

We want their hard work to be rewarded, as it has been for us. We want them to look forward to the future with a sense of anticipation, not angst.

We have arrived at a pivotal moment for Millennials and Gen Z.

These Canadians have so much talent and potential. They need to see and believe that our country can work for them.

Making the promise of Canada real for younger Canadians requires action from us. And that is what we are delivering.

It begins with building more homes, at a pace and scale not seen since after the Second World War.

Over the past three weeks, we have shared with Canadians our new and ambitious plan to solve the housing crisis—and to help ensure that Canadians, especially younger Canadians, are better able to afford their rent or mortgage payments.

We are investing to kickstart the construction of more rental apartments and more affordable housing across our country.

We are topping up the Housing Accelerator Fund, which is doing exactly what we intended and exactly what Canada needs—cutting through red tape and breaking down zoning barriers. This innovative Fund is at the vanguard of a housing revolution in Canada and is fast-tracking the creation of new homes.

We are making the math work for builders by cutting federal taxes on new apartment construction, breaking down regulatory and zoning barriers, providing direct low-cost financing, and making more government land available for building.

In a country with winters as long and as cold as ours, we are scaling up innovative construction techniques, like modular housing, to build homes year-round. Modular housing makes Canadian homes less expensive and the Canadian economy more productive.

To support all this new housing, we are investing in the infrastructure communities need to grow and increasing the number of construction workers, by creating opportunities for apprentices and recognizing foreign credentials.

We are making it easier for Canadian homeowners to add a basement suite or a laneway house, so middle class Canadians can be part of the housing solution, too.

Mr. Speaker, our work to build more homes, faster across our country is, quite literally, an exercise in nation building—a true Team Canada effort. Together, we are putting into action a plan to build nearly 4 million homes by 2031—and to unlock the door to the middle class for more young Canadians.

While we work urgently to increase the supply of housing, our government is taking action to bring relief to Canadians—especially younger Canadians—by making it more affordable to rent or to buy a new home.

This starts with better protecting renters from steep rent increases and renovictions.

It also means making sure they get credit for their on-time rental payments—so they’re in a better position to qualify for a mortgage, maybe even at a lower rate, when the time comes to buy their first home.

For first-time buyers, we will be extending the maximum amortization period of a mortgage to 30 years, on new builds, including condos—which means lower monthly payments and greater opportunity for young people to get those first keys of their own.

Combined with tax-free ways to save for a first down payment, through the Tax-Free First Home Savings Account and the enhanced Home Buyers’ Plan, the longer amortization period will ensure more younger Canadians are able to afford that first home—and take that next big step into a prosperous middle class life.

Mr. Speaker, the second part of our plan is making life cost less.

Inflation has now been back within the Bank of Canada’s target range for three months in a row. That is good news for Canadians. But more is needed to help reduce the cost of living—to help younger Canadians gain ground.

As a government, we’ve made transformative enhancements to Canada’s social safety net.

Ten-dollar-a-day child care is already saving parents thousands of dollars a year—and making it financially possible for more Canadians to choose to start a family of their own.

Now we’re making further investments– creating even more child care spaces so more families can benefit, and so more mothers don’t have to choose between a career and a family.

This is feminist social policy—and it is smart economic policy, too. Already, thanks to our early learning and child care investments, Canada reached a record high for working age women’s labour force participation in Canadian history.

Enrolment started in our new Canadian Dental Care Plan in December—and more than 1.7 million Canadians have already signed up. Next year, nine million uninsured Canadians will have dental coverage.

And we’ve introduced legislation to deliver the first phase of national pharmacare, which will provide universal coverage for many diabetes medications and make contraceptives free—ensuring every Canadian woman can freely choose the contraceptive that works best for her, not just the only one she can afford.

Free contraceptives are central to a woman’s right to control her own body. That is a fundamental woman’s right. It is a fundamental human right.

As a woman, as a mother—and as Canada’s Finance Minister and Deputy Prime Minister—let me say clearly here today: this is an essential right our government will always protect. Women in other countries—our friends, our neighbours—are losing their right to control their own bodies. We will not let that happen here.

Our government’s transformative investments are having a meaningful impact—helping every generation save money.

The Canada Child Benefit is the foundation of our support to young Canadian families—and has helped lift more than 650,000 children out of poverty since 2016.

The Canada Workers Benefit provides a meaningful boost to our lowest-paid–and often most essential–workers.

Our new Canada Disability Benefit will increase the financial well-being of low-income Canadians with disabilities.

And we will launch a National School Food Program—working with provinces and territories to expand access to school food programs and help 400,000 more children get good, healthy food—so that they can have a fair start at a good, healthy life.

The list of supportive, cost-saving measures goes on, Mr. Speaker. The GST Credit arrives every three months to put some extra money in the pockets of millions of Canadians.

The Canada Carbon Rebate ensures that we fight climate change in the most cost-effective way, delivering hundreds of dollars to Canadians, every three months, including yesterday. Eight out of ten Canadians get back more than they pay in the provinces where the federal price on pollution applies.

And in this budget, we are delivering on our promise to return carbon pricing proceeds to small- and medium-sized businesses.

I am proud to announce that our new Canada Carbon Rebate for Small Businesses will soon return over $2.5 billion directly to about 600,000 small- and medium-sized businesses. This real, meaningful support is a testament to our commitment to Canada’s small businesses.

Mr. Speaker, at a time when prices are high, we are delivering real investments that help make life cost less for Canadians.

The third part of our plan is growing the economy in a way that’s shared by everyone.

To drive the kind of growth Canada needs today, we are redoubling our efforts to attract investment, increase productivity, and boost innovation.

We’re working to empower our best entrepreneurs to put their ideas to work here in Canada and create good-paying and meaningful jobs.

How do we do that? To quote one of our country’s great philosophers, we need to skate to where the puck is going.

That means doubling down on Artificial Intelligence.

We were the first country to have a national AI strategy.

Over the past several years, we’ve supported the creation and growth of one of the world’s leading, most talented AI communities.

Today, Mr. Speaker, we are taking the next step to secure Canada’s AI advantage.

We are equipping our AI innovators with the compute power they need to attract and nurture the best researchers, scale up businesses, and drive the innovation that will deliver transformative economic opportunities for Canada and Canadians.

Home grown Canadian AI companies are already helping to boost the productivity of Canadian workers.

A natural area to seize a further competitive advantage for Canada is building the mechanical heart of the AI economy—data centres.

We have a natural edge: we have abundant and clean electricity; we have skilled and experienced engineers; we have the cold climate needed to help cool supercomputers; and we are physically close to the world’s largest market which has vast data processing needs.

We are introducing Accelerated Capital Cost Allowances for innovation-enabling and productivity-enhancing assets. This means that investments in things like computers, data network infrastructure, and more, will be eligible for immediate write-offs. This will encourage companies to reinvest, create more jobs, and make their businesses more productive and innovative.

In the first three quarters of 2023, Canada attracted the highest per capita foreign direct investment in the G7, and the third most total FDI in the world.

Our budget builds on that significant accomplishment—because attracting investment is key to driving growth, increasing productivity, and boosting innovation.

With the Canada Growth Fund and our $93 billion suite of Investment Tax Credits, we are already encouraging businesses to invest in emerging clean technologies that can drive growth and productivity —and create more good-paying jobs.

Today we are proposing a new Investment Tax Credit to attract companies investing across the electric vehicle supply chain. Canada boasts an abundance of natural resources. We intend to leverage this national advantage to build entire supply chains. And our new Investment Tax Credit will encourage precisely that.

We are investing over $5 billion in Canadian brainpower. More funding for research and scholarships will help Canada attract the next generation of game-changing thinkers pursuing excellence.

And we are building on our track record of making it more affordable to go to college and university by renewing the increase in up-front Canada Student Grants and interest-free loans, increasing the amount of financial aid students get for housing, and making it easier for mature students to go back to school affordably. All of this is on top of our campaign promise to eliminate interest on Canada Student Loans, which we delivered on a year ago.

Our new Canadian Entrepreneurs’ Incentive will ensure entrepreneurs get to keep a bigger share of the profits from the risks they take and the hard work they do and have more money to reinvest into their next venture.

A prosperous future and abundant good paying jobs depend on Canada’s innovators, entrepreneurs, and researchers. That is why we are supporting them.

Mr. Speaker, there are those who claim that the only thing government can do when it comes to economic growth is get out of the way.

I’d like to introduce them to the talented tradespeople and brilliant engineers who, last Thursday, made the final weld—the Golden Weld—on a great national project: the Trans Mountain pipeline. It took our government to get it built—and last week the Bank of Canada estimated this project will add one-quarter of a percentage point to our GDP in the second quarter.

Mr. Speaker, as we invest with purpose for the benefit of our younger generations and those who love them, we continue to stick to a responsible economic plan.

As part of that plan, in the fall we set three very specific fiscal guideposts:

  • Maintaining the 2023-24 deficit at or below $40.1 billion;
  • Lowering the debt-to-GDP ratio in 2024-25, relative to the 2023 Fall Economic Statement, and keeping it on a declining track thereafter;
  • And maintaining a declining deficit-to-GDP ratio in 2024-25 and keeping deficits below 1 per cent of GDP in 2026-27 and future years.

In this budget, each one of these objectives is being met, as is our fiscal anchor—a declining federal debt-to-GDP ratio over the medium term.

In fact, Canada has the lowest deficit- and net debt-to-GDP ratios in the G7, as recognized in our triple-A credit rating.

And private sector forecasters are now predicting a soft landing for the Canadian economy—avoiding the recession and heartbreaking surge in unemployment that many had thought was inevitable.

Canadians know how important it is to responsibly manage a budget in the face of rising costs, and they rightly expect their government to do the same.

That is why, going forward, federal public service organizations will be required to cover a portion of increased operating costs through their existing resources. Most of these savings will be achieved through natural attrition in the federal public service. As a result, over the next four years, we expect the ranks of the public service to decline by approximately 5,000 full-time equivalent positions.

Mr. Speaker, to responsibly build a fairer future for younger Canadians, we need to make sure our tax system is more fair.

In Canada and around the world, the 21st century winner-takes-all economy is making those at the very top richer, while too many middle class Canadians are struggling just to avoid falling behind.

The job of our tax system is to lean against this structural inequality—to fund investments in the middle class, especially in young Canadians, by asking those who are benefitting from the winner-takes-all economy to pay a little bit more.

Today, our tax system doesn’t do that. Today it is possible for a carpenter or a nurse to pay tax at a higher marginal rate than a multi millionaire. That isn’t fair. That must change. And it will.

Our government is raising the inclusion rate to two-thirds on annual capital gains above $250,000 for individuals.

This new revenue will help make life cost less for millions of Canadians, particularly Millennials and Gen Z. It will help fund our efforts to turbocharge the building of more homes. It will support investments in growth and productivity that will pay dividends for years to come.

So, who will pay more?

Well, Mr. Speaker, most Canadians have no capital gains in a typical year. So, they won’t pay more.

The first $250,000 in capital gains, every single year, enjoyed by each individual Canadian will be taxed at the current rate. Individual Canadians enjoying this substantial annual gain won’t pay a penny more.

The lifetime capital gains exemption, an amount fully exempt from taxation, will be raised to $1.25 million.

And this change will not, of course, apply to the sale of Canadians’ principal residence, which is and will remain fully exempt from the tax on capital gains.

Only 0.13 per cent of Canadians—with an average annual income of $1.4 million—will pay more on their capital gains.

For 99.87 per cent of Canadians, personal income taxes on capital gains will not increase.

Taxing capital gains is not an inherently partisan idea. It is an idea that everyone who cares about fairness should support.

In fact, the idea of taxing capital gains in Canada was first broached by the government of Prime Minister John Diefenbaker and his Royal Commission on Taxation, chaired by Kenneth Carter.

And Prime Minister Brian Mulroney raised the capital gains inclusion rate to 75 per cent—higher than the rate we’re establishing today.

Yet, I know there will be many voices raised in protest. No one likes paying more tax, even—or perhaps particularly—those who can afford it the most.

But before they complain too bitterly, I would like Canada’s one per cent—Canada’s 0.1 per cent—to consider this: What kind of Canada do you want to live in?

Do you want to live in a country where you can tell the size of someone’s paycheque by their smile?

Do you want to live in a country where kids go to school hungry?

Do you want to live in a country where a teenage girl gets pregnant because she doesn’t have the money to buy birth control?

Do you want to live in a country where the only young Canadians who can buy their own homes are those with parents who can help with the downpayment?

Do you want to live in a country where we make the investments we need—in healthcare, in housing, in old age pensions—but we lack the political will to pay for them and choose instead to pass a ballooning debt onto our children?

Do you want to live in a country where those at the very top live lives of luxury—but must do so in gated communities, behind ever higher fences, using private health care and airplanes, because the public sphere is so degraded and the wrath of the vast majority of their less privileged compatriots burns so hot?

Every one of us here in this Chamber today—and every Canadian across our great country—needs to ask themselves these same questions, because the stakes could not be higher.

Democracy is not inevitable. It has succeeded and succeeds because it has delivered a good life for the middle class. When democracy fails to deliver on that most fundamental social contract, we should not be surprised if the middle class loses faith in democracy itself.

Tax policy is not only, or chiefly, the province of accountants or economists. It belongs to all of us—because it is how we decide what kind of country we want to live in and what kind of country we want to build.

This is our path forward, Mr. Speaker. This is our plan to renew the promise of Canada.

There are some who don’t share our vision.

They believe that the job of government is to do little, then less, and ultimately as close as possible to nothing at all.

Because we understand that to do big things in Canada, sometimes government needs to lead the charge—whether it is getting more homes built, faster, or finally creating a national system of early learning and child care, or bending the curve on emissions.

Let’s be honest about what austerity and shrinking the state would mean for Canadians: It means you’re on your own. It means no one will give you a hand when you falter—and that you are choosing to turn your back on the friend or neighbour who has not been as lucky as you. That is not the Canadian way—we take care of each other.

To make a difference in people’s lives, you need a plan.

Canada needs action, not indifference. We are acting.

The times call for building up our country, not sitting on the sidelines. We are building.

Today we say to our younger generations, and to those who care about them: We are putting the power of government to work for you.

We will build more homes. We will make life cost less. We will grow our economy in a way that works for everyone.

Together, we will unlock the door to the middle class for more Canadians–and renew the promise of our great country.
