Modernizing for growth

In the City of Rockingham, Australia, a small IT team must add services and support new initiatives at a rapid pace. "We're a growth council with a rising population and a large community infrastructure plan," says Michael Yakas, manager of customer and corporate support for the City of Rockingham. "The city is spending about AU$45 million on a new recreation and sports complex. We will be supporting new [closed-circuit TV] infrastructure while also ensuring all corporate systems are accessible and reliable."

All of the city's critical workloads—from enterprise resource planning to records management to recreation management—were running on traditional IT infrastructure that had reached end of life. "Our existing server and storage infrastructure needed to be modernized," Yakas continues. "To meet the City's requirements, we've established an IT strategy based on three pillars: standardize, simplify, and improve. We wanted to deploy infrastructure that would not only simplify operations and support growth but also allow us to improve disaster recovery and business continuity."

Standardizing on hyperconverged infrastructure (HCI)

The city released a tender detailing the requirements for its infrastructure refresh. "We looked at solutions from a number of vendors, but the Cisco HyperFlex solution presented to us by Cirrus Networks really caught our attention," says Yakas. "Our team are all generalists. We don't have a storage or server specialist. Cisco HyperFlex enables us to standardize on a hyperconverged infrastructure solution that makes it much easier for our small team to manage everything."

"With Cisco HyperFlex, we have a lot more computing power, so provisioning, migration, and backup tasks are a lot faster now," continues Yakas. "We're confident this is a solution that can scale to meet the city's growing needs."

For the City of Rockingham, the ability to manage everything from a single interface makes a big difference. "Cisco Intersight provides a single management console to monitor and manage our hyperconverged environment," says Yakas. "Previously, the team used virtual infrastructure management plus additional consoles for managing servers and storage. Intersight presents everything from a single pane of glass. It's simple to use, so we can spin up new servers in no time and migrate servers for maintenance tasks without taking downtime."

Stretching the limits

The City's tender included requirements for disaster recovery and business continuity that the Cisco HyperFlex architecture also addressed. A Cisco HyperFlex stretched cluster provides active-active mode disaster avoidance for mission-critical workloads with high uptime and no data loss.

"Our previous infrastructure really wasn't able to support our business continuity plan," says Yakas. "Now, with Cisco HyperFlex stretched across two sites, if an outage affects one site, the other location can seamlessly support all of our operations."

"Backups are another important element of our business continuity plan," Yakas continues. "We had an issue with backups when I first took over the team, and we put a temporary solution in place. The transition to Cisco HyperFlex gave us the opportunity to revisit backups. Now we are relying on Veeam for backups, with data copies at both sites in case they are needed for recovery."

If anything affects the city's online services, residents notice right away. "Our data centers are connected to more than 20 remote locations around the city. If something goes down, it could impact every outstation," says Yakas. "For instance, if the recreation management system is down, the gates at recreation centers may not open."

This means that avoiding downtime—from disasters and planned outages—is important. "The ability to perform online infrastructure upgrades with Cisco HyperFlex makes it easier for us to meet our 99.5 percent uptime [service-level agreement], and we can now do upgrades during business hours if we need to," explains Yakas. "We also refreshed some of our core networking with Cisco Catalyst switches that can be upgraded without disruption as well."

Partners for peace of mind

For small IT teams, it can be important to pick the right partners to help ensure that strong support networks are in place when you need them. "The IT infrastructure layer is critical to city operations, and we like to think we're doing our bit to support the city's strategy," says Yakas. "We've used Cisco networking for a long time and now we've standardized on Cisco HyperFlex. Cisco is a key partner for us and a trusted name."

Peace of mind is important, and the city's IT team is now able to do much more to build confidence in its internal processes. "We're now able to do annual failover testing, which is something we've never done before," explains Yakas. "I've also got the team working on monthly backup tests to make sure we are able to restore data should we need to." 

The City of Rockingham is also partnered with Cirrus Networks, a well-known Australian provider of IT solutions and managed services. "Cirrus presented the stretched Cisco HyperFlex architecture to us, and the success of our implementation is all down to Cirrus and their team," says Yakas. "A network refresh is the next big project and we'll be looking to continue to standardize, simplify, and improve our operations."

Citadel's Ken Griffin wants to build a massive NYC skyscraper that the city hopes will lure more workers back to the office

Citadel's Ken Griffin is planning a 62-story skyscraper in the heart of midtown that New York City's mayor hopes will bolster the ongoing revitalization of the neighborhood after many buildings went vacant during the pandemic .

Real estate developers Vornado Realty Trust and Rudin filed plans for the project alongside Griffin (whose Citadel and Citadel Securities will serve as anchor tenants), the mayor's office said Tuesday.

Located at 350 Park Avenue, the building is expected to be completed in 2032, and will house over 6,000 jobs. It will also comprise a public concourse with seating, green space, and art.

Developers purchased air rights from St. Patrick's Cathedral and Saint Bartholomew's Church in order to construct the building. The prices they paid will fund upkeep for both churches, the Mayor's office said, to the tune of $150 million.

"This project will build on our continued efforts to energize Midtown Manhattan as the world's most important business address and an economic engine for working-class New Yorkers," Adams said in a statement.

There have been signs that New Yorkers are increasingly working in person. Bloomberg reported Wednesday that the city's return-to-office rate had reached almost 80% of pre-pandemic levels, according to a new study.

For his part, Griffin highlighted in a statement the building's "incredible light, 360-degree views, and spacious layouts in one of the leading financial centers in the world."

Griffin has previously discussed how remote work can harm corporate culture, and a spokesperson for Citadel told Business Insider the company has been back in the office full-time since June 2021.

But Griffin doesn't have his sights set exclusively on New York. In November, the billionaire hedge fund manager said Miami — where Citadel moved from Chicago in 2022 — could one day overtake New York as the financial hub of the United States.

As part of the Strategic Asset Management team, you are responsible for an integrated asset information system – developing, updating and maintaining – which ensures asset management plans and infrastructure programmes are provided and meet City standards.  This role offers you the opportunity to apply your advanced IT skills by developing and maintaining inventory data sets for all our infrastructure assets, utilising GIS tools to ensure those assets are linked to geographical locations, and are updated correctly in the Asset Management module.  You will be the module champion for parks and building infrastructure assets, enabling to apply your interpersonal skills as you train colleagues in the system. 

To be considered for this role, you must address the following selection criteria when submitting your online application:

  • Ability to interpret technical drawings and specifications
  • Developed problem solving and analytical skills
  • Advanced information technology skills including infrastructure asset management information systems and the ability to develop and maintain registers for infrastructure assets and the Microsoft Office software suite
  • Experience with geospatial information systems, updating and modifying geographical information mapping layers and data
  • High level of asset management skills

We are offering a gross salary of $82,627 per annum and: 

  • 11% superannuation with the option to co-contribute up to a further 5%

Rockingham is the county seat of Richmond County. It was on April 19, 1774, that a county-seat was authorized, to be called Rockingham. April 19 may be considered as the birth date for Rockingham.

On April 1, 1785, the three duly appointed Commissioners – General H. W. Harrington, John Cole Sr., and Robert Webb, met and bought 18 acres of land from John James, Sr. for about $30, and 32 acres from John Cole for $50. This land was situated on the road that ran from the Mountains to Cross Creek (now Fayetteville). The land was bounded by Falling Creek on the south, and Hitchcock Creek on the North and West – a constricted area.

The City of Rockingham was named for the Marquis of Rockingham, Charles Watson Wentonworth, a strong friend of the Colonies, who was Prime Minister in 1765. He was in bitter opposition to Lord North and the policy that lost America. He again became a Prime Minister in 1782, dying that year at the age of 52.

With significant scenic and natural areas, including the Pee Dee River & National Wildlife Refuge, Sandhills Game Management Area and Blewett Falls Lake, outdoor activities are endless. 

 For the wildlife enthusiasts, fishing and hunting are popular sports. The area is rich in deer, dove, turkey and other small game. There are numerous hunt clubs located in the area with memberships available. 

 The Rockingham Dragway offers year round events that bring thousands of people to our area.

WASHINGTON — With the April tax deadline arriving next week, the Internal Revenue Service today reminded millions of last-minute tax filers that the agency has a variety of free tools and resources available on IRS.gov.

From tax preparation, answers to tax law questions, refund tracking, tax law research to business topics and more, IRS.gov has everything needed for taxpayers to file on time or get an easy, automatic six-month extension to file. The IRS also has special Saturday hours available at 70 Taxpayer Assistance Centers across the country to help taxpayers.

“Millions of taxpayers across the nation will be working on their tax returns during the final hours, and people should remember they have many ways to get last-minute help,” said IRS Commissioner Danny Werfel. “We have a variety of free tools on IRS.gov that can help with basic tax law questions, provide free filing options, update refund status and even provide ways to request an extension for more time to file. We’re continuing our expanded special assistance for taxpayers right through the final weekend of tax season with special Saturday hours at 70 locations.”

For most of the nation, the tax deadline is April 15. Taxpayers in Maine and Massachusetts have until April 17 to file and pay taxes due this year. This is because these states observe the Patriots’ Day holiday on April 15 this year and April 16 is the Emancipation Day holiday in the District of Columbia. Other taxpayers in disaster areas, certain active-duty military members and citizens living abroad automatically get more time to file; more details are below.

For taxpayers who need an extension of time to file their taxes, there are several options to get an automatic extension through Oct. 15. Although an extension grants extra time to file, it does not extend the obligation to pay taxes due on April 15, 2024. To avoid penalties and late fees, taxpayers who owe should pay either their full tax bill or at least what they can afford to pay by the April 15 deadline.

The IRS estimates 19 million taxpayers will file for an automatic extension.

The IRS has already received more than 100 million tax returns, with tens of millions more expected to be filed as the tax deadline approaches.

“Delivering tax season is a massive undertaking, and we greatly appreciate people in many different areas working long hours to serve taxpayers as the tax deadline approaches,” Werfel added. “This effort reaches far beyond the IRS and includes hard-working tax professionals, software providers, the payroll community as well as our colleagues in the state tax agencies. Their work helping taxpayers makes a difference.”

Get tax help, day or night

For those needing last-minute help, taxpayers will find filing information for individuals as well as businesses and self-employed on IRS.gov. For last-minute filers looking for free resources, IRS Direct File remains an option as does IRS Free File . Anyone can use IRS Free File to submit an extension of time to file regardless of their income.

IRS.gov is an important resource that can help in a number of areas:

  • For answers to tax law questions, taxpayers will find tools like the Interactive Tax Assistant or they can use the Frequently Asked Questions tool to find answers to dozens of topics.
  • To see federal tax information, taxpayers can use the Online Account . They'll find information such as a payoff amount, a balance owed, their payment history and key information from their current year tax return as originally filed. They can also get tax return transcripts.
  • Use the Get Transcript tool to view, print or download their tax transcripts after the IRS has processed a return.
  • Current and prior year forms , instructions and tax publications can be downloaded and printed anytime.
  • Special information is available about tax credits and deductions , some of which can be overlooked. Available to individuals and businesses, credits can reduce the amount of tax due while deductions can reduce the amount of taxable income.
  • Get the most up-to-date information about tax refunds using the Where's My Refund? tool and on the official IRS mobile app, IRS2Go .
  • For payment information, Direct Pay is free and allows people to securely pay their taxes directly from their checking or savings account without any fees or registration. They can schedule payments up to 365 days in advance. After submitting a payment through Direct Pay, they’ll receive immediate confirmation. For more payment options, visit IRS.gov/payments .

Go paperless

The IRS encourages all taxpayers to file electronically and choose direct deposit to avoid refund delays. Filing on paper can significantly delay a refund. Tax software helps individuals steer clear of mistakes by doing the math. It also guides people through each section of their tax return using a question-and-answer format.

Some taxpayers get automatic extensions

Special rules offer some taxpayers more time without having to request an extension:

  • U.S. citizens and resident aliens who live and work outside of the United States and Puerto Rico get an automatic two-month extension, until June 15, to file their tax returns. However, tax payments are still due April 15 or interest will accrue on the unpaid tax.
  • Members of the military on duty outside the United States and Puerto Rico also receive an automatic two-month extension to file. Those serving in combat zones have up to 180 days after they leave the combat zone to file returns and pay any taxes due. Details are available in Publication 3, Armed Forces' Tax Guide .
  • When the U.S. president makes a disaster area declaration, the IRS can postpone certain tax deadlines for taxpayers in affected areas. Taxpayers in qualified disaster areas do not need to submit an extension electronically or on paper. Information on the most recent tax relief for disaster situations can be found on the Extension of time to file your tax return page.

Find information on free local tax prep

The IRS' Volunteer Income Tax Assistance (VITA) program offers free basic tax return preparation to qualified individuals, including:

  • People who generally make $64,000 or less.
  • People with disabilities.
  • Limited English-speaking taxpayers.

The Tax Counseling for the Elderly (TCE) program also offers free tax help for taxpayers, particularly those age 60 and older.

The VITA/TCE Site Locator can help eligible taxpayers find the nearest community-based site staffed by IRS-trained and certified volunteers. Demand is high for this service, so taxpayers may experience longer wait times for appointments. Taxpayers can use the locator tool to find an available site near them. It’s updated throughout the tax season, so individuals should check back or increase the distance from their location in their search if they don't see a nearby site listed.

MilTax , Military OneSource’s tax service, offers online software for eligible military members, veterans and their families to electronically file a federal return and up to three state returns for free.

Assistive technology options

At the online Alternative Media Center , taxpayers will find a variety of accessible products like screen reading software, refreshable Braille displays and screen magnifying software. These products include tax forms, instructions and publications. Many can be downloaded or viewed online as Section 508 compliant PDF, HTML, eBraille, text and large print.

Having trouble paying? IRS has options to help

For those who owe a payment with their tax return, the IRS has a number of payment options .

For taxpayers that are unable to pay in full by the tax deadline, the IRS recommends they should file their tax return and pay what they can, and apply for an online payment plan . By filing by the deadline, taxpayers will avoid failure to file penalties and interest – even if they’re unable to pay. Taxpayers can explore various payments options; they can receive an immediate response of payment plan acceptance or denial without calling or writing to the IRS. Online payment plan options include:

  • Short-term payment plan – The total balance owed is less than $100,000 in combined tax, penalties and interest. Additional time of up to 180 days to pay the balance in full.
  • Long-term payment plan – The total balance owed is less than $50,000 in combined tax, penalties and interest. Pay in monthly payments for up to 72 months. Payments may be set up using direct debit (automatic bank withdraw) which eliminates the need to send in a payment each month, saving postage costs and reducing the chance of default. For balances between $25,000 and $50,000, direct debit is required.

Though interest and late-payment penalties continue to accrue on any unpaid taxes after April 15, the failure to pay penalty is cut in half while an installment agreement is in effect. Adjust withholding to prevent tax "surprises"

Tax filing season is an excellent time for taxpayers to check their withholding to avoid a tax surprise when filing in 2025. Life events like marriage, divorce, having a child or an income change can all impact taxes.

The Tax Withholding Estimator helps people bring the tax they pay closer to what is owed. Employees can assess their income tax, credits, adjustments and deductions, and determine whether they need to change their withholding by submitting a new Form W-4, Employee's Withholding Allowance Certificate to their employer, not the IRS.

The Small Business Development Center (SBDC) helps both new and established business owners enhance their companies' potential for success. Private counseling is provided by appointment only, but the NHSBDC also coordinates with a variety of public and private organizations to offer an extensive list of training programs at affordable costs. SBDC counselors are trained in all aspects of business management and provide free counseling on topics such as accounting, advertising, cash flow planning, financing, human resource management, inventory control, marketing and market research, selling strategies, and many other areas.

Michael Parker is the current CEO at City of Rockingham. Prior to that, they were the Chairman and Managing Director of Alcoa of Australia from September 2015 to March 2020. Michael was appointed during a period of flux to bring a strategic, global and diverse perspective to the Alcoa executive team and business.

Michael has focused on bolstering financial, operational and safety standards across the company, identifying opportunities to expand production and developing strategies to future proof Alcoa’s global refinery system. In addition, they have invested time in building leadership capability and maximising utilisation, driving the Diversity & Inclusion (D&I) agenda as a member of the Australian D&I Steering Committee and sponsor of the Alcoa Women’s Network.

During their time at Alcoa, they led the company through the lowest commodity cycle in recent history to a strong position for growth. Michael also delivered significant improvements across operating performance, EHS and people & culture statistics. Michael protected 500+ jobs in repowering of Portland Aluminium smelter, negotiating with power provider, Federal and State governments. In addition, they established the inaugural Diversity & Inclusion Steering Committee, building a company culture of equality, equity and diversity. Michael was awarded the 2019 Chamber Minerals and Energy Western Australia Women in Resources Champion and Gender Diversity Champion at the 2019 Rio Tinto Women in Resources National Awards.

Michael Parker has a Bachelor's degree in International Business from Griffith University. Michael has worked in the field of international business for many years and is currently a manager at a multinational corporation.

Strategic Community Plan

The City's updated Strategic Community Plan has been adopted by Council.

At its Ordinary Council Meeting on 25 July 2023, the City of Gosnells adopted the Strategic Community Plan 2023 - 2033 , which contains the following vision for Gosnells:

‘We will celebrate our vibrant and diverse community, embrace our natural surroundings and drive the development of opportunities, to support a safe and sustainable City for future generations.’

The City completed the recommended four-year review of the Strategic Community Plan in 2023 and developed a progress report demonstrating some of the key achievements since the Plan was reviewed in 2021. 

The new Plan also includes a report on the community consultation that took place during the review.

Corporate Business Plan

The Corporate Business Plan is a four year plan that is reviewed annually and details the specific actions that the City will deliver to achieve the objectives of the Strategic Community Plan. 

The Corporate Business Plan 2023 - 2027 was adopted by Council at its Ordinary Council Meeting on 8 August 2023.
