Ah! 2023 has dawned and it’s full of fresh possibilities and new opportunities for effective communication. Like boy scouts, BrightCarbon is always prepared. So, we asked our designers and presentation experts what they expect 2023 to bring for presentation design. Is it new year, new you? Or business as usual? The results are in!

The big hitters…

Accessibility

Improved accessibility came out on top, with 40% of our presentation designers naming it as a key area of development for presentations and presentation creation platforms in 2023. Both PowerPoint and Google Slides are regularly adding new features, making it easier for users to create more accessible presentations. So, we’re expecting increased use of alt text, better adherence to contrast guidelines , and an improved understanding of screen-reader compatibility. We’re also expecting to see more requests for presentation slides with room left at the bottom for live caption generation.

As presentations are usually mediated by a presenter, presentation accessibility is a fairly complex topic. If you’re creating your own decks, you might find this starter guide useful: 5 tips for more accessible presentations .

Interactivity

The silver medal goes to interactivity – predicted to be a trend by a third of our designers. Presenters wanting to have better conversations with their audience will lean on presentations with robust navigation to facilitate agile, non-linear paths through their content. Most importantly, with proper menus and navigation, everyone avoids the awkward spectacle of a presenter exiting Show Mode and scrolling through their slides to find what they need. The good news is that it’s pretty easy to add basic interactivity to your decks in PowerPoint and Google Slides .

Our presentation experts expect these interactive presentations to be large, modular decks designed to be broken up into smaller, more targeted presentations. These decks will empower presenters to have better, more flexible conversations. On the one hand, decks like these give salespeople the flexibility they need whilst protecting carefully crafted structure and messaging. On the other, they can quickly become scarily long and unwieldy and your salespeople might need a specialised tool, like our PowerPoint add-in ShowMaker , to stay in control!

We’re also predicting more audience interaction, including live surveys, use of tools like Mentimeter , and the triumphant return of the QR code – all boosting audience engagement and helping presenters collect useful data and feedback.

Our final big hitter is doing diversity better. Our clients want their presentation design to reflect the diversity of their organisations in authentic and meaningful ways. So, we’re looking forward to celebrating diversity through imagery and illustrations, as well as through the stories we’re telling.

A specific focus we’re expecting for 2023 is an awareness of disability diversity. Poor disability representation can look like a token image of someone in a wheelchair – let’s leave this behind in 2022. As explored in Getty Images’ VisualGPS , good disability representation means representing people with a range of visible and invisible disabilities as active members of society across ages and intersecting identity factors.

Honourable mentions…

Though some things are returning to how they were pre-Covid, many won’t be the same again. One reversal we’re not expecting is a complete return to in-person presenting, so don’t delete your custom Zoom backgrounds just yet!

With more flexible working, asynchronous knowledge transfer is becoming more and more popular. We’re expecting an uptick in requests for self-running, scripted videos. Whether it’s talking-head videos or illustrative dynamic animations, videos with bold colours and diverse characters that your audience can enjoy when and where they like are going to be crowd-pleasers in 2023.

With in-person conferences ramping up again, we’re expecting the return of beautiful, bespoke decks developed for specific events. With presenters tackling unusual screen sizes and configurations, big audiences in big rooms, and online and offline attendees – getting a specialist in can really make a difference.

And, as we all pack our bags and jet off to network, BrightCarbon’s presentation design experts are expecting 2023 to bring more requests for one-pagers, leave behinds, and worksheets for in-person events with clear, engaging storytelling and visuals.

Are the robots taking over?

Like most of you, our presentation experts are keeping a beady eye on the robots – and by that we mean AI design. Beauty is in the eye… Presentation design trends for 2023

So, those are the key presentations trends we expect to see in 2023, but what about the design trends that will transform our slides from dull to dazzling this year? Here’s what our presentation design experts predict:

  • Clean, minimal design is going nowhere, so expect to see slides with plenty of white space, clear hierarchy, and minimal text on lots of corporate decks this year. However, where there is colour, it’s going to be bold and vibrant making these slides stand out from the crowd.
  • Gradients are here to stay. They’ve been popular in graphic design for a while and were gaining popularity in presentation design in 2022. A twist we’re expecting in 2023 is custom mesh gradients.
  • In 2023 presentation design, we’ll see less hand-drawn/doodly animations, but patterns and textures will be popular, replacing flat colours in backgrounds and vector illustrations.
  • The new year will bring a touch of nostalgia with it – our presentation designers predict grainy textures and serif fonts to make a comeback.

Emera Reports 2024 First Quarter Financial Results

HALIFAX, Nova Scotia--(BUSINESS WIRE)-- Today Emera (TSX: EMA) reported 2024 first quarter financial results.

  • the impact of milder weather at Tampa Electric during the quarter;
  • lower contributions from New Mexico Gas Company’s (“NMGC”) asset management agreements, which were very strong in Q1 last year;
  • lower earnings at Nova Scotia Power (“NSPI”) due to an increase in OM&G costs focused on reliability and customer experience, as well as a one-time regulatory disallowance;
  • lower contributions from marketing and trading at Emera Energy Services (“EES”), which had a very strong Q1 last year;
  • higher corporate costs due to mark-to-market losses related to long-term compensation-related hedges;
  • partially offset by higher contributions from Peoples Gas (“PGS”), which benefited from new rates and strong customer growth – delivering its highest quarterly earnings ever.
  • Quarterly reported net income decreased by $353 million to $207 million compared to $560 million in Q1 2023 and quarterly reported EPS decreased by $1.34 to $0.73 from $2.07 in Q1 2023. Both decreases were primarily due to mark-to-market (“MTM”) gains at EES in 2023.

“While weather and an unusually strong prior-year quarter contributed to lower comparative adjusted earnings for the quarter, our core utilities remain on track to deliver solid earnings results for the full year,” said Scott Balfour, President and CEO of Emera Inc. “We remain confident in the underlying forward-looking growth profile of our business, driven in large part by our two operations in Florida. Peoples Gas is on track to become our second largest earnings contributor in 2024, behind Tampa Electric. Together, our Florida businesses have delivered significant growth in earnings over the last five years, and we expect the drivers of this growth to continue.”

Q1 2024 Financial Results

Q1 2024 reported net income was $207 million, or $0.73 per common share, compared with net income $560 million, or $2.07 per common share, in Q1 2023.

Q1 2024 adjusted net income (1) was $216 million, or $0.76 per common share, compared with $268 million, or $0.99 per common share, in Q1 2023. The decrease was primarily due to lower earnings from our operating businesses; increased corporate OM&G due to the timing of long-term compensation hedges; and higher corporate interest expense.

Consolidated Financial Review

The following table highlights significant changes in adjusted net income attributable to common shareholders from 2023 to 2024.

Emera uses financial measures that do not have standardized meaning under USGAAP and may not be comparable to similar measures presented by other entities. The Budget Proposal — Covering Two Years — Cuts Spending, Makes Government Leaner, and Preserves Core Services Without New Taxes on Hardworking Californians

WHAT YOU NEED TO KNOW: The Governor’s revised budget proposal closes both this year’s remaining $27.6 billion budget shortfall and next year’s projected $28.4 billion deficit while preserving many key services that Californians rely on — including education, housing, health care, and food assistance.

SACRAMENTO – Governor Gavin Newsom today released a May Revision proposal for the 2024-25 fiscal year that ensures the budget is balanced over the next two fiscal years by tightening the state’s belt and stabilizing spending following the tumultuous COVID-19 pandemic, all while preserving key ongoing investments.

Under the Governor’s proposal, the state is projected to achieve a positive operating reserve balance not only in this budget year but also in the next. This “budget year, plus one” proposal is designed to bring longer-term stability to state finances without delay and create an operating surplus in the 2025-26 budget year.

In the years leading up to this May Revision, the Newsom Administration recognized the threats of an uncertain stock market and federal tax deadline delays – setting aside $38 billion in reserves that could be utilized for shortfalls. That has put California in a strong position to maintain fiscal stability.

Even when revenues were booming, we were preparing for possible downturns by investing in reserves and paying down debts – that’s put us in a position to close budget gaps while protecting core services that Californians depend on. Below are the key takeaways from Governor Newsom’s proposed budget:

A BALANCED BUDGET OVER TWO YEARS. The Governor is solving two years of budget problems in a single budget, tightening the state’s belt to get the budget back to normal after the tumultuous years of the COVID-19 pandemic. By addressing the shortfall for this budget year — and next year — the Governor is eliminating the 2024-25 deficit and eliminating a projected deficit for the 2025-26 budget year that is $27.6 billion (after taking an early budget action) and $28.4 billion respectively.

CUTTING SPENDING, MAKING GOVERNMENT LEANER. Governor Newsom’s revised balanced state budget cuts one-time spending by $19.1 billion and ongoing spending by $13.7 billion through 2025-26. This includes a nearly 8% cut to state operations and a targeted elimination of 10,000 unfilled state positions, improving government efficiency and reducing non-essential spending — without raising taxes on individuals or proposing state worker furloughs. The budget makes California government more efficient, leaner, and modern — saving costs by streamlining procurement, cutting bureaucratic red tape, and reducing redundancies.

PRESERVING CORE SERVICES & SAFETY NETS. The budget maintains service levels for key housing, food, health care, and other assistance programs that Californians rely on while addressing the deficit by pausing the expansion of certain programs and decreasing numerous recent one-time and ongoing investments.

NO NEW TAXES & MORE RAINY DAY SAVINGS. Governor Newsom is balancing the budget by getting state spending under control — cutting costs, not proposing new taxes on hardworking Californians and small businesses — and reducing the reliance on the state’s “Rainy Day” reserves this year.

HOW WE GOT HERE: California’s budget shortfall is rooted in two separate but related developments over the past two years.

  • First, the state’s revenue, heavily reliant on personal income taxes including capital gains, surged in 2021 due to a robust stock market but plummeted in 2022 following a market downturn. While the market bounced back by late 2023, the state continued to collect less tax revenue than projected in part due to something called “capital loss carryover,” which allows losses from previous years to reduce how much an individual is taxed.
  • Second, the IRS extended the tax filing deadline for most California taxpayers in 2023 following severe winter storms, delaying the revelation of reduced tax receipts. When these receipts were able to eventually be processed, they were 22% below expectations. Without the filing delay, the revenue drop would have been incorporated into last year’s budget and the shortfall this year would be significantly smaller.

CALIFORNIA’S ECONOMY REMAINS STRONG: The Governor’s revised balanced budget sets the state up for continued economic success. California’s economy remains the 5th largest economy in the world and for the first time in years, the state’s population is increasing and tourism spending recently experienced a record high. California is #1 in the nation for new business starts , #1 for access to venture capital funding , and the #1 state for manufacturing , high-tech , and agriculture .

Upfronts 2024: TV Insiders Ready to ‘Sprint' and Schmooze Again After 2023's Strike Disruption (FULL CALENDAR)

When NBCUniversal kicks off TV's traditional week of upfront presentations on Monday, picket-free sidewalks outside Radio City Music Hall will be a sight for sore eyes following last year's noisy protests in the first weeks of what proved to be the nation's "hot labor summer."

Hosting a programming presentation at a megawatt New York City venue like Radio City or Javits Center is stressful enough. Executives are eager to return to business as usual in wooing Madison Avenue. Last year, the Writers Guild of America went on strike May 2, barely two weeks before the curtain went up on NBCU's tip-off event.

"As much as the upfront is a business presentation, it's also a celebration of everything that NBCUniversal has to offer," Josh Feldman, chief marketing officer of NBCUniversal advertising and partnerships tells Variety . "And our number one goal is for our audience to walk out of Radio City feeling inspired by their experience, and excited to find new and creative ways to work together. From news to sports to entertainment, in English and in Spanish, on linear and streaming, and everything in between – NBCUniversal has an unrivaled portfolio of content, talent and technology that we are thrilled to pull the curtain back on Monday morning."

And with writers and actors no longer on strike, NBCU and competitors Disney, Fox, Warner Bros. Discovery, Netflix and now Amazon, have an easier task of planning events. This year they can include talent again, rather than a parade of execs promoting projects on stage while pretending the WGA isn't chanting unfavorable things right outside.

"There is an increased energy this year, of course, with talent and press and execs back in full force," one source within a large legacy media company says. "Upfronts have evolved in the last 30 years but the energy has steadily increased with slight blips - last year most obvious among them - so when the gun goes off this year, people will be ready to sprint."

Another insider a major media conglom observes, "There's such a good feeling that we'll have talent and shows we can date - things that were all up in the air last year."

Though talent can come back – and the networks and streamers are happy to have them doing the heavy lifting on stage – the assignment of being front and center at upfront programming presentations isn't as glamorous as it once was for A-listers.

"We're glad the strikes are settled and everyone can be friends again, but that doesn't mean upfronts are all of a sudden this huge deal for our clients again," an agency source says. "They're so pared down compared to what they used to be. And even if you're the star of a new broadcast show, you're not the star of the upfronts anymore. It's mostly about big live events and their whole portfolio now."

With the strikes out of the way, there is also room for new concerns, including how much money media congloms still lay out to woo advertisers during upfront season. Questions about the ROI from glitzy upfront week events is under scrutiny at a time when most of the majors have endured deep budget cuts and layoffs have shrunk the size of the staff around to execute these events.

"The overlay is also that the ad market is still pretty soft, so there's a lot of people feeling a lot of pressure," a source in cable ad sales says.

Multiple individuals say media companies are sending fewer employees from Los Angeles to New York for the week this year, and the scripted departments are being relied upon less heavily to fill out the programs, as presentations are more likely to focus on sports and unscripted content.

There are also concerns that while Writers Guild of America and SAG-AFTRA aren't protesting outside the upfronts, other activists could use the upfront presentations of the owners of Fox News, CNN, MSNBC and ABC News as a chance to stage demonstrations surrounding the conflict between Israel and Hamas.

This year marks Amazon's first go at the upfronts with its Amazon Ads division, following the move to bring advertising to premium streamer Prime Video. The ecommerce giant previously dabbled in newfronts for ad-supported Freevee. It's also a fresh start for Netflix, which enterted upfront week for the the first time last year but scrambled to produce a virtual event at the last minute after the onset of the WGA strike.

Warner Bros. Discovery has held two upfronts as a unified company since its merger was completed in April 2022, but insiders see this week's event as the first full-throttle effort to demonstrate the breadth of offerings across Max, TNT, Food Network, HGTV, Discovery, Warner Bros. and more. The 2022 event was held weeks after the completion of the $43 billion mega-merger of WarnerMedia and Discovery. The second event was held last year amid the sound of WGA pickets and protesters outside shouting harsh words about WBD chief executive David Zaslav.

With cautious optimism, most industry insiders gearing up for TV's marathon week are banking on getting away from the "bizarre" and "weird" vibes of 2023's upfronts and seeing "more fun and lighthearted" energy in the coming week.

Summer of 2023 was hottest in 2,000 years, study finds

An extreme summer marked by deadly heat waves, explosive wildfires and record warm ocean temperatures will go down as among the hottest in the last 2,000 years, new research has found.

The summer of 2023 saw the temperature in the Northern Hemisphere soar 3.72 degrees above the average from 1850 to 1900, when modern instrumental recordkeeping began, according to a study published Tuesday in the journal Nature. The study focused on surface air temperatures across the extra-tropical region, which sits at 30 to 90 degrees north latitude and includes most of Europe and North America.

June, July and August last year were also 3.96 degrees warmer than the average from the years 1 through 1890, which the researchers calculated by combining observed records with tree ring records from nine global regions.

Jan Esper, the study’s lead author and a professor of climate geography at Johannes Gutenberg University in Germany, said that he was not expecting summer last year to be quite so anomalous, but that he was ultimately not surprised by the findings. The high temperatures built on an overall warming trend driven by greenhouse gas emissions and were further amplified by the onset of El Niño in the tropical Pacific.

“It’s no surprise — this really, really outstanding 2023 — but it was also, step-wise, a continuation of a trend that will continue,” Esper told reporters Monday. “Personally I’m not surprised, but I am worried.”

He said it was important to place 2023’s temperature extreme in a long-term context. The difference between the region’s previous warmest summer, in the year 246, and the summer of 2023 is 2.14 degrees, the study found.

The heat is even more extreme when compared with the region’s coldest summers — the majority of which were influenced by volcanic eruptions that spewed heat-blocking sulfur into the stratosphere. According to the study, 2023’s summer was 7.07 degrees warmer than the coldest reconstructed summer from this period, in the year 536.

“Although 2023 is consistent with a greenhouse gases-induced warming trend that is amplified by an unfolding El Niño event, this extreme emphasizes the urgency to implement international agreements for carbon emission reduction,” the study says.

The sweltering summer temperatures contributed to scores of heat illnesses and deaths, including at least 645 heat-associated deaths in Maricopa County, Ariz., where Phoenix saw temperatures of 110 degrees or hotter for a record 31 consecutive days.

Wildfires exacerbated by high temperatures raged across Canada and sent hazardous smoke down the East Coast of the United States and across the Atlantic. Meanwhile, ocean temperatures off Florida soared above 101 degrees , the temperature of a hot tub.

Warmest April on record extends planet’s hot streak to 11 months

With an average surface temperature of 59.05 degrees, the month was about 0.25 of a degree warmer than the previous hottest April, in 2016.

Multiple climate agencies, including the National Oceanic and Atmospheric Administration and the European Union’s Copernicus Climate Change Service, have declared 2023 the hottest year on record globally.

Notably, Copernicus found that the summer months of June, July and August last year measured 1.18 degrees warmer than average — still hot, but not nearly as warm as the study’s findings for the Northern Hemisphere’s extra-tropical region.

That region was especially hot in part because it is home to so much land, which warms faster than oceans, said Karen McKinnon, an assistant professor of statistics and the environment at UCLA who did not work on the study. (June, July and August are also winter months in the Southern Hemisphere.)

McKinnon said the study’s findings are not unexpected, as there was already good evidence that the summer of 2023 was record-breaking when compared with measurable data going back to the mid-1800s. But by going back 2,000 years, the researchers also helped illuminate “the full range of natural variability that could have occurred in the past,” she said.

She noted that tree rings can serve as a helpful proxy for climate conditions in the past, as trees tend to grow more in a given year if they receive the right amount of warmth, water and sunshine. But although last year’s heat was undeniable, the study also underscores that the summer temperature in this region was notably higher than the global target of 2.7 degrees — or 1.5 degrees Celsius — of warming over the preindustrial period, which was established by the Intergovernmental Panel on Climate Change in 2015.

It also notes that some recent research has found the data used to calculate that baseline may be off by several tenths of a degree, meaning it could need to be recalibrated, with the target landing closer to an even more challenging 1.6 or 1.7 degrees.

“I don’t think we should use the proxy instead of the instrumental data, but there’s a good indication that there’s a warm bias,” Esper said. “Further research is needed.”

The planet is dangerously close to this climate threshold. Here’s what 1.5°C really means

Every bit of planetary warming will have impacts beyond those already occurring, including biodiversity loss, longer heat waves and extreme rainfall.

McKinnon said there is always going to be some degree of uncertainty when comparing present-day temperatures to past temperatures, but that the 1.5-degree limit is as symbolic as it is literal. Many effects of climate change, including worsening heat waves, have already begun.

“There are definitely tipping points in the climate system, but we don’t understand the climate system well enough to say 1.5 C is the temperature for certain tipping points,” she said. “This is just a policy goal that gives you a temperature change that maybe would be consistent with averting some damages.”

In fact, the study’s publication comes days after a survey of 380 leading scientists from the IPCC revealed deep concerns about the world’s ability to limit global warming to 1.5 degrees. That report, published last week in the Guardian , found that only 6% of surveyed scientists think the 1.5-degree limit will be met. Nearly 80% said they foresee at least 2.5 degrees Celsius of warming.

The report caused a stir among the scientific community, with some saying it focused too heavily on pessimism and despair. But Daniel Swain, a climate scientist with UCLA who participated in the survey, said its findings are worthy of consideration.

“There are many kinds of scientists, myself included, who are very worried and concerned and increasingly alarmed by what is going on and what the data is showing,” Swain said during a briefing Friday . “But if anything, I think that really results in a stronger sense of resolve and urgency to do even more, and to do better.”

Indeed, while scientists continue to weigh in on whether — or how quickly — humanity can alter the planet’s worsening warming trajectory, Esper said he hopes the latest study will serve as motivation for changing outdated modes of energy consumption that contribute to planet-warming greenhouse gases.

“I am concerned about global warming — I think it’s one of the biggest threats out there,” he said.

He added that he is particularly worried for his children and for younger generations who will bear the brunt of adverse climate outcomes. There is a strong likelihood that the summer of 2024 will be even hotter, the study says.

“The longer we wait, the more extensive it will be, and the more difficult it will be to mitigate or even stop that process and reverse it,” Esper said. “It’s just so obvious: We should do as much as possible, as soon as possible.”

Including an exceptionally warm Northern Hemisphere (NH) summer 1 ,2 , 2023 has been reported as the hottest year on record 3-5 . Contextualizing recent anthropogenic warming against past natural variability is nontrivial, however, because the sparse 19 th century meteorological records tend to be too warm 6 . Here, we combine observed and reconstructed June-August (JJA) surface air temperatures to show that 2023 was the warmest NH extra-tropical summer over the past 2000 years exceeding the 95% confidence range of natural climate variability by more than half a degree Celsius. Comparison of the 2023 JJA warming against the coldest reconstructed summer in 536 CE reveals a maximum range of pre-Anthropocene-to-2023 temperatures of 3.93°C. Although 2023 is consistent with a greenhouse gases-induced warming trend 7 that is amplified by an unfolding El Niño event 8 , this extreme emphasizes the urgency to implement international agreements for carbon emission reduction.

Wasatch County earns National Distinguished Budget Presentation Award for second year in a row

Wasatch County has again received the Government Finance Officers Association of the United States and Canada’s Distinguished Budget Presentation Award, this time for its 2024 budget.

Wasatch County first received the award in 2023 and, along with Utah County, is only one of two counties in Utah to have received this recognition.

“As a rapidly growing community, it can be challenging to navigate the significant changes ahead of us,” Wasatch County Manager Dustin Grabau said. “This budget presentation was the result of significant effort and planning across county departments to proactively address our challenges as we continue to provide excellent services to the community at a larger scale and a more rapid pace.”

The award acknowledges the county’s commitment to upholding the highest principles of government budgeting. It requires meeting nationally recognized guidelines of serving as a policy document, a financial plan, an operations guide and a communications device.

Budget documents must be rated “proficient” in all four categories and in the 14 mandatory criteria within those categories to receive the award.

Overdose Deaths Dropped in U.S. in 2023 for First Time in Five Years

Overdose deaths in the United States declined slightly last year, the first decrease in five years, according to preliminary federal data released Wednesday.

The rare good news in the decades-old addiction crisis was attributable mostly to a drop in deaths from synthetic opioids, chiefly fentanyl, said researchers at the National Center for Health Statistics, who compiled the numbers.

But the full portrait of the death toll from street drugs remains grim. Even as opioid deaths fell, deaths from stimulants such as cocaine and methamphetamine rose. And some states, including Oregon and Washington, continued to experience sharp rises in overall overdose fatalities.

Drug overdoses overall in 2023 were estimated at 107,543, down from 111,029 in 2022, a 3 percent drop. Opioid deaths fell 3.7 percent while deaths from cocaine rose 5 percent and deaths from meth rose 2 percent.

The report from the health statistics agency, an arm of the Centers for Disease Control and Prevention, did not offer reasons for the drop. But naloxone, a drug that reverses opioid overdoses, has become more widely available: In 2023, 22 million doses of Narcan, the best-known brand, were distributed in the United States and Canada. Test strips for users to detect the presence of fentanyl in a drug became more popular, and many communities and clinics offered programs that hand out sterile syringes .

Dr. Brian Hurley, president of the American Society of Addiction Medicine, a professional organization of more than 7,500 treatment providers, said that the group appreciated what he called “the leveling of the overdose curve.”

But he noted that the total remained “historically high” and that the gap between “those with addiction and those receiving treatment remains unacceptably wide.”

He continued, “Universal access to addiction medications, when clinically appropriate, should be our minimum standard.”

But though medications exist to curb opioid cravings and reverse opioid overdoses, there are no approved overdose reversal treatments for stimulants, and few options for treating addiction to such substances.

The latest estimates represent the first drop-off in drug fatalities since 2018, before rates began worsening drastically. By 2020, during the isolation and uncertainty of the Covid pandemic, overdose deaths, in large measure due to fentanyl, hit 100,000 a year and kept climbing. By 2022, they were still increasing, though the rate had slowed.

“Now in 2023, we’re finally seeing a decrease, not just flattening out,” said Farida Ahmad, a health scientist with the National Center for Health Statistics.

The new numbers arrive at a tense moment in a policy debate over how to balance law enforcement and treatment in addressing the drug crisis. In one of the boldest moves, Oregon voted in 2020 to decriminalize possession of street drugs to focus on treatment. But in the face of the rising overdose death rates and street crimes, the state recently repealed the measure.

Local, state and federal governments have been trying to toggle between tackling the supply of drugs as well as demand. A study published this week in the International Journal of Drug Policy reported that in 2023, local law enforcement seized more than 115 million pills containing fentanyl last year, more than double the 49 million seized in 2017.

The federal Drug Enforcement Administration said it additionally seized nearly 80 million counterfeit pills that contained traces of fentanyl, up from 50.6 million pills in 2022.

At the same time, the Biden administration and many local governments have been proponents of a public health approach known as “harm reduction,” which has a primary goal of lowering drug death rates by making drug use safer.

A separate report with a state-by-state breakdown of a 12-month period ending in November 2023 showed that a majority are projected to have low, single-digit percentage declines in overdose deaths. Nebraska, Kansas and Indiana all saw fatalities dropping more than 14 percent over 2022 figures.

In contrast, 16 states are projected to have small rises in overdose deaths, and in Alaska, Washington, Nevada and Oregon, they spiked by at least 27 percent.

The 2023 national numbers are not expected to be finalized for several months.
