My Experience

I remember one time when I was working as an intern at a small consulting firm. At the end of my internship, I was offered a full-time position. However, when I received the offer letter, I noticed that my male colleagues who were also being offered full-time positions had been offered a higher salary than me, even though we had all performed the same job duties during our internships.

I was frustrated and felt that I was being treated unfairly because of my gender. I decided to bring this issue to the attention of my supervisor, and after some negotiation, I was able to secure a salary that was equal to that of my male colleagues.

This experience taught me the importance of advocating for myself and not accepting inequality, and it also made me more aware of the ways in which gender bias can manifest in the workplace. I believe that it is important for individuals to speak up and take action when they see instances of gender inequality, and for organizations to make a conscious effort to promote gender equality and fairness in all aspects of their operations.

The fight for global gender equality is nowhere close to being won. Take education: in 87 countries, less than half of women and girls complete secondary schooling, according to 2023 data. Afghanistan’s Taliban continues to ban women and girls from secondary schools and universities . Or take reproductive health: abortion rights have been curtailed in 22 US states since the Supreme Court struck down federal protections, depriving women and girls of autonomy and restricting access to sexual and reproductive health care .

SDG 5, whose stated aim is to “achieve gender equality and empower all women and girls”, is the fifth of the 17 United Nations Sustainable Development Goals, all of which Nature is examining in a series of editorials. SDG 5 includes targets for ending discrimination and violence against women and girls in both public and private spheres, eradicating child marriage and female genital mutilation, ensuring sexual and reproductive rights, achieving equal representation of women in leadership positions and granting equal rights to economic resources. Globally, the goal is not on track to being achieved, and just a handful of countries have hit all the targets.

How the world should oppose the Taliban’s war on women and girls

In July, the UN introduced two new indices (see go.nature.com/3eus9ue ), the Women’s Empowerment Index (WEI) and the Global Gender Parity Index (GGPI). The WEI measures women’s ability and freedoms to make their own choices; the GGPI describes the gap between women and men in areas such as health, education, inclusion and decision making. The indices reveal, depressingly, that even achieving a small gender gap does not automatically translate to high levels of women’s empowerment: 114 countries feature in both indices, but countries that do well on both scores cover fewer than 1% of all girls and women.

The COVID-19 pandemic has made things worse, with women bearing the highest burden of extra unpaid childcare when schools needed to close, and subjected to intensified domestic violence. Although child marriages declined from 21% of all marriages in 2016 to 19% in 2022, the pandemic threatened even this incremental progress, pushing up to 10 million more girls into risk of child marriage over the next decade, in addition to the 100 million girls who were at risk before the pandemic.

Of the 14 indicators for SDG 5, only one or two are close to being met by the 2030 deadline. As of 1 January 2023, women occupied 35.4% of seats in local-government assemblies, an increase from 33.9% in 2020 (the target is gender parity by 2030). In 115 countries for which data were available, around three-quarters, on average, of the necessary laws guaranteeing full and equal access to sexual and reproductive health and rights had been enacted. But the UN estimates that worldwide, only 57% of women who are married or in a union make their own decisions regarding sexual and reproductive health and rights.

Systemic discrimination against girls and women by men, in many contexts, remains a colossal barrier to achieving gender equality. But patriarchy is not some “natural order of things” , argues Ruth Mace, an anthropologist at University College London. Hundreds of women-centred societies exist around the world. As the science writer Angela Saini describes in her latest book, The Patriarchs , these are often not the polar opposite of male-dominated systems, but societies in which men and women share decision making .

One example comes from the Mosuo people in China, who have both ‘matrilineal’ and ‘patrilineal’ communities, with rights such as inheritance passing down either the male or female line. Researchers compared outcomes for inflammation and hypertension in men and women in these communities, and found that women in matrilineal societies, in which they have greater autonomy and control over resources, experienced better health outcomes. The researchers found no significant negative effect of matriliny on health outcomes for men ( A.  Z. Reynolds et al. Proc. Natl Acad. Sci. USA 117 , 30324–30327; 2020 ).

When it comes to the SDGs, evidence is emerging that a more gender-equal approach to politics and power benefits many goals. In a study published in May, Nobue Amanuma, deputy director of the Integrated Sustainability Centre at the Institute for Global Environmental Strategies in Hayama, Japan, and two of her colleagues tested whether countries with more women legislators, and more younger legislators, are performing better in the SDGs ( N. Amanuma et al. Environ. Res. Lett. 18 , 054018; 2023 ). They found it was so, with the effect more marked for socio-economic goals such as ending poverty and hunger, than for environmental ones such as climate action or preserving life on land. The researchers recommend further qualitative and quantitative studies to better understand the reasons.

The reality that gender equality leads to better outcomes across other SDGs is not factored, however, into most of the goals themselves. Of the 230 unique indicators of the SDGs, 51 explicitly reference women, girls, gender or sex, including the 14 indicators in SDG 5. But there is not enough collaboration between organizations responsible for the different SDGs to ensure that sex and gender are taken into account. The indicator for the sanitation target (SDG 6) does not include data disaggregated by sex or gender ( Nature 620 , 7; 2023 ). Unless we have this knowledge, it will be hard to track improvements in this and other SDGs.

The road to a gender-equal world is long, and women’s power and freedom to make choices is still very constrained. But the evidence from science is getting stronger: distributing power between genders creates the kind of world we all need and want to be living in.

“UN Women reported that in Organisation for Economic Co-operation and Development (OECD) member countries, half of the economic growth over the past 50 years is attributed to girls having better access to education.  The decrease in the gap between the number of years of schooling that girls receive when compared to boys also played a role.”

Domingo explains how gender equality is present globally, from the gender pay gap to illiteracy rates. In addition, she discusses its importance: gender equality is not only important on an individual level, but it has an economic impact as well. According to Domingo, gender equality in the workforce has been shown to stimulate economic growth. In addition, women invest more of their earnings into their children than men, so when women earn more, their children’s lives improve as well. Gender equality is, in fact, a solution to poverty.  

“In China, where a far more determined sense of patriarchy and hierarchical order exists, that structure can reach considerably higher. “In China, if you are a Ph.D. student, it’s difficult to overstate how much your supervisor determines your fate,” a Chinese feminist activist named Liang Xiaowen, who is now attending law school in the United States, told me. “Deference to authority is paramount to your survival as a student.””

In her essay, Fan writes about the state of women’s rights in China, where the culture is more patriarchal. Many women, especially students, have their lives almost controlled by their superiors, and if they speak out, they will be punished. As a result, women, including the one mentioned in the essay, have left the country to be free of the sexual harassment they encountered back home.

However, this issue must be addressed further. Some countries still treat women as inferior, and the global community must stand up for human rights and against violence and discrimination. It is up to the youth to make a change, especially in gender equality.

She wishes they would work as a team rather than against one another. She reflects on the company where she works and wishes to change how women are treated. Both men and women have strengths and weaknesses; they should work to use these strengths to their advantage.

Gender equality is different in certain societies, partly due to how some religions regard and treat women. Research different religions’ treatment of women and choose two or three to explore in your essay. Discuss how these religions reflect gender equality or inequality and give examples. Achieving gender equality isn't just a moral issue – it makes economic sense. Equality between men and women in all aspects of life, from access to health and education to political power and earning potential, is fundamental to whether and how societies thrive.

The most important factor in a country’s competitiveness is its human talent – the skills and productivity of its workforce. It is the same for a company or an organization. That’s why the proper participation of half the world’s population is so important for the well-being of both businesses and countries.

What’s the problem?

Although we are getting closer to gender parity, change isn't happening fast enough. For the past decade, we've been measuring the pace of change through our Global Gender Gap Report , and at current rates, it would take the world another 118 years – or until 2133 – to close the economic gap entirely.

In the 10 years the Forum has been reporting on the gap between men and women in health, education, economic opportunity and political representation, the gap has only narrowed by 4% overall.

Progress towards wage equality has stalled in the wake of the global financial crisis. This means that although an additional quarter of a billion women have entered the workforce, women are only now earning the amount men did in 2006.

Is education the main issue?

It is becoming apparent that reducing the gap between men and women in education does not automatically lead to a closing of the economic divide.

More women than men are now enrolled in university in the majority of countries covered by the Global Gender Gap Report , but men still outnumber women in skilled jobs.

Only four countries in the world – Philippines, Colombia, Fiji and Ghana – have more women than men in senior roles in the workplace.

So how do you increase women’s economic and political power?

The Forum’s work indicates that there is a strong correlation between economic and political empowerment. The two appear to reinforce each other.

As women get ahead at work they seek better representation in politics. Female politicians serve as role models and support policies that help people balancing formal work and informal care roles.

It is clear that achieving gender parity requires an understanding of a very complex interplay of factors that affect rights and opportunities for women.

Are we on the right track?

There has been a significant increase in awareness of the importance of gender parity and much has been done by international organizations, civil society, governments and business.

However, often the work centres on single-issue awareness-raising campaigns. Existing work also frequently involves either cooperation between different public bodies or different private bodies. More needs to be done to bridge the gap and facilitate cooperation between the public and private sectors.

What is the World Economic Forum doing about it?

The Forum's Global Gender Gap Report has done a great deal to highlight this issue and serves as a tool for measuring progress.

The Forum has many other initiatives in this area. It is carrying out an analysis of specific industries and using this to put together a set of best practices so that successful policies can be shared. It has also been working with countries to set up national gender parity taskforces, which bring together government and industry leaders to devise programmes and policies to close the gender gap.

Finally, we've carried out a survey on the future of jobs with a dedicated gender dimension to understand how expected changes in industry will affect women. The survey has looked at a wide range of industries with a view to identifying the challenges and opportunities the Fourth Industrial Revolution will bring.

This ground-breaking report, which will be published in Davos this month, will help shape the direction of national and international policies in this area in the years to come.

Why addressing gender inequality is central to tackling today’s polycrises

As we enter 2023, the term “ polycrisis ” is an increasingly apt way to describe today’s challenges. 1 Major wars, high inflation, and climate events are creating hardship all around the world, which is still grappling with a pandemic death toll approaching 7 million people.

Faced with such daunting challenges, one might well ask why we should be thinking about the gender dimensions of recovery and resilience for future shocks. The answer is simple: We can no longer afford to think in silos. Today’s interlocking challenges demand that sharp inequalities, including gender disparities, must be addressed as part and parcel of efforts to tackle Africa’s pressing issues and ensure the continent’s future success.

The burdens of the pandemic have been unequally borne across regions and countries, and between the poor and better off. Inequalities exist around gender—which can be defined as the “socially constructed roles, behaviors, activities, attributes and opportunities that any society considers appropriate for men and women, boys and girls” and people with non-binary identities. 2 As Raewyn Connell laid out more than two decades ago, existing systems typically distribute greater power, resources, and status to men and behaviors considered masculine . 3 As a result, gender intersects with other sources of disadvantage, most notably income, age, race, and ethnicity.

This understanding is now mainstream. As recently observed by the IMF, “The gender inequalities exposed by the COVID-19 pandemic follow different paths but almost always end up the same: Women have suffered disproportionate economic harm from the crisis.” 4 Among the important nuances revealed by micro-surveys is that rural women working informally continued to work through the pandemic , but with sharply reduced earnings in Nigeria and elsewhere. 5 And as the burden of child care and home schooling soared, rural households headed by women were far less likely than urban households to have children engaged in learning activities during school closures.

Important insights emerge from IFPRI’s longitudinal panel study (which included Ghana, Kenya, Niger, Nigeria, Senegal, and Uganda) covering income loss, coping strategies, labor and time use, food and water insecurity, and child education outcomes. 6

Among the especially adverse impacts for women were greater food and water insecurity compared to men, including worrying about insufficient food and eating less than usual, while a large proportion of women also did not have adequately diverse diets. Moreover, many women had to add hours to their workday caring for sick family members, and their economic opportunities shrank, cutting their earnings and widening gender income gaps.

While today’s problems seem daunting, there remain huge causes for optimism, especially in Africa. Over the past three decades, many African countries have achieved enormous gains in levels of education, health, and poverty reduction. Indeed, the pace of change has been staggering and commendable. As captured in the Women Peace and Security Index , which measures performance in inclusion, justice, and security, 6 of the top 10 score improvers during the period 2017-2021 were in sub-Saharan Africa. [GIWPS.2022. “Women Peace and Security Index” Georgetown Institute for Women, Peace and Security.] The Democratic Republic of Congo was among top score improvers since 2017, as the share of women with financial accounts almost tripled, to 24 percent; and increases exceeding 5 percentage points were registered in cell phone use and parliamentary representation. In the Central African Republic, improvements were experienced in the security dimension, where organized violence fell significantly, and women’s perceptions of community safety rose 6 percentage points up to 49 percent.

Looking ahead, efforts to mitigate gender inequalities must clearly be multi-pronged, and as highlighted above—we need to think outside silos. That said, two major policy fronts emerge to the fore.

Ensure cash transfers that protect against poverty , are built and designed to promote women’s opportunities, with a focus on digital payments. 7 Ways to address gender inequalities as part of social protection program responses 8 include deliberate efforts to overcome gender gaps in cell phone access by distributing phones to those women who need them, as well as private sector partnerships to subsidize airtime for the poorest, and to make key information services and apps freely available . 9 Programs could also make women the default recipient of cash transfer schemes, instead of the head of household. Furthermore, capacity-building initiatives can be built into program design to give women the skills and capabilities needed to successfully manage accounts and financial decisionmaking. 10

Reducing the risk of violence against women. Women who are not safe at home are denied the freedom from violence needed to pursue opportunities that should be afforded to all. In 2018, 10 of the 15 countries with the worst rates of intimate partner violence were in sub-Saharan Africa—in descending order of average intimate partner violence these were, the Democratic Republic of Congo, Madagascar, Congo, Equatorial Guinea, Zambia, Ethiopia, Liberia, South Sudan, Djibouti, and Uganda.

Conflicts and crises multiply women’s risk of physical, emotional, and sexual violence . During the pandemic, risk factors like economic stress were compounded by service closures and stay-at-home orders, which increased exposure to potential perpetrators. 11 Several governments responded by strengthening existing help services , including police and justice, supporting hotlines, ensuring the provision of psychological support, and health sector responses. 12 Examples of good practice included an NGO in North-Eastern Nigeria, which equipped existing safe spaces with phone booths to enable survivors to contact caseworkers.

However, given the high levels of prevalence and often low levels of reporting, prevention of gender-based violence is key. Targeted programs with promising results in prevention include community dialogues and efforts to change harmful norms, safe spaces, as well as possibilities to reduce the risk of violence through cash plus social protection programs. These efforts should be accompanied by more systematic monitoring and evaluation to build evidence about what works in diverse settings.

Finally, but certainly not least, women should have space and voices in decisionmaking. This case was powerfully put by former President Sirleaf Johnson in her 2021 Foresight essay, which underlined that “ economic, political, institutional, and social barriers persist throughout the continent, limiting women’s abilities to reach high-level leadership positions .” 13 Persistent gender gaps in power and decision-making, not only limits innovative thinking and solutions, but also the consideration of more basic measures to avoid the worsening of gender inequalities. Overcoming these gaps in power and decision-making requires safeguarding legal protections and rights, investing in women and girls financially, and opening space for women in political parties so that women have the platforms to access high-level appointed and competitive positions across national, regional, and international institutions. 14

Strengthening fiscal policy for gender equality

It is often said that women act as “shock absorbers” during times of crisis; this is even more so in the current context of climate change, the COVID-19 pandemic, and increased geopolitical conflict. These three global crises have simultaneously stretched women’s ability to earn income and intensified their unpaid work. Well-designed fiscal policy can help cushion the effects of these shocks and enable women and their households to recover more quickly.

Over 60 percent of employed women in Africa work in agriculture, including in small-scale food production; women are the primary sellers in food markets, and they work in other sectors such as informal trading. At the same time, women are an increasing share of entrepreneurs in countries such as Ghana and Uganda, even as they face financial and other constraints to start and grow their firms. [Africa Gender Innovation Lab (GIL). 2020. “Supporting Women Throughout the Coronavirus Emergency Response and Economic Recovery.” World Bank Group. ] In addition to earning income for their households, women bear the major responsibility for unpaid domestic activities such as cooking; collecting water and fuelwood; caring for children, elderly, and other dependents—so women are more time-poor than are men.

African women and entrepreneurs have been impacted disproportionately more than men by the triple shocks mentioned earlier. Extreme weather events disrupt food production and agricultural employment, making it harder for women to earn income . 15 16 17 The pandemic and conflict in Ukraine further intensified women’s paid and unpaid activities . 18 19 Beyond climate change and the war in Ukraine, localized conflicts and insecurity in East and West Africa exposes women and girls to gender-based violence and other risks as they seek to support their families and develop new coping strategies. 20 21 22

In this context, fiscal policy can be deployed more smartly to advance gender equality and create an enabling environment for women to play a greater role in building their economies’ recovery and resilience. Public expenditure supports critical sectors such as education, health, agriculture, social protection, and physical and social infrastructure, while well-designed tax policy is essential to fund the public goods, services, and infrastructure on which both women and men rely.

Gender-responsive budgets, which exist in over 30 countries across the continent, can be strengthened. Rwanda provides a good model for other countries. After an early unsuccessful attempt, Rwanda invested seriously in gender budgeting beginning in 2011. 23 24 The budget is focused on closing gaps and strengthening women’s roles in key sectors—agriculture, education, health, and infrastructure—which are all critical for short- and medium-term economic growth and productivity. The process has been sustained by strong political will among parliamentarians. Led by the Ministry of Finance, the process has financed and been complemented by important institutional and policy reforms. A constitutional regulatory body monitors results, with additional accountability by civil society organizations.

However, raising adequate fiscal revenue to support a gender budget is a challenge in the current macro environment of high public debt levels, increased borrowing costs, and low levels of public savings. Yet, observers note there is scope to increase revenues through taxation reforms, debt relief, cutting wasteful public expenditure, and other means. 25 26 We focus here on taxation.

Many countries are reforming their tax systems to strengthen revenue collection. Overall tax collection is currently low; the average tax-to-GDP ratio in Africa in 2020 was 14.8 percent and fell sharply during the pandemic, although it may be rebounding. 27 Very few Africans pay personal income tax or other central government taxes, 28 29 and statutory corporate tax rates (which range from 25-35 percent), are higher than even the recent OECD proposal for a global minimum tax 30 so scope for raising them further is limited. Efforts should be made to close loopholes and reduce tax evasion.

As countries reform their tax policies, they should be intentional about avoiding implicit and explicit gender biases. 31 32 33 34 Most African countries rely more on indirect taxes than direct taxes, given the structure of their economies, but indirect taxes can be regressive as their incidence falls primarily on the poor. Presumptive or turnover taxes, for example, which are uniform or fixed amounts of tax based on the “presumed” incomes of different occupations such as hairdressers, can hit women particularly hard, since the burden often falls heavily on sectors where women predominate. 35 36

Property taxes are also becoming an increasingly popular way to raise revenue for local governments. The impact of these efforts on male and female property owners has not been systematically evaluated, but a recent study of land use fees and agricultural income taxes in Ethiopia finds that female-headed and female adult-only households bear a larger tax burden than male-headed and dual-adult households of property taxes. This is likely a result of unequal land ownership patterns, gender norms restricting women’s engagement in agriculture, and the gender gap in agricultural productivity. 37

Going forward, two key ingredients for gender budgeting on the continent need to be strengthened. The first is having sufficient, regularly collected, sex-disaggregated administrative data related to households, the labor force, and other survey data. Investment in the robust technical capacity for ministries and academia to be able to access, analyze, and use it is also necessary. For instance, the World Bank, UN Women, and the Economic Commission for Africa are all working with National Statistical Offices across the continent to strengthen statistical capacity in the areas of asset ownership and control, work and employment, and entrepreneurship which can be used in a gender budget.

The second ingredient is stronger diagnostic tools. One promising new tool, pioneered by Tulane University, is the Commitment to Equity methodology, designed to assess the impact of taxes and transfers on income inequality and poverty within countries. 38 It was recently extended to examine the impact of government transfers and taxes on women and men by income level and other dimensions. The methodology requires standard household-level data but for maximum effect should be supplemented with time use data, which are becoming more common in several African countries. As African countries seek to expand revenue from direct taxes, lessons from higher income economies are instructive. Although there is no one size fits all approach, key principles to keep in mind for designing personal income taxes include building in strong progressivity, taxing individuals as opposed to families, ensuring that the allocation of shared income (e.g., property or non-labor income) does not penalize women, and building in allowances for care of children and dependents. 39 As noted, corporate income taxes need to eliminate the many breaks, loopholes, and exemptions that currently exist, 40 and countries might consider experimenting with wealth taxes.

In terms of indirect taxes, most African countries do not have single-rate VAT systems and already have zero or reduced rates for basic necessities, including foodstuffs and other necessities. While it is important to minimize exempted sectors and products, estimates show that goods essential for women’s and children’s health (e.g., menstrual health products, diapers, cooking fuel) should be considered part of the basket of basic goods that have reduced or zero rates. 41 And while African governments are being advised to bring informal workers and entrepreneurs into the formal tax system, 42 it should be noted that this massive sector earns well below income tax thresholds and already pays multiple informal fees and levies, for instance in fees to market associations. 43 44

Lastly, leveraging data and digital technologies to improve tax administration (i.e., taxpayer registration, e-filing, and e-payment of taxes) may help minimize costs and processing time, and reduce the incidence of corruption and evasion.32 Digitalization can also be important for bringing more female taxpayers into the net, especially if digital systems are interoperable; for instance, digital taxpayer registries linked to national identification or to property registration at the local level. However, digitalization can be a double-edged sword if privacy and security concerns are not built-in from the outset. Women particularly may need targeted digital financial literacy and other measures to ensure their trust in the system. Recent shocks have worsened gender inequality in Africa. It is therefore important now, more than ever, to invest in strengthening fiscal systems to help women and men recover, withstand future shocks, and reduce gender inequalities. While fiscal policy is not the only tool, it is an important part of government action. To be effective and improve both budgeting and revenue collection, more and better data, new diagnostic tools, and digitalization will all be necessary.

Gender Equity Index (GEI) – GEI ranks countries on three parameters of gender inequality, those are education, economic participation, and empowerment. However, GEI ignores the health parameter.

Global Gender Gap Index – The World Economic Forum introduced the Global Gender Gap Index in 2006. This index focuses more on identifying the level of female disadvantage. The four important areas that the index considers are economic participation and opportunity, educational attainment, political empowerment, health, and survival rate.

Gender Inequality in India

As per the World Economic Forum’s gender gap ranking, India stands at rank 108 out of 149 countries. This rank is a major concern as it highlights the immense gap in opportunities in women with comparison to men. In Indian society from a long time back, the social structure has been such that the women are neglected in many areas like education, health, decision-making areas, financial independence, etc.

Another major reason, which contributes to the discriminatory behavior towards women in India, is the dowry system in marriage.  Because of this dowry system, most Indian families consider girls as a burden.  Preference for son still prevails. Distinguished delegates, I would like to thank the President of the Executive Board, H.E. Ambassador Fatima Rabab—my good friend, your good friend—for leading us through the annual session so effectively. And we look forward, like we said earlier in the opening, to continuing to work with her in her new capacity as our best ally for gender equality within the system. So, thank you.

I would also like to thank the Vice-Presidents, and all those who have contributed to the robust discussion of this session’s significant agenda. I appreciate very much the collaborative and constructive spirit in which we are able to approach all topics. Congratulations on the adoption of the robust decisions that will guide our work.

Your engagement, distinguished delegates, in setting these joint directions signals the deep value of the multilateral process and our ability to chart a unified path for the future of UN Women. I leave the meeting today with renewed energy for the months and the years ahead.

In that regard, I also thank the delegations for their wide-ranging and perceptive remarks over the past two days.

Among the long-standing supporters of UN Women within this Board, and within your ranks of delegates, allow me to recognize, in particular, Mr. Markus Reisle, who returns to Bern as Chief of Staff at the Swiss Agency for Development Cooperation. We have deeply appreciated your skilful support during negotiations and wish you well in your new role.

Excellencies, at this session we have presented the results of the 2018–2021 period and looked ahead to the areas of focus under the new Strategic Plan . I greatly valued your guidance and feedback on this.

I would like to reiterate my remarks on our institutional strengthening efforts to enhance the transparency, accountability, and fiduciary strength of the organization. I would also like to be clear that we have heard the valuable feedback from our Independent Audit and Evaluation Service and our Audit Advisory Committee. Allow me to assure you of my personal commitment that we will take action as promised.

In my opening statement , I undertook to establish a dedicated ethics function within UN Women.   Thank you for your positive response. This confirms to me that this is the right decision. I will take action to strengthen our capacity in this area. I will ensure the highest standards of conduct in our organization, including protection of whistle-blowers, and report regularly on this to the Board from 2023. The Board’s formal decision on this subject is also welcome.

I share the Board’s views on your crucial oversight role. We will reflect carefully with you on how to make this role more effective, in addition to other aspects of internal controls of our organizational effectiveness and efficiency, such as robust anti-fraud mechanisms and strengthened audit and evaluation functions.

You have placed your trust in us, and we are committed to continuing to deserve it. I am grateful for your positive comments in regard to our success in mobilizing non-core resources, growing our regular resources, and maintaining a 30 per cent core to non-core ratio. We will continue to diversify and broaden our donor base, strengthening our strategic partnerships with international financial institutions and the work around innovative financing such as gender bonds. We will also pursue the success of multi-stakeholder partnerships in support of gender equality and women’s empowerment, such as Generation Equality , noting at the same time our shared regard for national ownership to ensure sensitivity to local contexts.

Excellencies, it is that strong relationship between country objectives and programme implementation that we saw reflected in the results of the Strategic Plan 2018–2021 . Your acknowledgement of the work that has been done to put in place gender-responsive laws, policies, and strategies at country level is especially important in the context of recovery, amidst the current political and economic turmoil.

However, as we have noted, we are still too far from achieving our shared Sustainable Development Goals .

I am pleased that the COVID-19 Policy Tracker has been useful to highlight the gaps and identify priorities. Among those gaps, social protection and care work are important for the revival of women’s participation in the labour force, including in the digital sector.

We are grateful for your recognition of the significant role played by UN Women, including through the UN Trust Fund on Violence Against Women and Girls , in responding to the intensification of violence against women and girls. I noted the emphasis, in particular, on virtual spaces and in crisis settings such as in Afghanistan and Ukraine. We share the deep concern expressed by you about reaching the most vulnerable populations in these contexts, including those at the “crossroads” of multiple forms of discrimination.

Distinguished delegates, as we look ahead to the implementation of the new Strategic Plan in the increasingly challenging global context, we will continue to focus on core areas of our work. These include ensuring that women participate meaningfully in peace and security as well as in humanitarian and climate action . As some of you noted, our UN system coordination role is vital in this regard, to amplify the work to support women and girls and make progress towards the achievement of SDG 5 and Agenda 2030 more broadly. I took good note of the several requests for stronger engagement in areas such as climate change, education, and the use of digital technology—both in terms of emerging opportunities and threats.

We appreciated the recognition of UN Women as a “catalyst of systematic change within the UN system”. We take very seriously our role in driving UN reforms, ensuring gender mainstreaming and accountability for gender equality and women’s empowerment across the UN system and assure you all of our continued commitment to do so.

I thank the Board for their continued support to the work and the mandate of UN Women.

I also thank the Secretary of the Executive Board, Jean-Luc Bories, and the entire team of the Executive Board Secretariat . Once again, they have ensured that the proceedings of the Board are seamless and well-coordinated, leading to the positive outcome of this session, including the four decisions.

Also, I would like to extend my thanks and appreciation to my Deputies, Åsa and Anita, and all my team who worked hard towards the positive decisions we have seen today.

The Progress of Gender Equality Essay

Gender equality entails receiving equal treatment to realize social justice and equity; Holtmaat (2012) pointed out that gender equality is crucial in the realization of decent work for all people. According to Holtmaat (2012), decent work entails equal treatment in the different areas of work, social security, political and economic representation. Gender equality is a key indicator of development. The progress of gender equality across the globe has changed since the Fourth World Conference on Women that led to the Beijing Declaration. The following paper reviews the progress of gender equality at the global and national levels.

Gender equality has remarkably improved to the point of a relatively inclusive society at the global level. The progress varies based on the county’s level of development. For instance, in developed countries, there have been high levels of social justice and equity. The progress of gender equality across the globe is based on the reinforcement of the human rights recommendations passed at the Beijing Conference. The key achievements have been the removal of all forms of discrimination against women, the promotion of legal literacy, education, and the general protection of the rights of women (Banda, 2015).

The Gender Chart of 2015 shows that there has been remarkable progress in the areas of education, maternal mortality, and increased participation of women in development imperatives. For example, in developed countries, there are no literacy gaps between men and women. In the developing countries, the literacy gaps among the youth have reduced significantly, and there is positive progress of reduced stereotyping of women at the places of work.

Despite the progress, the main challenges at the global level have been the failure to understand what the phrase ‘gender equality’ connotes. Religious groups such as the Holy See define gender in terms of biological sexual identity; thus, failing to realize the absolute equality of men and women (Banda, 2015). Also, the other challenge has been the failure by States, especially in developing countries to abide by the provisions of the Beijing Declaration, which has resulted in discrimination of women based on customs and cultural practices that undermine the full realization of gender equality.

UAE has made great strides on gender equality; according to Samir (2016), the progress can be attributed to the legal framework of UAE. The constitution enshrines that there should be equal treatment of all citizens. The constitution has created a platform in which women have equal access to education, decent work environment, political, and economic representation. For instance, the literacy levels for both men and woman is 95% with more women completing secondary education compared to men (Samir, 2016). Besides, 95% of the people who complete secondary education join tertiary level education.

Despite the principle of equal treatment of all citizens, still, there are remaining challenges that hinder social justice and equity in UAE. The laws still reinforce traditional gender roles. For example, the law still identifies women as mothers and wives, which limit their progression in the work area and confines them to the homes (Social Institute & Gender Index, 2014).

There have been great social-cultural and legal changes that have been witnessed in UAE; as a result, there has been an expanded space where all young people regardless of sex have access to social, economic, and political positions. The legal measures that uphold the equality of all citizens have reduced gender stereotypes that in the past affected women negatively. As a young person growing up in UAE, I feel that this has had a positive role in my progression and self-identity. Looking at the future, I feel that society will not describe me based on my gender orientation; I see a liberated society in which the autonomy of either gender is respected. Thus, I feel more like the other young people, than we are unalike.

Introduction to Gender Equality

In a society, everyone has the right to lead his/her life accordingly without any discrimination. When this state is achieved where all individuals are considered to be equal irrespective of their caste, gender, colour, profession, and status, we call it equality. Equality can also be defined as the situation where every individual has the same rights and equal opportunity to grow and prosper. 

Every individual of society dreams for equal rights and access to resources available at their disposal, but there is a lot of discrimination. This discrimination can be due to cultural differences, geographical differences, the colour of the individual, social status and even gender. The most prevalent discrimination is gender inequality. It is not a localised issue and is limited to only certain spheres of life but is prevalent across the globe. Even in progressive societies and top organisations, we can see many examples of gender bias. 

Gender equality can only be achieved when both male and female individuals are treated similarly. But discrimination is a social menace that creates division. We stop being together and stand together to tackle our problems. This social stigma has been creeping into the underbelly of all of society for many centuries. This has also been witnessed in gender-based cases. Gender inequality is the thing of the past as both men and women are creating history in all segments together.

Gender Equality builds a Nation

In this century, women and men enjoy the same privileges. The perception is changing slowly but steadily. People are now becoming more aware of their rights and what they can do in a free society. It has been found that when women and men hold the same position and participate equally, society progresses exclusively and creates a landmark. When a community reaches gender equality, everyone enjoys the same privileges and gets similar scopes in education, health, occupation, and political aspect. Even in the family, when both male and female members are treated in the same way, it is the best place to grow, learn, and add great value.

A nation needs to value every gender equally to progress at the right place. A society attains better development in all aspects when both genders are entitled to similar opportunities. Equal rights in decision making, health, politics, infrastructure, profession, etc will surely advance our society to a new level. The social stigma of women staying inside the house has changed. Nowadays, girls are equally competing with boys in school. They are also creating landmark development in their respective profession. Women are now seeking economic independence before they get married. It gives them the confidence to stand against oppression and make better decisions for themselves.

The age-old social structure dictated that women need to stay inside the home taking care of all when men go out to earn bread and butter. This has been practised for ages when the world outside was not safe. Now that the time has changed and we have successfully made our environment quite safer, women can step forward, get educated, pursue their passion, bring economic balance in their families, and share the weight of a family with men. This, in a cumulative way, will also make a country’s economy progress faster and better.

Methods to measure Gender Equality

Gender equality can be measured and a country’s growth can be traced by using the following methods.

Gender Development Index (GDI) is a gender-based calculation done similar to the Human Development Index. 

Gender Empowerment Measure (GEM) is a detailed calculation method of the percentage of female members in decision-making roles. 

Gender Equity Index (GEI) considers economic participation, education, and empowerment.

Global Gender Gap Index assesses the level of gender inequality present on the basis of four criteria: economic participation and opportunity, educational attainment, political empowerment, health and survival .

According to the Gender Gap Index (GGI), India ranks 140 among 156 participating countries. This denotes that the performance of India has fallen from the previous years, denoting negative growth in terms of closing the gender gap. In the current environment where equality and equal opportunities are considered supreme, this makes India be at a significant disadvantage.

Roadblocks to Gender Equality  

Indian society is still wrecked by such stigmas that dictate that women are meant to manage the home and stay indoors. This is being done for ages, leading to neglect of women in areas like education, health, wealth, and socio-economic fields. 

In addition to that, the dowry system is further crippling society. This ill practice had led to numerous female feticides. It has created a notion that girls are a burden on a family, which is one of the primary reasons a girl child cannot continue her education. Even if they excel in education and become independent, most of them are forced to quit their job as their income is considered a backup source, which is not fair. New-age women are not only independent, but they are confident too. The only thing they demand from society is support, which we should provide them.  

Along with dowry, there is one more burning issue that has a profound impact on women's growth. It is prevalent in all kinds of society and is known as violence. Violence against women is present in one or another form in public and private spaces. Sometimes, violence is accompanied by other burning issues such as exploitation, harassment, and trafficking, making the world unsafe for women. We must take steps to stop this and ensure a safe and healthy place for women.  

Poverty is also one of the major roadblocks towards gender equality. It has led to other malpractices such as child marriage, sale of children, trafficking and child labour, to name a few. Providing equal job opportunities and upliftment of people below the poverty line can help bring some checks onto this.

Initiative Towards Gender Equality

Any kind of discrimination acts as a roadblock in any nation’s growth, and a nation can only prosper when all its citizens have equal rights. Most of the developed countries has comparatively less gender discrimination and provide equal opportunity to both genders. Even the Indian government is taking multiple initiatives to cut down gender discrimination. 

They have initiated a social campaign called “Beti Bachao, Beti Padhao Yojana” to encourage the education of girl children. Besides this, the government runs multiple other schemes, such as the Women Helpline Scheme, UJJAWALA, National Mission for Empowerment of Women, etc., to generate awareness among the people. Moreover, as responsible citizens, it is our responsibility to spread knowledge on gender discrimination to create a beautiful world for wome n [1] [2] .

The covid-19 pandemic shows that where, when, how, and to whom care is delivered has never been more diverse. In today’s healthcare, the people delivering care must be similarly diverse, for the benefit of the profession, its practitioners, and patients. 1 2 3 Yet around 90% of the world’s nurses are women. 4 Calls are being made, as they have before, to examine ways to promote the profession among men to tackle this imbalance. 1 5

Nursing is an inherently human experience: it is done for humans, by humans, and as humans, and in human experience no one gender claims primacy. Men have had, and continue to have, a valuable contribution to make to nursing, not simply because they are male but because they are human. Men enter the profession for the same reason as women—to care for people.

Huge shortage

Nurses are often the first, and sometimes the only, healthcare provider that a patient sees, 6 making them well positioned to respond to healthcare challenges at every level. One of the key challenges affecting the achievement of the sustainable development goals of health and wellbeing, 7 is the worldwide shortage of nurses. Recruiting more men is essential to tackle this shortage.

The world faces a deficit of 13.5 million nurses in the next decade. 4 8 In its first report on the state of the world’s nursing, 6 the World Health Organization estimated that an additional six million nurses will be needed by 2030. This is a 20% increase from the current total global nursing stock of 27.9 million. In addition, the burden of anticipated retirement over the next decade means that 4.7 million new nurses must be recruited just to maintain current staffing levels. 4 It is too early to say what effect the covid-19 pandemic will have on intention to join the profession, but initial estimates are that at least a further 10% will leave. 9 Data to monitor the effect of covid-19 on recruitment and retention of nurses will be vital.

Recent changes in society, healthcare globally, and nursing have seen more men entering the profession. In general, their number varies across regions ( table 1 ) and remains stubbornly low in some countries and clinical specialties such as obstetrics. 10 The reasons for this are unclear but may include cultural perceptions of the role of men and women in society, the status of nursing itself, or the pay and conditions of nurses. For example, a higher proportion of male nurses in some countries may reflect societal perceptions of the role of women, and vice versa. Further research into this area may provide useful insights into gender equity for all.

Why are men under-represented?

Contrary to the common perception that male nurses are a relatively recent phenomenon, men in nursing can be traced to 1600BC ( box 1 ). 16 History speaks of military and religious orders such as the Parabalani (“those who disregard their lives”)—a group of men who cared for people with leprosy in Alexandria in AD416, or St Camillus de Lellis, who in AD1535 vowed to care for sick and dying people. 5 12 The Maltese cross, a symbol of humanitarianism worn by the Knights Hospitaller in 1099, was subsequently adopted by the Nightingale School of Nursing in London. 14

Brief history of men in nursing

  • 250BC: First nursing school in the world started in India. Only men were considered “pure” enough to become nurses 11 12
  • AD416-18: The Theodosian codes refer to the Parabolani—a group of 500 poor men who cared for the lepers of Alexandria 5 12
  • 1095: Order of the Brothers of St Anthony founded (merged with the Knights of Malta in 1775) to care for people inflicted with the medieval disease of St Anthony’s fire 13 14 15
  • 1099: Knight Hospitallers of St John of Jerusalem founded to care for sick and injured pilgrims en route to and from the Holy Land 13 15
  • 1119: Order of Saint Lazarus of Jerusalem founded
  • 1180: Order of the Hospitallers of the Holy Spirit and the Brotherhood of the Holy Spirit founded
  • 1192: Order of Brothers of the German House of Saint Mary in Jerusalem, or the Teutonic Knights, founded
  • 1334: The Beghards (renamed Alexian Brothers after Saint Alexis in 1469) cared for the poor, the lepers, and the “morons and lunatics” of Europe 5 14 16
  • 1535: St John of God began studying under the monks of St Jerome and cared for the ill and mistreated
  • 1585: St Camillus de Lellis became a priest and established a religious order, vowing to care for the sick and dying even with danger to his own life
  • 1600s–1700s: Protestant reformation led to the closure of monasteries and convents across Europe resulting in a loss of records of organized nursing activity 14 16
  • 1780s: Nurse James Durham (or Derham) became the first African American in the United States to practise medicine 12
  • 1850–1950s : War began to alter nursing, and the role of men within it
  • 1859: Florence Nightingale publishes Notes on Nursing , suggesting “every woman is a nurse”

By the mid-1800s as men fought and died during the Crimean, American civil, and other wars, more women became nurses. In the years after the introduction of the epochal Nightingale reforms, men were increasingly excluded from formal nurse education and eventually were barred from the English general register. 2 5 11 14 15 17

Combined with the gender based division of labor, and Victorian righteousness regarding the place of women in society, 14 15 16 18 the feminization of caring within the hierarchical male dominated medical model meant men wishing to do the dirty “women’s work” were classified as deviant, undesirable, or unable to get a “real man’s” job. As caring became devalued, more men were forced to find occupations with better pay so they could provide for their families. 16

The decline of the male nurse is a complex product of cultural, historical, economic, and political factors. In modern times, the move from the hospital based apprenticeship model of education to the tertiary setting has helped establish nursing as a profession. But rising entry requirements have not been accompanied by a corresponding increase in remuneration, making nursing a less attractive career option for men and women. In addition, gendered and inaccurate representations of nursing and male nurses limit the public’s perception and affect the recruitment and retention of men. 3 19

Men in the profession have also experienced stigmatization and have been disparately positioned as being both dominant and dominated, victimized and valorized, and of benefiting from the hidden advantages of status shield and status bonus that their gender affords. 20 21

Studies show that adverse stereotypes affect male nurses’ physical and emotional wellbeing, resulting in depression, demotivation, and in some cases their exit from the profession. 19 The perpetuation of such stereotypes and gender based labels injures the profession, preserves segregation, and stifles the pursuance of gender equality for all. 1 6 22 Moreover, they compound the shortage of nurses, limit diversity in the workplace, and deny patients of both genders a holistic caring environment. 1 5 23

What can be done?

Increasing the number of men in nursing is seen as difficult because of the erroneous perception that nursing is a female-only profession, sexist stereotypes of the male nurse being less masculine, 11 13 16 and nurses’ undervalued status and pay. Solutions are as complex as the genesis of the 200 year decline of men in nursing. There is no quick fix, and change requires political, sociocultural, and professional action. Although some solutions will be universal, ultimately each country and culture will have to determine what works best for them. Nurse leaders and politicians should offer long term, strategic solutions beyond mere marketing campaigns. 3

Better public understanding

That is not to say that marketing is not needed. Indeed, given the publicity afforded to the profession during the pandemic, now is an ideal time to set aside the nostalgic view of nursing 3 and capitalize on a contemporary civic conception of caring, competence, and capability throughout clinical settings from community to critical care.

The public has seen nurses caring for ventilated patients, using tablet computers so that family members could say goodbye to loved ones, leading covid testing centres, and innovating in practice. We have heard stories of nurses’ adaptability, resilience, determination, camaraderie, and composure. We have seen them hold patients’ hands and hold governments to account while fighting for proper personal protective equipment. This has given the public a better insight into the art and science of caring in modern healthcare, which we can build on to attract more men, and women, to the profession.

Neither patients nor the public fully understand the complexity of nurses’ work. 3 Highlighting nurses’ roles across domains of practice, registration status, and stage of career could promote a more realistic understanding, not just of men in nursing but of nursing itself. 24 Campaigns such as Nursing Now have raised the status and profile of nursing, and this momentum must be maintained. As part of this, we must de-gender and revalue caring 1 by attaining a gender balance and by continuing to advocate for better pay and conditions for nurses. 25

Better recruitment

Men enter and stay in nursing for many of the same reasons as women, and ultimately, they do so to care for patients. 24 Therefore, recruitment strategies that dispel the myths surrounding the male nurse while promoting the inherent values of nursing are needed. 10 We can look to countries with higher percentages of male nurses for direction.

For men becoming nurses mid-career, graduate entry should be an option—not just in terms of access to a place on the program but also with financial support to facilitate the uptake of that place. As countries seek to increase the number of nursing graduates, consideration could also be given to a specific allocation of places to male applicants to show that men are both missing and needed in nursing. 17 Many male nurse societies were established in the mid-1800s, and such social supports, including the provision of male role models, will help retain men in the profession.

More financial investment

WHO recommends that nursing education be considered a science subject. 6 Therefore, nursing should be afforded the status, pay, and benefits of other science and technology professions. For example, a senior staff nurse (a nurse with over 20 years’ experience) in Ireland earns just under €50 000 (£43 000; $61 000) in base pay a year whereas a pharmacist earns the same after seven years and up to €67 000 after 13 years. 26

Adequate pay and acceptable working conditions, 6 mobility, and opportunity for personal and professional advancement must underpin and be highlighted in recruitment and retention initiatives.

Confrontation of stereotypes

Stereotypical assumptions must be challenged at school and societal level in careers guidance, mainstream and social media, and popular culture so that boys know that nursing is a valid career option. 3 19 27 28 29 This will require greater intersectoral and cross government collaboration from the early years to higher education levels, 6 and for broadcasters to consider how their programming may negatively portray nursing and male nurses. We must robustly voice our objection to any outdated overtures that disenfranchise the profession and the people within it.

We must also promote professional acceptance and challenge stereotypes and assumptions in the profession itself—such as those in relation to male nurses’ sexuality, ability to care, or reasons for entering the profession. For example, the literature often refers to the “hidden advantage” of male nurses and the over-representation of men in leadership positions without examining broadly why this is so.

Although there may be many individual and institutional reasons for this “glass elevator,” including conscious and unconscious bias, hegemonic masculinity, explicit or tacit discrimination, continuity of employment, organizational gendering practices, or the personal and professional characteristics of the individual nurse, 17 30 31 such discussion conflates the problem of attracting men to the profession with the career progression of all nurses. Indeed, examining ways to empower all nurses thorough initiatives such as the International Council of Nurses’ global nurse consultants initiative will help improve health, promote gender equality, and support economic growth. 32

Continuing men’s long history in nursing

Men have a rich and varied history in nursing, a history that is somewhat lost to the last 200 years and the often misquoted preface of Florence Nightingale’s Notes on Nursing that “every woman is a nurse.” Less well quoted, however, is her full contention that “While it has been said and written scores of times, that every woman makes a good nurse I believe, on the contrary, that the very elements of nursing are all but unknown.”

The consequences of the lack of men in nursing can be considered in terms of the effect on male nurses themselves, the profession as a whole, and on the patients that nurses serve.

To increase the number of men in nursing, it is important to highlight to men their historical past and their potential future in a rewarding, contemporary career with myriad clinical, academic, and professional development opportunities. The profession must continue to lobby governments to move beyond mere platitudes and actually provide parity of pay and esteem. We must portray to the public the true scope and complexity of our professional practice, 3 and we must build a profession for all through robust policy that focuses on education, jobs, practice, and leadership.

Welcome to another of our IELTS task 2 essay samples. Students often ask us, how do I write a band 9 essay? Well, writing a band 9 essay task 2 answer is certainly not easy, but the first step is to look at excellent examples and get an idea of appropriate language and layout.

The following is an example of an essay on gender equality which is a common topic for the IELTS essay. This gender equality essay (IELTS task 2) may come up in either the Academic or General IELTS test.

The first step is to read the question carefully. It will often begin with a statement along the lines of, 'the position of women has changed a great deal in recent years' or 'some people feel that equality between the sexes cannot be achieved' . You may get a gender equality IELTS essay where you are focusing on how the sexes are equal (or not) or an essay on gender discrimination where you might be looking more at examples of negative treatment of women, the reasons for this and possible solutions.

A gender equality essay, or gender discrimination essay is somewhat flexible and you can adapt the question to your own knowledge and experience as well as using some global examples that you might be aware of such as the recent demonstrations in Iran.

Sample Gender Equality Question

Women can do everything that men can and they even do it better. They also can do many things that men cannot. But it is a fact that their work is not appreciated as much as men's, although they have to sacrifice a lot for their family and career. It is said: "A woman's place is in the home." What do you think?

IELTS Model Essay on Gender Equality

Women and men have had different roles in the community since the beginning. Under modern pretexts these differences are slowly converging. However, due to the genetic inheritance and socio-demographic components, these differences do exist.

Firstly, men are undoubtedly better adapted genetically to perform physical tasks. Therefore, the assumption that women can match men in everything is clearly flawed. The difference between their physical abilities is clearly demonstrated in the sporting arena. Take, for example, the Olympics or any international sporting event. It can be clearly seen that in these competitions the genders are separated due to inherent differences between the sexes.

Secondly, it has been argued that women are less appreciated in society due to their traditional roles in the home. This statement is true to a certain extent because it largely depends on the society. In certain traditional societies in Africa, females working is frowned upon and is seen as neglecting the family, whereas in Afghanistan, in general, females are allowed to do little else but stay at home, being a housewife.

Consequently, a woman’s value is largely dictated by the society, culture and history. Nevertheless, to state that her place is in the home is widely considered sexist in modern western societies.

To conclude, differences do certainly exist; however, these are largely through nature. Also, the role women may have is usually dictated by other factors, such as, religion or society, not ability.

IELTS Writing Task 2 gender topic common questions

1. Is this model the same as agree or disagree questions about gender? 

Absolutely, yes. 'What do you think?' is the same as asking whether you agree or disagree with the preceding statement.

2. For my gender equality writing task 2, I am worried that I won't have enough facts to support my arguments.

Don't worry about accuracy with places and exact dates, the important thing is your ideas, and if you need to give examples, you can mention different countries. That will be fine. Essay writing on gender equality is not the same as submitting a research paper, you only need to set out your arguments, not reference everything.

3. We didn't study gender equality essay writing in class. Can I still answer the question? 

Of course, you can! It's impossible to study for every potential question in IELTS writing task 2. Gender equality is one of many possibilities and every given subject has scope for flexibility.  Just stay calm, think about your own experiences and knowledge from your own community and the position of women in different professions in your own country, and you will be able to think of some ideas and relevant examples to form your main arguments. These will be the topic sentences for the body paragraphs in your essay. Remember, each paragraph should have one clear topic sentence.

And finally - you may get a gender equality IELTS speaking question in part 3 of the speaking test relating to female students in higher education, women doing military service or women in different professions and how they are treated compared to their male counterparts.

Other possibilities include questions about women in developed countries and whether they have similar rights to men. If so, the vocabulary in the sample answer above will ensure that you are well-prepared to speak about equal opportunity!

Essay On the Future of Gender Equality in Workplace

Do you think gender equality will dominate in the future.

GENDER EQUALITY – Here is an essay on the future of gender equality in the workplaces in the country.

Undeniably, several workplaces hire more male employees than female ones. One of the most common reasons of employers is that men have chances of staying longer in a company than women for there are stages in the latter’s life that might cause huge changes.

Let us take for example when a woman gets pregnant. Female employees have to take a maternity leave when they are pregnant thus someone has to take over their tasks. Truths be told that the reliever of the task may not be so used to it and it can affect the company as a whole.

Women may not be only absent from work during pregnancy and giving birth as a few months after giving birth, the mother will be dedicating her time in taking care of the baby.

Gender Equality

Another common reason is that there are tasks wherein men are more suitable that women. When you hire a male employee, he may not only be good for office work. That employee can also help carrying heavy boxes when deliveries arrive and there is a shortage of the workforce.

However, these situations are unfair. How do you see the future of the call for gender equality in the workplace? There are things that men can do and women can’t but there are also those that women can do and men can’t.

For a more acceptable stand, both men and women can do similar things but performances would vary. There are those that are really suitable for men while there are also those that can be done better with a female employee. Thus, other qualifications must be on the front line when hiring and not the gender of the person.

Each of us is created unique regardless of the similarities in gender. We must look beyond what the outer appearance of a person conveys.

In recent years, Pew Research Center has conducted multiple studies that focus on gender and gender identity. This analysis of Black Americans’ views on gender equality, gender roles, feminism, and transgender and nonbinary issues relies on data from four of these focused surveys.

The first was conducted among 8,660 Black adults (ages 18 and older) from Nov. 19, 2019, to June 3, 2020. It contains data from four sources: Pew Research Center’s American Trends Panel (conducted online), NORC’s AmeriSpeak panel (conducted online or by phone), Ipsos’ KnowledgePanel (conducted online) and a national cross-sectional survey by the Center (conducted online and by mail). This survey provided the data on Black adults’ views on gender, faith and family discussed in this report. For more information on this study, see its methodology and questionnaire .  

The second was conducted online among 3,143 U.S. adults (ages 18 and older) from March 18 to April 1, 2020, on Ipsos’ KnowledgePanel. There were 705 Black adults in the sample. This survey provided the data on the public’s views of gender equality and feminism discussed in this report. For more information on this study, see its methodology and questionnaire .

The third survey was conducted online among 3,912 Black adults (ages 18 and older) from Oct. 4 to 17, 2021. The survey includes 1,025 Black adults on the Center’s American Trends Panel and 2,887 Black adults on Ipsos’ KnowledgePanel. This survey provided the data on Black adults’ views of intersectional issues and their concerns about discrimination against LGBTQ people. The fourth survey was conducted online among 10,188 U.S. adults (ages 18 and older) from May 16 to 22, 2022, using the Center’s American Trends Panel. There were 799 Black adults in the sample. This survey provided the data on the public’s views of transgender and nonbinary issues discussed in this report. For more information on this study, see its methodology and questionnaire . Respondents in each study were recruited through national, random sampling of residential addresses. Recruiting panelists by mail ensures that nearly all U.S. adults have a chance of selection. This gives us confidence that any sample can represent the whole population (see our Methods 101 explainer on random sampling).

The terms “Black Americans,” “Black adults” and “Black people” are used interchangeably throughout this report to refer to U.S. adults who self-identify as Black. These terms refer to Black adults who are single-race Black and say they have no Hispanic background, unless otherwise noted.

Throughout this report, educational descriptors are shortened to denote the following: “High school or less” indicates Black adults who have obtained a high school diploma or lower level of education, and “some college experience” or “with college experience” indicate Black adults who either attended college and obtained an associate degree but not a bachelor’s degree, or who attended college without obtaining any degree.   

The acronym “LGBTQ” collectively refers to people who are lesbian, gay, bisexual, transgender or queer.

The term “transgender” is used here to refer to people whose gender is different from the sex they were assigned at birth. This includes, but is not limited to, transgender men (that is, men who were assigned female at birth) and transgender women (women who were assigned male at birth).

The term “nonbinary” refers to people who are neither a man nor a woman or who aren’t strictly one or the other. Some, but not all, nonbinary participants also consider themselves to be transgender. Read more on how we measured the share of the U.S. population that is transgender or nonbinary .

The phrase “gender equality” is used throughout this report to refer to the extent to which women and men have equal rights, opportunities and access to resources in the United States.

Discussions about gender equality and feminism have a long history among Black Americans. Some hallmarks of this history are Maria Miller Stewart publicly affirming the place of Black women as abolitionist leaders in Boston in 1832; the Combahee River Collective ’s formative statement on the intersection of race, gender, class and sexuality in 1977; Anita Hill’s sexual harassment allegations against then-Supreme Court nominee Clarence Thomas in 1991; and the ongoing discussions about how women are represented in rap music , both as subjects and performers of songs. These often-contentious debates raise questions about the relative importance of gender and other inequalities among Black Americans, given the long history of racial inequality in the United States.

To be sure, about six-in-ten non-Hispanic Black adults 1 (62%) say Black people should prioritize the struggle against racism over other inequalities, according to a 2021 Pew Research Center survey of Black adults. Meanwhile, three-in-ten Black adults say the opposite: that racism should not be prioritized over other inequalities. Among the 30% who say racism should not be prioritized, most say this is because racism is just as important as other inequalities or that racism is interconnected with other inequalities. 

Although most Black Americans view the fight against racism as their primary struggle for progress, they also support women’s equality and think feminism has been a positive force for women overall and for Black women specifically, according to a 2020 Pew Research Center survey of U.S. adults.  

About eight-in-ten non-Hispanic Black adults say it is very important for women to have equal rights with men (79%). The majority of Black adults (76%) also say the feminist movement has done a great deal or a fair amount to advance women’s rights. And about half of Black adults say feminism has helped Black women (49%).

These findings stand in stark contrast to the contentious history that Black Americans have had with the feminist movement. Black women were relegated to the back of feminist marches in the 19th century, if not completely excluded. Black women redefined their approach to women’s equality, and even renamed it “womanism” to make it more inclusive of their needs and to reject the exclusion they had experienced in feminist organizations. 

This history provides context for the findings of the 2020 survey, which indicate that about two-thirds (68%) of Black adults view feminism as empowering, but nearly half (48%) would not use the term “feminist” to describe themselves. 

Black adults are split over how much society should accept transgender people

According to the Williams Institute, at least 1 million Black adults in the U.S. are lesbian, gay, bisexual or transgender (LGBT), making up 12% of the nation’s LGBT population. LGBT Black Americans are younger than non-LGBT Black adults, with nearly 60% under age 35 compared with 34% of non-LGBT Black adults. Women comprise a larger share of LGBT Black adults than of non-LGBT Black adults, and LGBT Black adults are slightly less likely to live in the South than the rest of the Black population.

Black LGBT and non-LGBT adults do not differ in their sense of belonging to their own race. Nearly half of both groups say they feel connected to Black communities. And 62% of Black lesbian, gay or bisexual adults and 29% of Black transgender adults say they feel a part of the larger LGBT community, the Williams Institute has found.

Still, over half of Black LGBT adults (55%) say the city or area they live in is not a good place for transgender people, and 39% say their areas are not safe for lesbian, gay or bisexual people . In fact, the majority of Black LGBT people say they have experienced verbal insults or abuse (79%) or have been threatened with violence (60%).

The social difficulties that Black LGBT people experience are reflected in Black Americans’ views on gender identity issues, according to a 2022 Pew Research Center survey of U.S. adults. Only 13% of non-Hispanic Black adults say that U.S. society is extremely or very accepting of transgender people.

However, Black adults are split in their views on how accepting society should be. While 36% say society has not gone far enough in accepting people who are transgender, 31% say the level of acceptance in society has been about right and 29% say it has gone too far. And while about four-in-ten Black adults (41%) say views about transgender people and issues are changing at the right speed, roughly a third (34%) say they are changing too quickly. 

These divergent points of view exist alongside each other, demonstrating that Black Americans’ views on gender identity issues show much less consensus than their views on gender equality.

The findings in this report emerge from four Pew Research Center surveys of U.S. adults conducted from 2019 to 2022. Using multiple Center surveys provides a unique opportunity to summarize Black Americans’ views on gender equality and gender identity in the United States in the broadest scope. The report provides context for Black Americans’ views on and experiences with current issues of national importance, such as their majority disapproval of the overturning of Roe v. Wade (67%) and the disproportionate number of Black transgender and nonbinary people who experience fatal violence .  

Here are other findings presented in this report:  

Black Americans are critical of the progress of women’s equality in the U.S. About seven-in-ten Black adults (69%) say that the U.S. has not gone far enough in giving women equal rights with men. And among those who say this, a quarter say it’s not too or not at all likely that there will be equal rights between women and men in the future. 

Black Americans are more likely to have egalitarian views about gender roles than their houses of worship. Black adults believe that mothers and fathers who live in the same household should share parenting (86%) and financial responsibilities (73%). However, the majority of Black Americans who attend religious services at least a few times a year say their congregations are more likely to emphasize men’s financial role in the family and involvement in Black communities as role models than women’s family and community roles.  

Black Americans are more likely to know someone who is transgender or nonbinary than to identify as such themselves. About 1.4% of Black adults are transgender or nonbinary. However, 35% of Black adults say they know someone who is transgender. And among those who have heard at least a little about people who do not identify as a man or woman, 26% say they know someone who identifies this way. 

CORRECTION (Feb. 27, 2023): In Chapter 3, the chart “Nearly six-in-ten Black adults say Black organizations should address the challenges Black LGBTQ people face,” the rows for women and men have been edited to correct an inversion in the percentages of Black women and Black men who think organizations should address challenges that Black gay and lesbian people face. These figures are 62% and 51%, respectively. These numbers were referenced correctly in the body of the report, and the changes did not affect the report’s substantive findings.

Breaking gender barriers through education

Roseline Adewuyi  is a fervent advocate for gender equality in Nigeria, driven by a passion for dismantling entrenched gender stereotypes. She spoke to Africa Renewal’s  Kingsley Ighobor on the need to empower girls through education. This is in line with the African Union’s theme for 2024: Educating and skilling Africa for the 21 st   Century.

Roseline Adewuyi believes that fighting gender inequality requires raising awareness and empowering young women and girls through education.

“My goal is to help break those barriers that limit our potential,” she told  African Renewal  in an interview. “I am talking about issues related to land rights, access to education, economic empowerment, leadership, and trust me, gender discrimination.”

Gender discrimination, she explains, is heightened during times of severe economic constraints such as now, when the tendency is often to invest in boys over girls. “That’s when parents often choose to send their sons to school or provide them start-up funding for business ventures, while daughters are expected to focus on house chores and wait for marriage. It’s absolutely absurd.” she insists. 

Roseline has her work cut out for her. “We are constantly finding ways to help women and girls break free from these constraints.” 

She founded the Ending Gender Stereotypes in Schools (ENGENDERS) project, which is dedicated to unlearning gender stereotypes in educational institutions.

“We reach the students, boys and girls in high schools and universities, and we do community engagement, speaking to parents and other influential community inhabitants,” she explains.

Already, she claims to have reached tens of communities and over 6,000 young girls through seminars and webinars, while her  blog , featuring over 300 articles on gender equity, has garnered a wide audience.

Currently pursuing a Ph.D. in French Literature with a focus on women, gender, and sexuality studies at Purdue University in Indiana, US, Roseline now aims to merge academic rigour with passionate advocacy.

“It’s an interesting intersection,” she says, adding that “The body of knowledge that we pass on to future generations is full of gender stereotypes. Our books need to be gender conscious.

“In most African literature, characters often depict women or girls as housemaids and men as pilots or engineers. It reinforces stereotypes; we need to root it out,” she stresses.

Roseline's journey into gender advocacy began in her childhood, fueled by a belief in the transformative power of education. She recognized the systemic challenges faced by African women and girls, including limited access to education and entrenched cultural biases.

“When I served as a prefect in secondary school, the belief among boys and even some girls was that I did not merit the position, that leadership was reserved for the boys. That experience sparked my curiosity as to why girls weren’t perceived as equally competent as boys.”

In 2019, she worked as a translator and interpreter for the African Union (AU), having been selected as one of 120 young people from various African countries to participate in the AU Youth Volunteer Corps. 

Her exposure to continental leaders' efforts to address gender-related challenges reinforced her conviction that gender equality is essential for achieving sustainable peace and security.

“At the AU, I also realized the connection between gender and peace and security. When there is a crisis, it is women who suffer the most. Therefore, women must be at the centre of efforts to achieve peace in our societies,” she adds.

Her international exposure includes being a participant in the Young African Leaders Initiative in 2016 (YALI – Regional Leadership Center West Africa), as well as being a Dalai Lama fellow in 2018. She says these experiences exposed her to gender best practices and strengthened her resolve to advocate for change in her home country.

Although some advances have been made in gender equality in Nigeria, Roseline highlights that the remaining hurdles include challenges in female land ownership, financial inclusion, and access to education.

“For example, we have laws [in Nigeria] that provide for women’s rights to land, but many communities still prevent them from owning a piece of land. We also have situations in which widows are not allowed to inherit the properties of their husbands. 

She says: “So, we have a lot more work to do. We need effective community engagement in raising awareness among women about their rights.

“Importantly, we need to provide women with access to education to equip them with the knowledge and skills to assert their rights effectively.”

In her ongoing advocacy work, she acknowledges facing cyberbullying, which she attributes to resistance from elements of a patriarchal society reluctant to embrace progress.

Roseline's final message to young African women and girls is for them to drive positive change, stand up for their rights, and challenge gender norms.
