Young people can experience crime and violence as victims, witnesses or offenders. This can occur in their home or the wider community. For young people, exposure to crime and violence can have potentially damaging impacts that lead to a range of negative health, educational, social, emotional and behavioural, and housing outcomes across their lifespan.

Introduction

The American Society for the Prevention of Cruelty to Animals (ASPCA) was founded on April 10, 1866. You may be familiar with their television commercials. They start with images of neglected and lonely-looking cats and dogs while the screen text says: “Every hour… an animal is beaten or abused. They suffer… alone and terrified…” Cue the sad song and the request for donations on the screen. This commercial causes audiences to run for the television remote because they can’t bear to see those images! Yet it is a very persuasive commercial and has proven to be very successful for this organization. According to the ASPCA website, they have raised $30 million since 2006, and their membership has grown to over 1.2 million people. The audience’s reaction to this commercial showcases how persuasion works! In this chapter, we will define persuasive speaking and examine the strategies used to create powerful persuasive speeches.

Defining Persuasive Speaking

Persuasion is the process of creating, reinforcing, or changing people’s beliefs or actions. It is not manipulation, however! The speaker’s intention should be clear to the audience in an ethical way and accomplished through the ethical use of methods of persuasion. When speaking to persuade, the speaker works as an advocate. In contrast to informative speaking, persuasive speakers argue in support of a position and work to convince the audience to support or do something.

As you learned in chapter five on audience analysis, you must continue to consider the psychological characteristics of the audience. You will discover in this chapter the attitudes, beliefs, and values of the audience become particularly relevant in the persuasive speechmaking process. A key element of persuasion is the speaker’s intent. You must intend to create, reinforce, and/or change people’s beliefs or actions in an ethical way.

Types of Persuasive Speeches

There are three types of persuasive speech propositions. A proposition , or speech claim , is a statement you want your audience to support. To gain the support of our audience, we use evidence and reasoning to support our claims. Persuasive speech propositions fall into one of three categories, including questions of fact, questions of value, and questions of policy. Determining the type of persuasive propositions your speech deals with will help you determine what forms of argument and reasoning are necessary to effectively advocate for your position.

Questions of Fact

A question of fact determines whether something is true or untrue, does or does not exist, or did or did not happen. Questions of fact are based on research, and you may find research that supports competing sides of an argument! You may even find that you change your mind about a subject when researching. Ultimately, you will take a stance and rely on credible evidence to support your position, ethically.

Today there are many hotly contested propositions of fact: humans have walked on the moon, the Earth is flat, Earth’s climate is changing due to human action, we have encountered sentient alien life forms, life exists on Mars, and so on.

Here is an example of a question of fact:

Recreational marijuana does not lead to hard drug use.

Recreational marijuana does lead to hard drug use.

Questions of Value

A question of value determines whether something is good or bad, moral or immoral, just or unjust, fair or unfair. You will have to take a definitive stance on which side you’re arguing. For this proposition, your opinion alone is not enough; you must have evidence and reasoning. An ethical speaker will acknowledge all sides of the argument, and to better argue their point, the speaker will convince the audience why their position is the “best” position.

Here is an example of a question of value:

Recreational marijuana use is immoral .

Recreational marijuana use is moral .

Questions of Policy

A question of policy advances a specific course of action based on facts and values. You are telling the audience what you believe should be done and/or you are asking your audience to act in a particular way to make a change. Whether it is stated or implied, all policy speeches focus on values. To be the most persuasive and get your audience to act, you must determine their beliefs, which will help you organize and argue your proposition.

Persuasive speeches on questions of policy must address three elements: need, plan, and practicality . First, the speaker must demonstrate there is a need for change (i.e., there is a problem). Next, the speaker offers the audience a plan (i.e., the policy solution) to address the problem. Lastly, the speaker shows the audience that the solution is practical . This requires that the speaker demonstrate how their proposed plan will address the identified problem without creating new problems.

Consider the topic of car accidents. A persuasive speech on a question of policy might focus on reducing the number of car accidents on a Florida highway. First, the speaker could use evidence from their research to demonstrate there is a need for change (e.g., statistics showing a higher-than-average rate of accidents). Then, the speaker would offer their plan to address the problem. Imagine their proposed plan was to permanently shut down all Florida highways. Would this plan solve the problem and reduce the number of accidents on Florida highways? Well, yes. But is it practical? No. Will it create new problems? Yes – side roads will be congested, people will miss work, kids will miss school, emergency response teams will be slowed, and tourism will decrease. The speaker could not offer such a plan and demonstrate that it is practical. Alternatively, maybe the speaker advocates for a speed reduction in a particularly problematic stretch of highway or convinces the audience to support increasing the number of highway patrol cars.

Here is an example of a question of policy:

Recreational marijuana use should be legal in all 50 states.

Persuasive Speech Organizational Patterns

There are several methods of organizing persuasive speeches. Remember, you must use an organizational pattern to outline your speech (think back to chapter eight). Some professors will specify a specific pattern to use for your assignment. Otherwise, the organizational pattern you select should be based on your speech content. What pattern is most logical based on your main points and the goal of your speech? This section will explain five common formats of persuasive outlines: Problem-Solution, Problem-Cause-Solution, Comparative Advantages, Monroe’s Motivated Sequence, and Claim to Proof.

Problem-Solution Pattern

Sometimes it is necessary to share a problem and a solution with an audience. In cases like these, the problem-solution organizational pattern is an appropriate way to arrange the main points of a speech. It’s important to reflect on what is of interest to you, but also what is critical to engage your audience. This pattern is used intentionally because, for most problems in society, the audience is unaware of their severity. Problems can exist at a local, state, national, or global level.

For example, the nation has recently become much more aware of the problem of human sex trafficking. Although the US has been aware of this global issue for some time, many communities are finally learning this problem is occurring in their own backyards. Colleges and universities have become engaged in the fight. Student clubs and organizations are getting involved and bringing awareness to this problem. Everyday citizens are using social media to warn friends and followers of sex-trafficking tricks to look out for.

Let’s look at how you might organize a problem-solution speech centered on this topic. In the body of this speech, there would be two main points; a problem and a solution. This pattern is used for speeches on questions of policy.

Topic: Human Sex Trafficking

General Purpose: To persuade

Specific Purpose: To persuade the audience to support increased legal penalties for sex traffickers.

Thesis (Central Idea): Human sex trafficking is a global challenge with local implications, but it can be addressed through multi-pronged efforts from governments and non-profits.

Preview of Main Points: First, I will define and explain the extent of the problem of sex trafficking within our community while examining the effects this has on the victims. Then, I will offer possible solutions to take the predators off the streets and allow the victims to reclaim their lives and autonomy.

  • The problem of human sex trafficking is best understood by looking at the severity of the problem, the methods by which traffickers kidnap or lure their victims, and its impact on the victim.
  • The problem of human sex trafficking can be solved by working with local law enforcement, changing the laws currently in place for prosecuting the traffickers and pimps, and raising funds to help agencies rescue and restore victims.

Problem-Cause-Solution Pattern

To review the problem-solution pattern, recall that the main points do not explain the cause of the problem, and in some cases, the cause is not necessary to explain. For example, in discussing the problem of teenage pregnancy, most audiences will not need to be informed about what causes someone to get pregnant. However, there are topics where discussing the cause is imperative to understanding the solution. The Problem-Cause-Solution organizational pattern adds a main point between the problem and solution by discussing the cause of the problem. In the body of the speech, there will be three main points: the problem, the cause, and finally, the solution. This pattern is also used for speeches dealing with questions of policy. One of the reasons you might consider this pattern is when an audience is not familiar with the cause. For example, if gang activity is on the rise in the community you live in, you might need to explain what causes an individual to join a gang in the first place. By explaining the causes of a problem, an audience might be more likely to accept the solution(s) you’ve proposed. Let’s look at an example of a speech on gangs.

Topic: The Rise of Gangs in Miami-Dade County

Specific Purpose: To persuade the audience to urge their school boards to include gang education in the curriculum.

Thesis (Central Idea): The uptick in gang affiliation and gang violence in Miami-Dade County is problematic, but if we explore the causes of the problem, we can make headway toward solutions.

Preview of Main Points:  First, I will explain the growing problem of gang affiliation and violence in Miami-Dade County. Then, I will discuss what causes an individual to join a gang. Finally, I will offer possible solutions to curtail this problem and get gangs off the streets of our community.

  • The problem of gang affiliation and violence is growing rapidly, leading to tragic consequences for both gang members and their families.
  • The causes of the proliferation of gangs can be best explained by feeling disconnected from others, a need to fit in, and a lack of supervision after school hours.
  • The problem of the rise in gangs can be solved, or minimized, by offering after-school programs for youth, education about the consequences of joining a gang, and parent education programs offered at all secondary education levels.

Let’s revisit the human sex trafficking topic from above. Instead of using only a problem-solution pattern, the example that follows adds “cause” to their main points.

Preview of Main Points: First, I will define and explain the extent of the problem of sex trafficking within our community while examining the effects this has on the victims. Second, I will discuss the main causes of the problem. Finally, I will offer possible solutions to take the predators off the streets and allow the victims to reclaim their lives.

  • The cause of the problem can be recognized by the monetary value of sex slavery.
  • The problem of human sex trafficking can be solved by working with local law enforcement, changing the current laws for prosecuting traffickers, and raising funds to help agencies rescue and restore victims.

Comparative Advantages

Sometimes your speech will showcase a problem, but there are multiple potential solutions for the audience to consider. In cases like these, the comparative advantages organizational pattern is an appropriate way to structure the speech. This pattern is commonly used when there is a problem, but the audience (or the public) cannot agree on the best solution. When your goal is to convince the audience that your solution is the best among the options, this organizational pattern should be used.

Consider the hot topic of student loan debt cancellation. There is a rather large divide among the public about whether or not student loans should be canceled or forgiven by the federal government. Once again, audience factors come into play as attitudes and values on the topic vary greatly across various political ideologies, age demographics, socioeconomic statuses, educational levels, and more.

Let’s look at how you might organize a speech on this topic. In the body of this speech, one main point is the problem, and the other main points will depend on the number of possible solutions.

Topic: Federal Student Loan Debt Cancellation

Specific Purpose: To persuade the audience to support the government cancellation of $10,000 in federal student loan debt.

Thesis (Central Idea):  Student loans are the largest financial hurdle faced by multiple generations, and debt cancellation could provide needed relief to struggling individuals and families.

Preview of Main Points: First, I will define and explain the extent of the student loan debt problem in the United States. Then, I will offer possible solutions and convince you that the best solution is a debt cancellation of $10,000.

  • Student loan debt is the second greatest source of financial debt in the United States and several solutions have been proposed to address the problem created by unusually high levels of educational debt.
  • The first proposed solution is no debt cancellation. This policy solution would not address the problem.
  • The second proposed solution is $10,000 of debt cancellation. This is a moderate cancellation that would alleviate some of the financial burden faced by low-income and middle-class citizens without creating vast government setbacks.
  • The third proposed solution is full debt cancellation. While this would help many individuals, the financial setback for the nation would be too grave.
  • As you can see, there are many options for addressing the student loan debt problem. However, the best solution is the cancellation of $10,000.

Monroe’s Motivated Sequence Format

Alan H. Monroe, a Purdue University professor, used the psychology of persuasion to develop an outline for making speeches that will deliver results and wrote about it in his book Monroe’s Principles of Speech (1951). It is now known as Monroe’s Motivated Sequence . This is a well-used and time-proven method to organize persuasive speeches for maximum impact. It is most often used for speeches dealing with questions of policy. You can use it for various situations to create and arrange the components of any persuasive message. The five steps are explained below and should be followed explicitly and in order to have the greatest impact on the audience.

Step One: Attention

In this step, you must get the attention of the audience. The speaker brings attention to the importance of the topic as well as their own credibility and connection to the topic. This step of the sequence should be completed in your introduction like in other speeches you have delivered in class. Review chapter 9 for some commonly used attention-grabber strategies.

Step Two: Need

In this step, you will establish the need; you must define the problem and build a case for its importance. Later in this chapter, you will find that audiences seek logic in their arguments, so the speaker should address the underlying causes and the external effects of a problem. It is important to make the audience see the severity of the problem, and how it affects them, their families, and/or their community. The harm , or problem that needs changing, can be physical, financial, psychological, legal, emotional, educational, social, or a combination thereof. It must be supported by evidence. Ultimately, in this step, you outline and showcase that there is a true problem that needs the audience’s immediate attention. For example, it is not enough to say “pollution is a problem in Florida,” you must demonstrate it with evidence that showcases that pollution is a problem. For example, agricultural runoff is said to cause dangerous algal blooms on Florida’s beaches. You could show this to your audience with research reports, pictures, expert testimony, etc.

Step Three: Satisfaction

In this step, the need must be “satisfied” with a solution. As the speaker, this is when you present the solution and describe it, but you must also defend that it works and will address the causes and symptoms of the problem. Do you recall “need, plan, and practicality”? This step involves the plan and practicality elements. This is not the section where you provide specific steps for the audience to follow. Rather, this is the section where you describe “the business” of the solution. For example, you might want to change the voting age in the United States. You would not explain how to do it here; you would explain the plan – what the new law would be – and its practicality – how that new law satisfies the problem of people not voting. Satisfy the need!

Step Four: Visualization

In this step, your arguments must look to the future either positively or negatively, or both. If positive, the benefits of enacting or choosing your proposed solution are explained. If negative, the disadvantages of not doing anything to solve the problem are explained. The purpose of visualization is to motivate the audience by revealing future benefits or using possible fear appeals by showing future harms if no changes are enacted. Ultimately, the audience must visualize a world where your solution solves the problem. What does this new world look like? If you can help the audience picture their role in this new world, you should be able to get them to act. Describe a future where they fail to act, and the problem persists or is exacerbated. Or, help them visualize a world where their adherence to the steps you outlined in your speech remediates the problem.

Step Five: Action

In the final step of Monroe’s Motivated Sequence, we tell the audience exactly what needs to be done by them . Not a general “we should lower the voting age” statement, but rather, the exact steps for the people sitting in front of you to take. If you really want to move the audience to action, this step should be a full main point within the body of the speech and should outline exactly what you need them to do. It isn’t enough to say “now, go vote!” You need to tell them where to click, who to write, how much to donate, and how to share the information with others in their orbit. In the action step, the goal is to give specific steps for the audience to take, as soon as possible, to move toward solving the problem. So, while the satisfaction step explains the solution overall, the action section gives concrete ways to begin making the solution happen. The more straightforward and concrete you can make the action step, the better. People are more likely to act if they know how accessible the action can be. For example, if you want your audience to be vaccinated against the hepatitis B virus (HBV), you can give them directions to a clinic where vaccinations are offered and the hours of that location. Do not leave anything to chance. Tell them what to do. If you have effectively convinced them of the need/problem, you will get them to act, which is your overall goal.

Claim-to-Proof Pattern

A claim-to-proof pattern provides the audience with reasons to accept your speech proposition (Mudd & Sillars, 1962). State your claim (your thesis) and then prove your point with reasons (main points). The proposition is presented at the beginning of the speech, and in the preview, tells the audience how many reasons will be provided for the claim. Do not reveal too much information until you get to that point in your speech. We all hear stories on the news about someone killed by a handgun, but it is not every day that it affects us directly, or that we know someone who is affected by it. One student told a story of a cousin who was killed in a drive-by shooting, and he was not even a member of a gang.

Here is how the setup for this speech would look:

Thesis and Policy Claim: Handgun ownership in America continues to be a controversial subject, and I believe that private ownership of handguns should have limitations.

Preview: I will provide three reasons why handgun ownership should be limited.

When presenting the reasons for accepting the claim, it is important to consider the use of primacy-recency . If the audience is against your claim, put your most important argument first. For this example, the audience believes in no background checks for gun ownership. As a result, this is how the main points may be written to try and capture the audience who disagrees with your position. We want to get their attention quickly and hold it throughout the speech. You will also need to support these main points. Here is an example:

  • The first reason background checks should be mandatory is that when firearms are too easily accessed by criminals, more gun violence occurs.
  • A second reason why background checks should be mandatory is that they would lower firearm trafficking.

Moving forward, the speaker would select one or two other reasons to bring into the speech and support them with evidence. The decision on how many main points to have will depend on how much time you have for this speech, and how much research you can find on the topic. If this is a pattern your instructor allows, speak with them about sample outlines. This pattern can be used for fact, value, or policy speeches.

Methods of Persuasion

The three methods of persuasion were first identified by Aristotle, a Greek philosopher in the time of Ancient Greece. In his teachings and book, Rhetoric, he advised that a speaker could persuade their audience using three different methods: Ethos (persuasion through credibility), Pathos (persuasion through emotion), and Logos (persuasion through logic). In fact, he said these are the three methods of persuasion a speaker must rely on.

By definition, ethos is the influence of a speaker’s credibility, which includes character, competence, and charisma. Remember in earlier chapters when we learned about credibility? Well, it plays a role here, too. The more credible or believable you are, the stronger your ethos. If you can make an audience see you believe in what you say and have knowledge about what you say, they are more likely to believe you and, therefore, be more persuaded by you. If your arguments are made based on credibility and expertise, then you may be able to change someone’s mind or move them to action. Let’s look at some examples.

If you are considering joining the U.S. Air Force, do you think someone in a military uniform would be more persuasive than someone who was not in uniform? Do you think a firefighter in uniform could get you to make your house more fire-safe than someone who was not in uniform? Their uniform contributes to their ethos. Remember, credibility comes from audience perceptions – how they perceive you as the speaker. You may automatically know they understand fire safety without even opening their mouths to speak. If their arguments are as strong as the uniform, you may have already started putting your fire emergency kit together! Ultimately, we tend to believe in people in powerful positions. We often obey authority figures because that’s what we have been taught to do. In this case, it works to help us persuade an audience.

Advertising campaigns also use ethos well. Think about how many celebrities sell you products. Whose faces do you regularly see? Taylor Swift, Kerry Washington, Kylie Jenner, Jennifer Aniston? Do they pick better cosmetics than the average woman, or are they using their celebrity influence to persuade you to buy? If you walk into a store to purchase makeup and remember which ones are Kylie Jenner’s favorite makeup, are you more likely to purchase it? Pop culture has power, which is why you see so many celebrities selling products on social media. Now, Kylie may not want to join you in class for your speech (sorry!), so you will have to be creative with ethos and incorporate experts through your research and evidence. For example, you need to cite sources if you want people to get a flu shot, using a doctor’s opinion or a nurse’s opinion is critical to get people to make an appointment to get the shot. You might notice that even your doctor shares data from research when discussing your healthcare. Similarly, y ou have to be credible. You need to become an authority on your topic, show them the evidence, and persuade them using your character and charisma.

Finally, ethos also relates to ethics. The audience needs to trust you and your speech needs to be truthful. Most importantly, this means ethical persuasion occurs through ethical methods – you should not trick your audience into agreeing with you. It also means your own personal involvement is important and the topic should be something you are either personally connected to or passionate about. For example, if you ask the audience to adopt a puppy from a rescue, will your ethos be strong if you bought your puppy from a pet store or breeder? How about asking your audience to donate to a charity; have you supported them yourself? Will the audience want to donate if you haven’t ever donated? How will you prove your support? Think about your own role in the speech while you are also thinking about the evidence you provide.

The second appeal you should include in your speech is pathos , an emotional appeal . By definition, pathos appeals evoke strong feelings or emotions like anger, joy, desire, and love. The goal of pathos is to get people to feel something and, therefore, be moved to change their minds or to act. You want your arguments to arouse empathy, sympathy, and/or compassion. So, for persuasive speeches, you can use emotional visual aids or thoughtful stories to get the audience’s attention and hook them in. If you want someone to donate to a local women’s shelter organization to help the women further their education at the local community college, you might share a real story of a woman you met who stayed at the local shelter before earning her degree with the help of the organization. We see a lot of advertisement campaigns rely on this. They show injured military veterans to get you to donate to the Wounded Warriors Project , or they show you injured animals to get you to donate to animal shelters. Are you thinking about how your own topic is emotional yet? We hope so!

In addition, we all know that emotions are complex. So, you can’t just tell a sad story or yell out a bad word to shock them and think they will be persuaded. You must ensure the emotions you engage relate directly to the speech and the audience. Be aware that negative emotions can backfire, so make sure you understand the audience, so you will know what will work best. Don’t just yell at people that they need to brush their teeth for two minutes or show a picture of gross teeth; make them see the benefits of brushing for two minutes by showing beautiful teeth too.

Emotional appeals also need to be ethical and incorporated responsibly. Consider a persuasive speech on distracted driving. If your audience is high school or college students, they may be mature enough to see an emotional video or photo depicting the devastating consequences of distracted driving. If you’re teaching an elementary school class about car safety (e.g., keeping your seatbelt on, not throwing toys, etc.), it would be highly inappropriate to scare them into compliance by showing a devastating video of a car accident. As an ethical public speaker, it is your job to use emotional appeals responsibly.

One way to do this is to connect to the theory by Abraham Maslow, Maslow’s Hierarchy of Needs, which states that our actions are motivated by basic (physiological and safety), psychological (belongingness, love, and esteem), and self-fulfillment needs (self-actualization). To persuade, we have to connect what we say to the audience’s real lives. Here is a visual of Maslow’s Hierarchy of Needs Pyramid:

Notice the pyramid is largest at the base because our basic needs are the first that must be met. Ever been so hungry you can’t think of anything except when and what you will eat? (Hangry anyone?) Well, you can’t easily persuade people if they are only thinking about food. It doesn’t mean you need to bring snacks to your speech class on the day of your speech (albeit, this might be relevant to a food demonstration speech). Can you think about other ways pathos connects to this pyramid? How about safety and security needs, the second level on the hierarchy? Maybe your speech is about persuading people to purchase more car insurance. You might argue they need more insurance so they can feel safer on the road. Or maybe your family should put in a camera doorbell to make sure the home is safe. Are you seeing how we can use arguments that connect to emotions and needs simultaneously?

The third level in Maslow’s Hierarchy of Needs, love and belongingness, is about the need to feel connected to others. This need level is related to the groups of people we spend time with like friends and family. This also relates to the feeling of being “left out” or isolated from others. If we can use arguments that connect us to other humans, emotionally or physically, we will appeal to more of the audience. If your topic is about becoming more involved in the church or temple, you might highlight the social groups one may join if they connect to the church or temple. If your topic is on trying to persuade people to do a walk for charity, you might showcase how doing the event with your friends and family becomes a way of raising money for the charity and carving out time with, or supporting, the people you love. For this need, your pathos will be focused on connection. You want your audience to feel like they belong in order for them to be persuaded. People are more likely to follow through on their commitments if their friends and family do it. We know that if our friends go to the party, we are more likely to go, so we don’t have FOMO (fear of missing out). The same is true for donating money; if your friends have donated to a charity, you might want to be “in” the group, so you would donate also.

Finally, we will end this pathos section with an example that connects Maslow’s Hierarchy of Needs to pathos. Maybe your speech is to convince people to remove the Instagram app from their phones, so they are less distracted from their life. You could argue staying away from social media means you won’t be threatened online (safety), you will spend more real-time with your friends (belongingness), and you will devote more time to writing your speech outlines (esteem and achievement). Therefore, you can use Maslow’s Hierarchy of Needs as a roadmap for finding key needs that relate to your proposition which helps you incorporate emotional appeals.

The third and final appeal Aristotle described is logos , which, by definition, is the use of logical and organized arguments that stem from credible evidence supporting your proposition. When the arguments in your speech are based on logic, you are utilizing logos. You need experts in your corner to persuade; you need to provide true, raw evidence for someone to be convinced. You can’t just tell them something is good or bad for them, you have to show it through logic. You might like to buy that product, but how much does it cost? When you provide the dollar amount, you provide some logos for someone to decide if they can and want to purchase that product. How much should I donate to that charity? Provide a dollar amount reasonable for the given audience, and you will more likely persuade them. If you asked a room full of students to donate $500.00 to a charity, it isn’t logical. If you asked them to donate $10.00 instead of buying lattes for two days, you might actually persuade them.

So, it is obvious that sources are a part of logos, but so is your own honest involvement with the topics. If you want people to vote, you need to prove voting matters and make logical appeals to vote. We all know many people say, “my vote doesn’t count.” Your speech needs to logically prove that all votes count, and you need to showcase that you always vote in the local and national elections. In this example, we bring together your ethos and your pathos to sell us on the logos. All three appeals together help you make your case. Audiences are not only persuaded by experts, or by emotions, they want it all to make sense! Don’t make up a story to “make it fit”. Instead, find a real story that is truthful, emotional, and one your audience can relate to make your speech logical from beginning to end and, therefore, persuasive.

Reasoning and Fallacies in Your Speech

In this chapter, we have provided you with several important concepts in the persuasive speech process, including patterns of organization and methods of persuasion. Now, we want to make sure your speech content is clear and includes strong and appropriate arguments. You have done extensive research to support the claims you will make in your speech, but we want to help you ensure that your arguments aren’t flawed. Thus, we will now look at different forms of reasoning and fallacies (or errors) to avoid in your logic.

Thus far, you have read how Aristotle’s proofs can and should be used in a persuasive speech. But, you might wonder how that influences the approach you take in writing your speech outline. You already know your research needs to be credible, and one way to do this is through research. Let’s now put this all together by explaining how reasoning is used in a speech, as well as the fallacies, or errors in reasoning, that often occur when speechwriting.

You may have seen graduation requirements include the category of critical thinking, which is the ability to think about what information you are given and make sense of it to draw conclusions. Today, colleges, universities, and employers are seeking individuals who have these critical thinking skills. Critical thinking can include abilities like problem-solving or decision-making. How did you decide on which college to start your higher educational journey? Was it a decision based on finances, being close to home, or work? This decision involved critical thinking. Even if you had an emotional investment in this decision (pathos), you still needed to use logic, or logos, in your thought process. Reasoning is the process of constructing arguments in a logical way. The use of evidence, also known as data , is what we use to prove our claims. We have two basic and important approaches for how we come to believe something is true. These are known as induction and deduction. Let us explain.

Inductive Reasoning

You have probably used inductive reasoning in your life without even knowing it! Inductive reasoning is a type of reasoning in which examples or specific instances are used to provide strong evidence for (though not absolute proof of) the truth of the conclusion (Garcia, 2022). In other words, you are led to a conclusion through your “proof”. With inductive reasoning, we are exposed to several different examples of a situation, and from those examples, we conclude a general truth because there is no theory to test. Think of it this way: you first make an observation, then, observe a pattern, and finally, develop a theory or general conclusion.

For instance, you visit your local grocery store daily to pick up necessary items. You notice that on Sunday, two weeks ago, all the clerks in the store were wearing football jerseys. Again, last Sunday, the clerks wore their football jerseys. Today, also a Sunday, they’re wearing them again. From just these three observations, you may conclude that on Sundays, these supermarket employees wear football jerseys to support their favorite teams. Can you conclude that this pattern holds indefinitely? Perhaps not; the phenomenon may only take place during football season. Hypotheses typically need much testing before confirmation. However, it seems likely that if you return next Sunday wearing a football jersey, you will fit right in.

In another example, imagine you ate an avocado, and soon afterward, the inside of your mouth swelled. Now imagine a few weeks later you ate another avocado and again the inside of your mouth swelled. The following month, you ate yet another avocado, and you had the same reaction as the last two times. You are aware that swelling on the inside of your mouth can be a sign of an allergy to avocados. Using induction, you conclude, more likely than not, you are allergic to avocados.

Data (evidence): After I ate an avocado, the inside of my mouth was swollen (1st time).

Data (evidence): After I ate an avocado, the inside of my mouth was swollen (2nd time).

Data (evidence): I ate an avocado, and the inside of my mouth was swollen (3rd time).

Additional Information: Swollen lips can be a sign of a food allergy.

Conclusion: Likely, I am allergic to avocados.

Inductive reasoning can never lead to absolute certainty. Instead, induction allows you to say, given the examples provided for support, the conclusion is most likely true. Because of the limitations of inductive reasoning, a conclusion will be more credible if multiple lines of reasoning are presented in its support. This is how inductive reasoning works. Now, let’s examine four common methods of inductive reasoning to help you think critically about your persuasive speech.

An analogy allows you to draw conclusions about an object or phenomenon based on similarities to something else (Garcia, 2022). Sometimes the easiest way to understand reasoning is to start with a simple analogy. An avid DIY enthusiast may love to paint -walls, furniture, and objects. To paint well, you need to think about what materials you will need, a knowledge of the specific steps to paint, and the knowledge of how to use an approach to painting so that your paint doesn’t run and your project comes out perfectly! Let’s examine how this example works as an analogy.

Analogies can be figurative or literal. A figurative analogy compares two things that share a common feature, but are still different in many ways. For example, we could say that painting is like baking; they both involve making sure that you have the correct supplies and follow a specific procedure. There are similarities in these features, but there are profound differences. However, a literal analogy is where the two things under comparison have sufficient or significant similarities to be compared fairly (Garcia, 2022). A literal analogy might compare different modalities at the school where your authors teach. If we claim that you should choose Florida SouthWestern State College’s face-to-face courses rather than enrolling in online courses , we could make literal comparisons of the courses offered, available student services, or the classroom atmosphere, for instance.

If we use the more literal analogy of where you choose to go to college, we are using an analogy of two similar “things,” and hopefully, this makes your analogy carry more weight. What this form of reasoning does is lead your audience to a conclusion.  When we address fallacies later in this chapter, you will see that comparing two things that are not similar enough could lead you might make an error, or what we call a false analogy fallacy.

Generalization

Another effective form of reasoning is through the use of generalizations. Generalization is a form of inductive reasoning that draws conclusions based on recurring patterns or repeated observations (Garcia, 2022), observing multiple examples and looking for commonalities in those examples to make a broad statement about them. For example, if I tried four different types of keto bread (the new craze), and found that each of them tasted like Styrofoam , I could generalize and say all keto bread is NOT tasty! Or, if in your college experience, you had two professors that you perceived as “bad professors,” you might take a big leap and say that all professors at your campus are “bad.” As you will see later in the discussion on fallacies, this type of reasoning can get us into trouble if we draw a conclusion without sufficient evidence, also known as a hasty generalization.  Have you ever drawn a conclusion about a person or group of people after only one or two experiences with them? Have you ever decided you disliked a pizza place because you didn’t like the pizza the first time you tried it? Sometimes, we even do this in our real lives.

Causal Reasoning

Causal reasoning is a form of inductive reasoning that seeks to make cause-effect connections (Garcia, 2022). We don’t typically give this a lot of thought. In the city where one of your authors lives, there are periodic street closures with cones up or signs to redirect drivers. The past several times this has happened, it has been because there was a community 5K run. It is easy to understand why each time I see cones I assume there is a 5K event. However, there could be a completely different cause that I didn’t even think about. The cones could be there due to a major accident or road work.

Reasoning from Sign

Reasoning from sign is a form of inductive reasoning in which conclusions are drawn about phenomena based on events that precede or co-exist with (but do not cause) a subsequent event (Garcia, 2022). In Southern California, a part of the country with some of the worst droughts, one may successfully predict when summer is coming. The lawn begins to die, and the beautiful gardens go limp. All of this occurs before the temperature reaches 113 degrees and before the calendar changes from spring to summer. Based on this observation, there are signs that summer has arrived.

Like many forms of reasoning, it is easy to confuse “reasoning from sign” with “causal reasoning.” Remember, that for this form of reasoning, we looked at an event that preceded another, or co-existed, not an event that occurred later. IF the weather turned to 113 degrees, and then the grass and flowers began to die, then it could be causal.

Deductive Reasoning

The second type of reasoning is known as deductive reasoning , or deduction, which is a conclusion based on the combination of multiple premises that are generally assumed to be true (Garcia, 2022). Whereas with inductive reasoning, we were led to a conclusion, deductive reasoning starts with the overall statement and then identifies examples that support it to reach the conclusion.

Deductive reasoning is built on two statements whose logical relationship should lead to a third statement that is an unquestionably correct conclusion, as in the following example:

Grocery store employees wear football jerseys on Sundays.

Today is Sunday.

Grocery store employees will be wearing football jerseys today.

Suppose the first statement is true (Grocery store employees wear football jerseys on Sundays) and the second statement is true (Today is Sunday). In that case, the conclusion (Grocery store employees will be wearing football jerseys today) is reasonably expected. If a group must have a certain quality, and an individual is a member of that group, then the individual must have that quality.

Unlike inductive reasoning, deductive reasoning allows for certainty as long as certain rules are followed.

Fallacies in Reasoning

As you might recall from our discussion, we alluded to several fallacies. Fallacies are errors in reasoning logic or making a mistake when constructing an inductive or deductive argument. There are dozens of fallacies we could discuss here, but we will highlight those we find to be the most common. Our goal is to help you think through the process of writing your persuasive speech so that it is based on sound reasoning with no fallacies in your arguments.

Table 10.1 describes fifteen fallacies that can be avoided once you understand how to identify them.

In this chapter, you can feel confident that you have learned what you need to know to complete an effective persuasive speech. We have defined persuasion, explained speech propositions and patterns, and offered strategies to persuade, including ways to use logic. We also helped you learn more about inductive and deductive reasoning, and all of the various ways these methods help you construct your speeches. Finally, we provided you with the most common fallacies that could trip you up if you aren’t careful. The goal is to be clear, logical, and persuasive! Motivate your audience. Obama to Young Black Americans: "I Want You to Know That You Matter"

The former president addressed the recent protests and outlined ways to reform police across the U.S.

"I want you to know that you matter, I want you to know that your lives matter, that your dreams matter," Obama said while addressing Black youth in America during his speech. He also tied in their experiences with his own family's. "And when I go home and I look at the faces of my daughters, Sasha and Malia, and I look at my nephews and nieces, I see limitless potential that deserves to flourish and thrive, and you should be able to learn and make mistakes and live a life of joy without having to worry about what's going to happen when you walk to the store or go for a jog or are driving down the street or looking at some birds in a park."

The 44th president participated in a town hall on police violence with community leaders and activists today via Zoom as he responded to recent events. The event was arranged by the My Brother's Keeper Alliance , an Obama Foundation organization that supports boys and young men of color and their communities.

During his fifteen-minute statement, the former POTUS acknowledged the work of protesters and organizers, but also called for action from citizens and local leaders. To those wondering whether it's more impactful to vote or rally, Obama said both. "This is not an 'either, or' this is a 'both, and,'" he explained. "To bring about real change, we both have to highlight a problem and make people in power uncomfortable, but we also have to translate that into practical solutions and laws that could be implemented and we can monitor and make sure we're following up on."

He also urged every mayor in the U.S. "to review your use of force policies for members of your community and commit to report on planned reforms," and pointed to a mayoral pledge they can take to improve police protocol in their towns.

Later in the town hall, Obama also spoke with activist and organizer Brittany Packnett Cunningham, about specific changes local governments can make to reduce police violence. The 8 Can't Wait campaign suggests changes like banning chokeholds, warning before shooting, and requiring comprehensive reporting.

Good afternoon, everybody, all the participants on the panelists. Let me start by just acknowledging that we have seen in the last several weeks, last few months, the kinds of epic changes and events in our country that are as profound as anything that I've seen in my lifetime. And I'm now a lot older [...] I’m going to be 59 soon.
And let me begin by acknowledging that, although all of us have been feeling pain, uncertainty, disruption, some folks have been feeling it more than others.
Most of all the pain that's been experienced by the families of George and Breonna, Ahmaud, Tony and Sean, and too many others to mention, those that we thought about during that moment silence. And to those families who've been directly affected by tragedy, please know that Michelle and I, and the nation, grieve with you, hold you in our prayers. We're committed to the fight of creating a more just nation in memory of your sons and daughters. And we can't forget, but even as we're confronting the particular acts of violence that led to those losses, our nation and the world is still in the midst of a global pandemic. That's exposed the vulnerabilities of our healthcare system, but also the disparate treatment, and as a consequence, the disparate impact that exists in our healthcare system. The unequal investment, the biases that have led to a disproportionate number of infections and loss of life in communities of color. So in a lot of ways, what has happened over the last several weeks challenges and structural problems here in the United States that have been thrown into high relief.
They are the outcomes, not just of the immediate moments in time, but, they're the result of a long history of slavery, Jim Crow, redlining, institutionalized racism too often have been the plague, this original sin of our society.
And in some ways, as tragic as these past few weeks have been, as difficult and scary and uncertain as they've been, they've also been an incredible opportunity for people to be awakened to some of these underlying trends. And they offer an opportunity for us to all work together, to tackle them, to take them on, to change America and make it live up to its highest ideals.
And part of what's made me so hopeful is the fact that so many young people have been galvanized and activated and motivated and mobilized. Because historically, so much of the progress that we've made in our society has been because of young people. Dr. King was a young man when he got involved, Cesar Chavez was a young man. Malcolm X was a young man. That the leaders of the feminist movement were young people. Leaders of union movements were young people. The leaders of the environmental movement in this country and the movement to make sure that the LGBT community finally had a voice and was represented where young people. And so when I sometimes I feel despair, I just see what's happening with young people all across the country and the talent and the voice and the sophistication that they're displaying. And it makes me feel optimistic. It makes me feel as if this country is going to get better.
Now I want to speak directly to the young men and women of color in this country, who, as Playon [Patrick] just so eloquently described, have witnessed too much violence and too much death. And too often, some of that violence has come from folks who were supposed to be serving and protecting you. I want you to know that you matter, I want you to know that your lives matter, that your dreams matter. And when I go home and I look at the faces of my daughters, Sasha and Malia, and I look at my nephews and nieces, I see limitless potential that deserves to flourish and thrive and you should be able to learn and make mistakes and live a life of joy without having to worry about what's going to happen when you walk to the store or go for a jog or are driving down the street or looking at some birds in a park.
And so I hope that you also feel how hopeful, even as you may feel angry, because you have the power to make things better and you have helped to make the entire country feel as if this is something that's got to change. You've communicated a sense of urgency that is as powerful and as transformative as anything that I've seen in recent years.
I want to acknowledge the folks in law enforcement that share the goals of re-imagining police, because there are folks out there who took their oath to serve your communities and your countries have a tough job. And I know you're just as outraged about tragedies in recent weeks as are many of the protesters. And so we're grateful for the vast majority of you protect and serve. I've been heartened to see those in law enforcement who recognize, "Let me March, along with these protesters, let me stand side by side and recognize that I want to be part of the solution," and who've shown restraint and volunteered and engaged and listened. Cause you're a vital part of the conversation and, and change is going to require everybody's participation.
Now when I was in office, as was mentioned, I created a task force on 21st Century Policing in the wake of tragic killing of Michael Brown, that task force, which included law enforcement and community leaders and activists was charged to develop a very specific set of recommendations to strengthen public trust and foster, better working relationships between law enforcement and communities that they're supposed to protect, even as they're continuing to promote effective crime reduction. And that report showcased a range of solutions and strategies that were proven or based on data and research to improve community policing and collect better data and reporting and identify and do something about implicit bias in how police were trained and reforms to use the force, the police deploy in ways that increase safety rather than precipitate tragedy. And that report demonstrated something that's critical for us today.
Most of the reforms that are needed to prevent the type of violence and injustices that we've seen take place at the local level. Reform has to take place in more than 19,000 American municipalities, more than 18,000 local enforcement jurisdictions. And so, as activists and everyday citizens raise their voices, we need to be clear about where change is going to happen and how we can bring about that change. It is mayors and County executives that appoint most police chiefs and negotiate collective bargaining agreements for police [officers], and that determines police practices in local communities. It's district attorneys and state's attorneys that decide typically whether or not to investigate and ultimately charge those involved in police misconduct. And those are all elected positions. And in some places there are police community review boards with the power to monitor police conduct. Those often times maybe elected as well. That the bottom line is, I've been hearing a little bit of chatter in the internet about voting versus protest; politics and participation versus civil disobedience and direct action. This is not an "either, or" this is a "both, and." To bring about real change, we both have to highlight a problem and make people in power uncomfortable, but we also have to translate that into practical solutions and laws that could be implemented and we can monitor and make sure we're following up on.
So very quick, let me just close with a couple of specific things. What can we do? Number one, we know there are specific evidence based reforms that if we put in place today would build trust, save lives would not show an increase in crime. Those are included in the 21st Century Policing Task Force Report. You can find it on Obama.org. Number two, a lot of mayors and local elected officials read and supported the task force report, but then there wasn't enough follow up. So today, I am urging every mayor in this country to review your use of force policies for members of your community and commit to report on planned reforms.
What are the specific steps you can take? And I should add, by the way, that the original task force report was done several years ago; since that time, we've actually collected data in part because we implemented some of these reform ideas. So we now have more information and more data as to what works. And there are organizations like Campaign Zero and Color of Change and others that are out there highlighting what the data shows, what works, what doesn't in terms of reducing incidents of police misconduct and violence. Let's go ahead and start implementing those. So we need mayors, county executives, others who are in positions of power to say, this is a priority. This is a specific response. Number three, every city in this country should be a My Brother's Keeper community because we have 250 cities, counties, tribal nations who are working to reduce the barriers and expand opportunity for boys and young men of color through programs and policy reforms, public-private partnerships. So go to our website, get working with that because it can make a difference.
And let me just close by saying this. I've heard some people say that you have a pandemic, then you have these protests... This reminds people of the '60s and the chaos and the discord and distrust throughout the country. I have to tell you, although I was very young when you had riots and protests and assassinations and discord back in the '60s, I know enough about that history to say, there is something different here.
You look at those protests and that was a far more representative cross section of America out on the streets, peacefully protesting, and who felt moved to do something because of the injustices that they had seen. That didn't exist back in the 1960s, that kind of broad coalition. The fact that recent surveys that showed that despite some protests having been marred by the actions of some, a tiny minority that engaged in violence, you know, as usual that got a lot of attention and a lot of focus, despite all that a majority of Americans still think those protests were justified. That wouldn't have existed 30, 40, 50 years ago. There is a change in mindset that's taking place, a greater recognition that we can do better. That is not as a consequences speeches by politicians. That's not the result of spotlights in news articles. That's a direct result of the activities and organizing and mobilization and engagement of so many young people across the country who put themselves out on the line to make a difference. And so I just had to say, thank you to them for helping to bring about this moment and just make sure that we now follow through, because at some point, attention moves away. At some point, protests start to dwindle in size. And it's very important for us to take the momentum that has been created as a society, as a country and say, let's used this to finally have an impact. All right. Thank you everybody. I'm proud of you guys. And, I know that, uh, we're going to be hearing from a bunch of people who have been on the front lines on this and know a lot more than I do about it. Proud of you.

P resident Barack Obama unveiled a new set of executive actions aimed at limiting gun violence in a press conference Tuesday from the White House. The efforts largely center on more stringent background checks.

Here’s a full transcript of his remarks.

THE PRESIDENT: Mark, I want to thank you for your introduction. I still remember the first time we met, the time we spent together, and the conversation we had about Daniel. And that changed me that day. And my hope, earnestly, has been that it would change the country. Five years ago this week, a sitting member of Congress and 18 others were shot at, at a supermarket in Tucson, Arizona. It wasn’t the first time I had to talk to the nation in response to a mass shooting, nor would it be the last. Fort Hood. Binghamton. Aurora. Oak Creek. Newtown. The Navy Yard. Santa Barbara. Charleston. San Bernardino. Too many. AUDIENCE MEMBER: Too many. AUDIENCE MEMBER: Too many. AUDIENCE MEMBER: Too many. THE PRESIDENT: Thanks to a great medical team and the love of her husband, Mark, my dear friend and colleague, Gabby Giffords, survived. She’s here with us today, with her wonderful mom. (Applause.) Thanks to a great medical team, her wonderful husband, Mark — who, by the way, the last time I met with Mark — this is just a small aside — you may know Mark’s twin brother is in outer space. (Laughter.) He came to the office, and I said, how often are you talking to him? And he says, well, I usually talk to him every day, but the call was coming in right before the meeting so I think I may have not answered his call — (laughter) — which made me feel kind of bad. (Laughter.) That’s a long-distance call. (Laughter.) So I told him if his brother, Scott, is calling today, that he should take it. (Laughter.) Turn the ringer on. (Laughter.) I was there with Gabby when she was still in the hospital, and we didn’t think necessarily at that point that she was going to survive. And that visit right before a memorial — about an hour later Gabby first opened her eyes. And I remember talking to mom about that. But I know the pain that she and her family have endured these past five years, and the rehabilitation and the work and the effort to recover from shattering injuries. And then I think of all the Americans who aren’t as fortunate. Every single year, more than 30,000 Americans have their lives cut short by guns — 30,000. Suicides. Domestic violence. Gang shootouts. Accidents. Hundreds of thousands of Americans have lost brothers and sisters, or buried their own children. Many have had to learn to live with a disability, or learned to live without the love of their life. A number of those people are here today. They can tell you some stories. In this room right here, there are a lot of stories. There’s a lot of heartache. There’s a lot of resilience, there’s a lot of strength, but there’s also a lot of pain. And this is just a small sample. The United States of America is not the only country on Earth with violent or dangerous people. We are not inherently more prone to violence. But we are the only advanced country on Earth that sees this kind of mass violence erupt with this kind of frequency. It doesn’t happen in other advanced countries. It’s not even close. And as I’ve said before, somehow we’ve become numb to it and we start thinking that this is normal. And instead of thinking about how to solve the problem, this has become one of our most polarized, partisan debates — despite the fact that there’s a general consensus in America about what needs to be done. That’s part of the reason why, on Thursday, I’m going to hold a town hall meeting in Virginia on gun violence. Because my goal here is to bring good people on both sides of this issue together for an open discussion. I’m not on the ballot again. I’m not looking to score some points. I think we can disagree without impugning other people’s motives or without being disagreeable. We don’t need to be talking past one another. But we do have to feel a sense of urgency about it. In Dr. King’s words, we need to feel the “fierce urgency of now.” Because people are dying. And the constant excuses for inaction no longer do, no longer suffice. That’s why we’re here today. Not to debate the last mass shooting, but to do something to try to prevent the next one. (Applause.) To prove that the vast majority of Americans, even if our voices aren’t always the loudest or most extreme, care enough about a little boy like Daniel to come together and take common-sense steps to save lives and protect more of our children. Now, I want to be absolutely clear at the start — and I’ve said this over and over again, this also becomes routine, there is a ritual about this whole thing that I have to do — I believe in the Second Amendment. It’s there written on the paper. It guarantees a right to bear arms. No matter how many times people try to twist my words around — I taught constitutional law, I know a little about this — (applause) — I get it. But I also believe that we can find ways to reduce gun violence consistent with the Second Amendment. I mean, think about it. We all believe in the First Amendment, the guarantee of free speech, but we accept that you can’t yell “fire” in a theater. We understand there are some constraints on our freedom in order to protect innocent people. We cherish our right to privacy, but we accept that you have to go through metal detectors before being allowed to board a plane. It’s not because people like doing that, but we understand that that’s part of the price of living in a civilized society. And what’s often ignored in this debate is that a majority of gun owners actually agree. A majority of gun owners agree that we can respect the Second Amendment while keeping an irresponsible, law-breaking feud from inflicting harm on a massive scale. Today, background checks are required at gun stores. If a father wants to teach his daughter how to hunt, he can walk into a gun store, get a background check, purchase his weapon safely and responsibly. This is not seen as an infringement on the Second Amendment. Contrary to the claims of what some gun rights proponents have suggested, this hasn’t been the first step in some slippery slope to mass confiscation. Contrary to claims of some presidential candidates, apparently, before this meeting, this is not a plot to take away everybody’s guns. You pass a background check; you purchase a firearm. The problem is some gun sellers have been operating under a different set of rules. A violent felon can buy the exact same weapon over the Internet with no background check, no questions asked. A recent study found that about one in 30 people looking to buy guns on one website had criminal records — one out of 30 had a criminal record. We’re talking about individuals convicted of serious crimes — aggravated assault, domestic violence, robbery, illegal gun possession. People with lengthy criminal histories buying deadly weapons all too easily. And this was just one website within the span of a few months. So we’ve created a system in which dangerous people are allowed to play by a different set of rules than a responsible gun owner who buys his or her gun the right way and subjects themselves to a background check. That doesn’t make sense. Everybody should have to abide by the same rules. Most Americans and gun owners agree. And that’s what we tried to change three years ago, after 26 Americans -– including 20 children -– were murdered at Sandy Hook Elementary. Two United States Senators -– Joe Manchin, a Democrat from West Virginia, and Pat Toomey, a Republican from Pennsylvania, both gun owners, both strong defenders of our Second Amendment rights, both with “A” grades from the NRA –- that’s hard to get — worked together in good faith, consulting with folks like our Vice President, who has been a champion on this for a long time, to write a common-sense compromise bill that would have required virtually everyone who buys a gun to get a background check. That was it. Pretty common-sense stuff. Ninety percent of Americans supported that idea. Ninety percent of Democrats in the Senate voted for that idea. But it failed because 90 percent of Republicans in the Senate voted against that idea. How did this become such a partisan issue? Republican President George W. Bush once said, “I believe in background checks at gun shows or anywhere to make sure that guns don’t get into the hands of people that shouldn’t have them.” Senator John McCain introduced a bipartisan measure to address the gun show loophole, saying, “We need this amendment because criminals and terrorists have exploited and are exploiting this very obvious loophole in our gun safety laws.” Even the NRA used to support expanded background checks. And by the way, most of its members still do. Most Republican voters still do. How did we get here? How did we get to the place where people think requiring a comprehensive background check means taking away people’s guns? Each time this comes up, we are fed the excuse that common-sense reforms like background checks might not have stopped the last massacre, or the one before that, or the one before that, so why bother trying. I reject that thinking. (Applause.) We know we can’t stop every act of violence, every act of evil in the world. But maybe we could try to stop one act of evil, one act of violence. Some of you may recall, at the same time that Sandy Hook happened, a disturbed person in China took a knife and tried to kill — with a knife — a bunch of children in China. But most of them survived because he didn’t have access to a powerful weapon. We maybe can’t save everybody, but we could save some. Just as we don’t prevent all traffic accidents but we take steps to try to reduce traffic accidents. As Ronald Reagan once said, if mandatory background checks could save more lives, “it would be well worth making it the law of the land.” The bill before Congress three years ago met that test. Unfortunately, too many senators failed theirs. (Applause.) In fact, we know that background checks make a difference. After Connecticut passed a law requiring background checks and gun safety courses, gun deaths decreased by 40 percent — 40 percent. (Applause.) Meanwhile, since Missouri repealed a law requiring comprehensive background checks and purchase permits, gun deaths have increased to almost 50 percent higher than the national average. One study found, unsurprisingly, that criminals in Missouri now have easier access to guns. And the evidence tells us that in states that require background checks, law-abiding Americans don’t find it any harder to purchase guns whatsoever. Their guns have not been confiscated. Their rights have not been infringed. And that’s just the information we have access to. With more research, we could further improve gun safety. Just as with more research, we’ve reduced traffic fatalities enormously over the last 30 years. We do research when cars, food, medicine, even toys harm people so that we make them safer. And you know what — research, science — those are good things. They work. (Laughter and applause.) They do. But think about this. When it comes to an inherently deadly weapon — nobody argues that guns are potentially deadly — weapons that kill tens of thousands of Americans every year, Congress actually voted to make it harder for public health experts to conduct research into gun violence; made it harder to collect data and facts and develop strategies to reduce gun violence. Even after San Bernardino, they’ve refused to make it harder for terror suspects who can’t get on a plane to buy semi-automatic weapons. That’s not right. That can’t be right. So the gun lobby may be holding Congress hostage right now, but they cannot hold America hostage. (Applause.) We do not have to accept this carnage as the price of freedom. (Applause.) Now, I want to be clear. Congress still needs to act. The folks in this room will not rest until Congress does. (Applause.) Because once Congress gets on board with common-sense gun safety measures we can reduce gun violence a whole lot more. But we also can’t wait. Until we have a Congress that’s in line with the majority of Americans, there are actions within my legal authority that we can take to help reduce gun violence and save more lives -– actions that protect our rights and our kids. After Sandy Hook, Joe and I worked together with our teams and we put forward a whole series of executive actions to try to tighten up the existing rules and systems that we had in place. But today, we want to take it a step further. So let me outline what we’re going to be doing. Number one, anybody in the business of selling firearms must get a license and conduct background checks, or be subject to criminal prosecutions. (Applause.) It doesn’t matter whether you’re doing it over the Internet or at a gun show. It’s not where you do it, but what you do. We’re also expanding background checks to cover violent criminals who try to buy some of the most dangerous firearms by hiding behind trusts and corporations and various cutouts. We’re also taking steps to make the background check system more efficient. Under the guidance of Jim Comey and the FBI, our Deputy Director Tom Brandon at ATF, we’re going to hire more folks to process applications faster, and we’re going to bring an outdated background check system into the 21st century. (Applause.) And these steps will actually lead to a smoother process for law-abiding gun owners, a smoother process for responsible gun dealers, a stronger process for protecting the people from — the public from dangerous people. So that’s number one. Number two, we’re going to do everything we can to ensure the smart and effective enforcement of gun safety laws that are already on the books, which means we’re going to add 200 more ATF agents and investigators. We’re going to require firearms dealers to report more lost or stolen guns on a timely basis. We’re working with advocates to protect victims of domestic abuse from gun violence, where too often — (applause) — where too often, people are not getting the protection that they need. Number three, we’re going to do more to help those suffering from mental illness get the help that they need. (Applause.) High-profile mass shootings tend to shine a light on those few mentally unstable people who inflict harm on others. But the truth is, is that nearly two in three gun deaths are from suicides. So a lot of our work is to prevent people from hurting themselves. That’s why we made sure that the Affordable Care Act — also known as Obamacare — (laughter and applause) — that law made sure that treatment for mental health was covered the same as treatment for any other illness. And that’s why we’re going to invest $500 million to expand access to treatment across the country. (Applause.) It’s also why we’re going to ensure that federal mental health records are submitted to the background check system, and remove barriers that prevent states from reporting relevant information. If we can continue to de-stigmatize mental health issues, get folks proper care, and fill gaps in the background check system, then we can spare more families the pain of losing a loved one to suicide. And for those in Congress who so often rush to blame mental illness for mass shootings as a way of avoiding action on guns, here’s your chance to support these efforts. Put your money where your mouth is. (Applause.) Number four, we’re going to boost gun safety technology. Today, many gun injuries and deaths are the result of legal guns that were stolen or misused or discharged accidentally. In 2013 alone, more than 500 people lost their lives to gun accidents –- and that includes 30 children younger than five years old. In the greatest, most technologically advanced nation on Earth, there is no reason for this. We need to develop new technologies that make guns safer. If we can set it up so you can’t unlock your phone unless you’ve got the right fingerprint, why can’t we do the same thing for our guns? (Applause.) If there’s an app that can help us find a missing tablet — which happens to me often the older I get — (laughter) — if we can do it for your iPad, there’s no reason we can’t do it with a stolen gun. If a child can’t open a bottle of aspirin, we should make sure that they can’t pull a trigger on a gun. (Applause.) Right? So we’re going to advance research. We’re going to work with the private sector to update firearms technology. And some gun retailers are already stepping up by refusing to finalize a purchase without a complete background check, or by refraining from selling semi-automatic weapons or high-capacity magazines. And I hope that more retailers and more manufacturers join them — because they should care as much as anybody about a product that now kills almost as many Americans as car accidents. I make this point because none of us can do this alone. I think Mark made that point earlier. All of us should be able to work together to find a balance that declares the rest of our rights are also important — Second Amendment rights are important, but there are other rights that we care about as well. And we have to be able to balance them. Because our right to worship freely and safely –- that right was denied to Christians in Charleston, South Carolina. (Applause.) And that was denied Jews in Kansas City. And that was denied Muslims in Chapel Hill, and Sikhs in Oak Creek. (Applause.) They had rights, too. (Applause.) Our right to peaceful assembly -– that right was robbed from moviegoers in Aurora and Lafayette. Our unalienable right to life, and liberty, and the pursuit of happiness -– those rights were stripped from college students in Blacksburg and Santa Barbara, and from high schoolers at Columbine, and from first-graders in Newtown. First-graders. And from every family who never imagined that their loved one would be taken from our lives by a bullet from a gun. Every time I think about those kids it gets me mad. And by the way, it happens on the streets of Chicago every day. (Applause.) So all of us need to demand a Congress brave enough to stand up to the gun lobby’s lies. All of us need to stand up and protect its citizens. All of us need to demand governors and legislatures and businesses do their part to make our communities safer. We need the wide majority of responsible gun owners who grieve with us every time this happens and feel like your views are not being properly represented to join with us to demand something better. (Applause.) And we need voters who want safer gun laws, and who are disappointed in leaders who stand in their way, to remember come election time. (Applause.) I mean, some of this is just simple math. Yes, the gun lobby is loud and it is organized in defense of making it effortless for guns to be available for anybody, any time. Well, you know what, the rest of us, we all have to be just as passionate. We have to be just as organized in defense of our kids. This is not that complicated. The reason Congress blocks laws is because they want to win elections. And if you make it hard for them to win an election if they block those laws, they’ll change course, I promise you. (Applause.) And, yes, it will be hard, and it won’t happen overnight. It won’t happen during this Congress. It won’t happen during my presidency. But a lot of things don’t happen overnight. A woman’s right to vote didn’t happen overnight. The liberation of African Americans didn’t happen overnight. LGBT rights — that was decades’ worth of work. So just because it’s hard, that’s no excuse not to try. And if you have any doubt as to why you should feel that “fierce urgency of now,” think about what happened three weeks ago. Zaevion Dobson was a sophomore at Fulton High School in Knoxville, Tennessee. He played football; beloved by his classmates and his teachers. His own mayor called him one of their city’s success stories. The week before Christmas, he headed to a friend’s house to play video games. He wasn’t in the wrong place at the wrong time. He hadn’t made a bad decision. He was exactly where any other kid would be. Your kid. My kids. And then gunmen started firing. And Zaevion — who was in high school, hadn’t even gotten started in life — dove on top of three girls to shield them from the bullets. And he was shot in the head. And the girls were spared. He gave his life to save theirs –- an act of heroism a lot bigger than anything we should ever expect from a 15-year-old. “Greater love hath no man than this that a man lay down his life for his friends.” We are not asked to do what Zaevion Dobson did. We’re not asked to have shoulders that big; a heart that strong; reactions that quick. I’m not asking people to have that same level of courage, or sacrifice, or love. But if we love our kids and care about their prospects, and if we love this country and care about its future, then we can find the courage to vote. We can find the courage to get mobilized and organized. We can find the courage to cut through all the noise and do what a sensible country would do. That’s what we’re doing today. And tomorrow, we should do more. And we should do more the day after that. And if we do, we’ll leave behind a nation that’s stronger than the one we inherited and worthy of the sacrifice of a young man like Zaevion. (Applause.) Thank you very much, everybody. God bless you. It is time for action to end violence against women: a speech by Lakshmi Puri at the ACP-EU Parliamentary Assembly

Good morning.

Honourable Co-Presidents of the ACP-EU Joint Parliamentary Assembly Ms. Joyce Laboso (congratulations on this new important role) and Mr. Louis Michel, Honourable Members of Parliament, Ladies and Gentlemen,

I thank you for inviting me to address you at this ACP-EU Joint Parliamentary Assembly on a matter that concerns all of us, all 79 African, Caribbean and Pacific nations and 27 European Union Member States represented in this forum, and ALL nations of the world.

It is one of the most pervasive violations of human rights in the world, one of the least prosecuted crimes, and one of the greatest threats to lasting peace and development.

I am talking about violence against women and children. I am honoured to be here, at your request, to address this urgent matter as you join together to advance human rights, democracy and the common values of humanity.

We all know that we have to do much more to respond to the cries for justice of women and children who have suffered violence. We have to do much more to end these horrible abuses and the impunity that allows these human rights violations to continue.

When we started UN Women two-and-a-half years ago, we made ending violence against women and girls one of our top priorities.

I think we can all agree that the time for complacency is long gone, has passed and belongs to another era. The silence on violence against women and children has been broken and now. Now is the time for stronger action.

It is time for action when up to 70 per cent of women in some countries face physical and/or sexual violence in their lifetime.

When one in three girls in developing countries is likely to be married as a child bride; when some 140 million girls and women have suffered female genital mutilation; when millions of women and girls are trafficked in modern-day slavery; and when women’s bodies are a battleground and rape is used as a tactic of war – it is time for action.

This violence against women and children has tremendous costs to communities, nations and societies—for public well-being, health and safety, and for school achievement, productivity, law enforcement, and public programmes and budgets.

If left unaddressed, these human rights violations pose serious consequences for current and future generations and for efforts to ensure peace and security, to reduce poverty and to achieve the Millennium Development Goals and the next generation of development goals we are discussing .

The effects of violence can remain with women and children for a lifetime, and can pass from one generation to another. Studies show that children who have witnessed, or been subjected to, violence are more likely to become victims or abusers themselves.

Violence against women and girls is an extreme manifestation of gender inequality and systemic gender-based discrimination. The right of women and children to live free of violence depends on the protection of their human rights and a strong chain of justice.

Countries that enact and enforce laws on violence against women have less gender-based violence. Today 160 countries have laws to address violence against women. However, in too many cases enforcement is lacking.

For an effective response to this violence, different sectors in society must work together.

A rape survivor must have rapid access to a health clinic that can administer emergency medical care, including treatment to prevent HIV and unintended pregnancies and counseling.

A woman who is beaten by her husband must have someplace to go with her children to enjoy safety, sanity and shelter.

A victim of violence must have confidence that when she files a police report, she will receive justice and the perpetrator will be punished.

And an adolescent boy in school who learns about health and sexuality must be taught that coercion, violence and discrimination against girls are unacceptable.

As the Acting Head of UN Women, I have the opportunity to meet with representatives from around the world, with government officials, civil society groups and members of the business community.

I can tell you that momentum is gathering, awareness is rising and I truly believe that long-standing indifference to violence against women and children is declining.

A recent study published in the American Sociological Review finds that transformation in attitudes are happening around the world.

The study looked at women’s attitudes about intimate partner violence in 26 countries in Africa, Asia, and Latin America and the Caribbean. It found that during the first decade of the 2000s, in almost every one of these countries, women became more likely to reject intimate partner violence.

The surveys found growing female rejection of domestic violence in 23 of the 26 countries. It found that “women with greater access to global cultural scripts through urban living, education, or access to media were more likely to reject intimate partner violence.”

The study’s author concludes that domestic violence is increasingly viewed as unacceptable due to changes in global attitudes. Yet even with this rising rejection, in nearly half of the countries, 12 of the 26 – more than half of women surveyed – still believe that domestic violence is justified. So even though attitudes are changing, we still have a long way to go to achieve the changes in attitudes that are necessary to end violence against women and children.

I witnessed this myself at the 57th Commission on the Status of Women at United Nations Headquarters in New York this past March. The agreement reached at the Commission on preventing and ending violence against women and girls was hard-won and tensions ran high throughout the final week of the session.

There were many times when it was unclear whether the Commission would end in deadlock, as it did 10 years before on the same theme, or if Member States were going to decide on a groundbreaking agreement.

In the end, thanks to the tireless work of civil society advocates and negotiations into the wee hours of Government delegates and UN Women colleagues, agreement was reached on a historic document that embraces the call of women around the world to break the cycle of violence and to protect the rights of women and girls.

The landmark agreement provides an action plan for Governments. It breaks this down into the four P’s: Protection of human rights, Prosecution of offenders, Prevention of violence, and Provision of Services to survivors.

Protecting human rights

When it comes to protecting rights, Governments are called on to review national legislation, practices and customs and abolish those that discriminate against women. Laws, policies and programmes that explicitly prohibit and punish violence must be put into place, in line with international agreements, and you as Members of Parliament can play a key role.

Based on findings from UN Women’s 2011-2012 Progress of the World’s Women report «In Pursuit of Justice », out of all the ACP countries, 37 have legislation against domestic violence, 34 have legislation against sexual harassment, and just nine have legislation against marital rape.

Providing services When it comes to providing services, the agreement calls for strong action to improve the quality and accessibility of services so that women have prompt access to services regardless of their location, race, age or income.

These include: health-care services including post-rape care, emergency contraception and abortion where legal; immediate and effective police responses, psychological support and counselling; legal advice and protection orders; shelter, telephone hotlines, and social assistance.

Responses must be timely and efficient to end a culture of hopelessness and impunity and foster a culture of justice and support. In almost all of the ACP countries comprehensive multisectoral services need to be put in place and made accessible to all.

Prosecuting offenders

When it comes to the prosecution of offenders, we know that ending impunity means that laws must be enforced.

Women must have access to the police to file a criminal report and receive legal advice and protection orders. The response to violence must be immediate, coordinated and effective so that crimes are punished and justice is secured. This is true for times of peace and conflict. There can be no lasting peace when women suffer sexual violence.

Courts and the justice system must be accessible and responsive to criminal and civil matters relating to violence against women. Women must be informed of their legal rights and supported to navigate the legal system.

And for this, we need more women police officers, prosecutors and judges, because we know that women serving on the frontlines of justice strengthen justice for women and children.

Preventing violence against women

When it comes to preventing violence, we must address the root causes of gender inequality and discrimination.

Evidence shows that where the “gender gap” is greater—in the status of women’s health, participation in the economy, education levels, and representation in politics— women are more likely to be subjected to violence. Especially important is economic empowerment as a prevention strategy

This means that we need to take a long-term, systemic and comprehensive approach that recognizes and protects women’s and children’s full and equal human rights.

We must promote a culture of equality between men and women through institutional and legal reform, education, awareness-raising and the full engagement of men and boys.

Honourable MPs,

Ending violence against women is one of UN Women’s key priorities and a critical part of UN Women’s mission to achieve gender equality and women’s empowerment.

Having said that, I would like to take this opportunity to tell you about UN Women’s role in ending violence against women and some of our achievements.

A top priority right now is working with countries to implement the recent agreement from the Commission on the Status of Women.

I am very pleased that UN Women and the EU have agreed to work on this together. We hope, with your support, to collaborate with more regional and cross-regional bodies and groupings such as the African Union, the Latin American and Caribbean States and the Pacific Forum to follow up on the agreement from the Commission on the Status of Women to end violence against women and girls.

Today UN Women is working in 85 countries, including in many ACP countries, to prevent violence in the first place, to end impunity for these crimes, to increase access to justice and to expand essential services to survivors.

Through our global, regional and national programmes, we support the development of laws, national action plans and policies, and training programmes. We provide funding to NGOs and civil society, contribute to advocacy and awareness-raising efforts, and support local initiatives.

We work together with UNICEF and UN Habitat on the Safe Cities programme to promote the safety of women and girls in public spaces. We now work in over 20 cities around the world, and this number continues to rise. Let me share with you a few exciting examples.

In Kigali, Rwanda, a Safe City Campaign was launched by the mayor’s office and other partners. The city is advocating for reforms to an existing law on gender-based violence to include measures on sexual harassment and violence in public spaces.

In Port Moresby, Papua New Guinea, bylaws on local markets now include articles which address women’s safety. Women vendors are returning to the markets following the first phase of physical and social infrastructure improvements, and a focused awareness campaign is underway on sexual harassment and sexual violence.

UN Women also administers the UN Trust Fund to End Violence against Women. This is a leading global fund exclusively dedicated to addressing violence against women and girls. To date, the UN Trust Fund has delivered more than USD 86 million to 351 initiatives in 128 countries and territories, often directly to women’s organizations. The results have demonstrated many good practices that can, and should be, expanded.

Another global programme administered by UN Women is the Secretary-General’s UNiTE Campaign to End Violence against Women. Through strong advocacy, the campaign is mobilizing communities across the globe.

In Africa, the UNiTE Campaign organized the Kilimanjaro Climb hosted by Tanzania under the auspices of the President. This raised awareness of violence against women to the highest levels resulting in strengthened national commitments throughout Africa.

In the Pacific Region, the campaign succeeded in securing the “Pacific Members of Parliament UNiTE statement” – the first of its kind in the region, tabled at the Pacific Island Forum Leaders meeting in the Cook Islands.

In the Caribbean, 15 high-profile local artists produced a series of creative materials as part of the “Caribbean Artists, united to end violence against women” initiative, developed in the framework of the UNiTE Campaign. These materials were officially presented by the Secretary-General of CARICOM, Irwin LaRocque, last year during the gathering of CARICOM Heads of Government. This has contributed to give high visibility and strategically position the issue of violence against women in the region.

And UN Women’s COMMIT initiative has garnered new commitments by 58 Governments to prevent and end violence against women and girls. I applaud the ACP and EU member countries, and the European Union itself, for making commitments and encourage other countries to join them.

We must work together to seize the moment and move quickly so that the momentum is not lost. UN Women stands ready to assist Member States with other UN partners. We have already identified the key priorities and strategies we will be focusing:

First, Getting the Evidence: Data on Violence against Women Despite some progress in this area, there is still an urgent need to strengthen the evidence base as many countries still lack reliable and meaningful data. Actually, earlier this morning the European Women’s Lobby Centre on Violence against Women presented the findings from the 2013 Barometer focusing on rape in the EU.

In cooperation with our UN partners, we plan to build capacity in regions and countries to increase skills in data collection, analysis, dissemination and use, using the UN Statistical Commission Guidelines for obtaining data for the nine core indicators for violence against women.

Second, Strengthening Multi-sectoral Services for Survivors To this end, UN Women is working to devise globally agreed standards and guidelines on the essential services and responses that are required to meet the immediate and mid-term safety, health, and other needs of women and girls subjected to violence. I am very pleased that we are now working in partnership with UNFPA and other UN agencies to deliver this initiative.

Third, Preventing Violence against Women and Girls To this end, we will advocate for and work towards a shared understanding at the global level about what works, and provide guidance to States and other stakeholders on how to develop an holistic framework to prevent violence against women and girls; including by working systematically and consistently with male leaders and men and boys at all levels and by further strengthening women’s economic and political participation.

Fourth, Strengthening Partnerships We will continue to engage civil society and the private sector in ending violence against women and girls, working with survivors to empower them, making sure their experiences are taken into consideration in the development of responses; and working with those women and girls who suffer multiple and intersecting forms of violence who are particularly vulnerable.

Fifth and finally, we will continue to improve the knowledge base for ending violence against women by developing additional modules and updating our virtual knowledge centre.

Honourable Members of Parliament,

I would now like to take a brief moment to discuss the post-2015 development agenda, especially its role in addressing the issue of violence against women. I also had the occasion to deliver a video statement on this in your Women’s Forum which took place past Saturday and which concentrated on the post-2015 framework. I applaud the ACP-EU Joint Parliamentary Assembly for regularly organizing such a Women’s Forum and strengthening this network.

UN Women is calling for a stand-alone goal on gender equality, women’s rights and women’s empowerment and separately and concurrently gender equality mainstreamed across all goals. This is needed to address the structural foundations of gender-based inequality. To this effect, we are calling for the new framework to tackle three core areas: safety, access and voice, so women can live free of violence, enjoy equal access of opportunities and resources; and exercise their voice in leadership and participation.

In developing the post-2015 agenda and the 11th European Development Fund, we seek your support to ensure a strong focus on gender equality, women’s rights and empowerment and ending violence.

The speeches of America's civil rights leaders  Martin Luther King Jr. , Fannie Lou Hamer, Bayard Rustin, Kwame Ture, and others capture the spirit of the civil rights movement during its peak in the 1960s and early 1970s. King's writings and speeches, in particular, have endured for generations because they eloquently express the injustices that inspired the masses to take action. But the others on this list also illuminated the struggle for justice and equality by Black Americans.

Martin Luther King's "Letter from a Birmingham Jail"

King wrote this moving letter on April 16, 1963, while in prison for defying a state court order against demonstrating. He was responding to White clergy who had published a statement in the Birmingham News , criticizing King and other civil rights activists for their impatience. Pursue desegregation in the courts, the White clergymen urged, but do not hold these "demonstrations [that] are unwise and untimely."

King wrote that Black people in Birmingham were left with no choice but to demonstrate against the injustices they were suffering. He deplored the inaction of moderate White people, saying, "I have almost reached the regrettable conclusion that the Negro's great stumbling block in his stride toward freedom is not the White Citizen's Councilor or the Ku Klux Klanner, but the white moderate, who is more devoted to 'order' than to justice." His letter was a powerful defense of nonviolent direct action against oppressive laws.

Martin Luther King's "I Have a Dream" Speech

King gave his most famous speech as the keynote address at the March on Washington for Jobs and Freedom on August 28, 1963. King’s wife, Coretta, later remarked that “at that moment, it seemed as if the Kingdom of God appeared. But it only lasted for a moment.”

King had written a speech beforehand but deviated from his prepared remarks. The most powerful part of his speech—beginning with “I have a dream”—was entirely unplanned. He had used similar words at previous civil rights gatherings, but his words resounded deeply with the crowd at the Lincoln Memorial and viewers watching live coverage of the march from home. President John F. Kennedy was impressed, and when the two met ​afterward, Kennedy greeted King with the words “I have a dream.”

Fannie Lou Hamer's Testimony to the Democratic National Convention, 1964

In late August 1962, Frannie Lou Hamer and several other Black Mississippi residents tried to register to vote at the county courthouse in Indianola, Mississippi. For her effort to exercise her constitutional rights, Hamer was fired from her job, shot at, and arrested. Highway patrol officers told her, "We are going to make you wish you was dead," and beat her repeatedly.

Hamer testified before the Credentials Committee at the Democratic National Convention in Atlantic City, New Jersey, on August 22, 1964. She related her ordeal and stated:

"All of this is on account of we want to register, to become first-class citizens. And if the Freedom Democratic Party is not seated now, I question America. Is this America, the land of the free and the home of the brave, where we have to sleep with our telephones off the hooks because our lives be threatened daily, because we want to live as decent human beings, in America?"

Bayard Rustin's Reflections on the 1963 March on Washington

Among his many accomplishments, Bayard Rustin helped organized the " Freedom Rides ," where Black and White activists traveled together throughout the Deep South to fight racial injustice; the Southern Christian Leadership Conference ; and the 1963 March on Washington. Rustin was the executive director of the march and spoke at the event. He later reflected on the importance of the march as well as the purpose of the civil rights movement in general:

"What made the march was that Black people voted that day with their feet. They came from every state, they came in jalopies, on trains, buses, anything they could get—some walked. ... And after they came and saw that it was very orderly, that there was fantastic determination, that there were all kinds of people there other than Black people, they knew there was a consensus in this country for the civil rights bill. After the March on Washington, when Kennedy called into the White House the leaders who had been resistant before the march, he made it very clear to them now he was prepared to put his weight behind the bill."

After Kennedy was assassinated in November 1963, Rustin and other civil rights leaders helped to ensure the passage of that bill—the Civil Rights Act of 1964—less than a year after the march.

Kwame Ture on "Black Power" and Civil Rights Laws

Kwame Ture, whose birth name was Stokely Standiford Churchill Carmichael, was born in Port of Spain, Trinidad and Tobago, in 1941 but moved to the United States at age 11. He eventually became involved in the civil rights movement and worked for a time for the  Student Nonviolent Coordinating Committee . In 1966, shortly after he was named chairman of the SNCC, Ture spoke about Black Power and the efforts to pass civil rights legislation in the U.S., saying, in part:

"I maintain that every civil rights bill in this country was passed for White people, not for Black people. For example, I am Black. I know that. I also know that while I am Black I am a human being. Therefore I have the right to go into any public place. White people don’t know that. Every time I tried to go into a public place they stopped me. So some boys had to write a bill to tell that White man, 'He’s a human being; don’t stop him.' That bill was for the White man, not for me. I knew I could vote all the time and that it wasn’t a privilege but my right. Every time I tried I was shot, killed or jailed, beaten or economically deprived."

Ture eventually left the SNCC because he was displeased with its emphasis on nonviolent protest. He joined the Black Panther Party in 1968, serving as the group's prime minister but left that group and the United States that same year. He changed his name from Carmichael to Ture and fought for equality across the world, helping to create the All African Peoples Revolutionary Party.

Ella Jo Baker on the Struggle for Civil Rights

In 1957, Ella Jo Baker helped King form the Southern Christian Leadership Conference and, in 1960, helped found the Student Nonviolent Coordinating Committee. Baker believed strongly in nonviolent protests such as the sit-ins organized by civil rights activists in the late 1950s and early 1960s. In 1969, Baker explained her philosophy and the mission of the civil rights movement:

"In order for us as poor and oppressed people to become part of a society that is meaningful, the system under which we now exist has to be radically changed. This means that we are going to have to learn to think in radical terms. I use the term radical in its original meaning–getting down to and understanding the root cause. It means facing a system that does not lend itself to your needs and devising means by which you change that system."

Today, the Ella Baker Center for Civil Rights in Oakland continues to carry out her mission, working to change the system and fight for civil rights and justice.

Lorraine Hansberry on the Problem With White Liberals

Lorraine Hansberry was a playwright, essayist, and civil rights activist best known for writing "A Raisin in the Sun." It was the first play by a Black woman produced on Broadway when it was staged in 1959. But Hansberry was also an outspoken civil rights advocate and gave a striking speech at "The Black Revolution and the White Backlash" Forum at Town Hall sponsored by The Association of Artists for Freedom in New York City on June 15, 1964. In that speech, Hansberry criticized not White racist groups such as the Ku Klux Klan, but White liberals, stating:

"The problem is we have to find some way with these dialogues to show and to encourage the White liberal to stop being a liberal and become an American radical. I think that then it wouldn't—when that becomes true, some of the really eloquent things that were said before about the basic fabric of our society, which after all, is the thing which must be changed ... to really solve the problem. The basic organization of American society is the thing that has Negroes in the situation that they are in and never let us lose sight of it."

Hansberry made it clear that she and others in the movement believed White liberals were not doing enough to change society and help achieve racial justice.

Joseph Jackson on the Importance of Voting

Joseph H. Jackson, president of the National Baptist Convention from 1953 to 1982, opposed "direct action civil rights," such as that practiced by Martin Luther King Jr. At the National Baptist Convention’s 84th annual meeting in Detroit, on September 19, 1964, he explained why he felt voting was a key method for achieving equality and racial justice:

"Negroes must become registered voters and fight their battles in the polling booth. In the coming campaign we must not allow our prejudices, our hatred for individuals, to lead us into emotional outbursts and disrespect. ... We must make [a] choice of the candidate whom we think will serve the best interest of this nation and the nation’s cause, and then take our ballot and help to elect our choice. As I told this convention in 1956, I tell you again, the ballot is our most important weapon. We must not neglect it, forfeit or sell it, but use it for the protection of the nation, the promotion of freedom, the promotion of every citizen, and for the glory of the United States of America."

Jackson believed that Black people should work quietly within the system to create change, without resorting to any protests, even peaceful ones.

James Baldwin's Pin Drop Speech

James Baldwin , a noted American writer, social critic, and civil rights leader, was born in Harlem, New York, in 1924 but moved to France in 1948 to escape the racism he experienced in the U.S. In 1965, he gave a speech at Cambridge University, where he talked about his experiences living as a Black man in the U.S., as well as the racism and discrimination Black people in the United States encountered on a daily basis.

"Any American Negro watching this, no matter where he is, from the vantage point of Harlem, which is another terrible place, has to say to himself, in spite of what the government says—the government says we can’t do anything about it—but if those were White people being murdered in Mississippi work farms, being carried off to jail, if those were White children running up and down the streets, the government would find some way of doing something about it."

Baldwin was referring to the double standards Black people were exposed to, and he tried to get people to question the way the American government treats Black Americans.

Angela Davis's Embassy Auditorium Speech

Angela Davis , a scholar and political activist, has been a civil rights leader for decades and is highly regarded for her work on racial justice, prison reform, and women's rights. On June 9, 1972, she gave a speech at the Embassy Auditorium in Los Angeles where she questioned and challenged the unequal distribution of wealth in the U.S. She said in part:

"For when we see the rockets taking off towards the moon, and the B-52s raining destruction and death on the people of Vietnam, we know that something is wrong. We know that all we have to do is to redirect that wealth and that energy and channel it into food for the hungry, and to clothes for the needy; into schools, hospitals, housing, and all the material things that are necessary, all the material things that are necessary in order for human beings to lead decent, comfortable lives—in order to lead lives which are devoid of all the pressures of racism, and yes, male supremacist attitudes and institutions and all the other means with which the rulers manipulate the people. For only then can freedom take on a truly human meaning. Only then can we be free to live and to love and be creative human beings."

In another part of the speech, Davis said the unequal distribution of wealth created a situation where many "brown and Black [people] and working women and men" live in a condition that "bears a very striking similarity to the condition of the prisoner." Only a fair distribution of wealth would allow for a society that is more just and equal for all, she said.

Persuasive Speeches — Types, Topics, and Examples

What is a persuasive speech?

In a persuasive speech, the speaker aims to convince the audience to accept a particular perspective on a person, place, object, idea, etc. The speaker strives to cause the audience to accept the point of view presented in the speech.

The success of a persuasive speech often relies on the speaker’s use of ethos, pathos, and logos.

Success of a persuasive speech

Ethos is the speaker’s credibility. Audiences are more likely to accept an argument if they find the speaker trustworthy. To establish credibility during a persuasive speech, speakers can do the following:

Use familiar language.

Select examples that connect to the specific audience.

Utilize credible and well-known sources.

Logically structure the speech in an audience-friendly way.

Use appropriate eye contact, volume, pacing, and inflection.

Pathos appeals to the audience’s emotions. Speakers who create an emotional bond with their audience are typically more convincing. Tapping into the audience’s emotions can be accomplished through the following:

Select evidence that can elicit an emotional response.

Use emotionally-charged words. (The city has a problem … vs. The city has a disease …)

Incorporate analogies and metaphors that connect to a specific emotion to draw a parallel between the reference and topic.

Utilize vivid imagery and sensory words, allowing the audience to visualize the information.

Employ an appropriate tone, inflection, and pace to reflect the emotion.

Logos appeals to the audience’s logic by offering supporting evidence. Speakers can improve their logical appeal in the following ways:

Use comprehensive evidence the audience can understand.

Confirm the evidence logically supports the argument’s claims and stems from credible sources.

Ensure that evidence is specific and avoid any vague or questionable information.

Types of persuasive speeches

The three main types of persuasive speeches are factual, value, and policy.

Types of persuasive speeches

A factual persuasive speech focuses solely on factual information to prove the existence or absence of something through substantial proof. This is the only type of persuasive speech that exclusively uses objective information rather than subjective. As such, the argument does not rely on the speaker’s interpretation of the information. Essentially, a factual persuasive speech includes historical controversy, a question of current existence, or a prediction:

Historical controversy concerns whether an event happened or whether an object actually existed.

Questions of current existence involve the knowledge that something is currently happening.

Predictions incorporate the analysis of patterns to convince the audience that an event will happen again.

A value persuasive speech concerns the morality of a certain topic. Speakers incorporate facts within these speeches; however, the speaker’s interpretation of those facts creates the argument. These speeches are highly subjective, so the argument cannot be proven to be absolutely true or false.

A policy persuasive speech centers around the speaker’s support or rejection of a public policy, rule, or law. Much like a value speech, speakers provide evidence supporting their viewpoint; however, they provide subjective conclusions based on the facts they provide.

How to write a persuasive speech

Incorporate the following steps when writing a persuasive speech:

Step 1 – Identify the type of persuasive speech (factual, value, or policy) that will help accomplish the goal of the presentation.

Step 2 – Select a good persuasive speech topic to accomplish the goal and choose a position .

How to write a persuasive speech

Step 3 – Locate credible and reliable sources and identify evidence in support of the topic/position. Revisit Step 2 if there is a lack of relevant resources.

Step 4 – Identify the audience and understand their baseline attitude about the topic.

Step 5 – When constructing an introduction , keep the following questions in mind:

What’s the topic of the speech?

What’s the occasion?

Who’s the audience?

What’s the purpose of the speech?

Step 6 – Utilize the evidence within the previously identified sources to construct the body of the speech. Keeping the audience in mind, determine which pieces of evidence can best help develop the argument. Discuss each point in detail, allowing the audience to understand how the facts support the perspective.

Step 7 – Addressing counterarguments can help speakers build their credibility, as it highlights their breadth of knowledge.

Step 8 – Conclude the speech with an overview of the central purpose and how the main ideas identified in the body support the overall argument.

How to write a persuasive speech

Persuasive speech outline

One of the best ways to prepare a great persuasive speech is by using an outline. When structuring an outline, include an introduction, body, and conclusion:

Introduction

Attention Grabbers

Ask a question that allows the audience to respond in a non-verbal way; ask a rhetorical question that makes the audience think of the topic without requiring a response.

Incorporate a well-known quote that introduces the topic. Using the words of a celebrated individual gives credibility and authority to the information in the speech.

Offer a startling statement or information about the topic, typically done using data or statistics.

Provide a brief anecdote or story that relates to the topic.

Starting a speech with a humorous statement often makes the audience more comfortable with the speaker.

Provide information on how the selected topic may impact the audience .

Include any background information pertinent to the topic that the audience needs to know to understand the speech in its entirety.

Give the thesis statement in connection to the main topic and identify the main ideas that will help accomplish the central purpose.

Identify evidence

Summarize its meaning

Explain how it helps prove the support/main claim

Give the audience a call to action to do something specific.

With fear and hope, Haiti warily welcomes new governing council as gang-ravaged country seeks peace

PORT-AU-PRINCE, Haiti — Haiti opened a new political chapter Thursday with the installation of a transitional council tasked to pick a new prime minister and prepare for eventual presidential elections, in hopes of quelling spiraling gang violence that has killed thousands in the Caribbean country.

Ariel Henry, the prime minister who had been locked out of the country for the past couple of months due to the violence, cleared the way for the transition by presenting his resignation in a letter signed in Los Angeles.

The document was released Thursday in Haiti on the same day as the new transitional council was sworn in to choose a new prime minister and Cabinet. Henry’s outgoing Cabinet chose Economy and Finance Minister Michel Patrick Boisvert as interim prime minister in the meantime. It was not immediately clear when the transitional council would name its own choice for interim prime minister.

The council was officially sworn in at the National Palace in downtown Port-au-Prince early Thursday as the pop of sporadic gunfire erupted nearby, prompting some officials to look around the room. The council had been urged to seek a safer venue because gangs have launched daily attacks in the area .

Addressing a crowded and sweaty room in the prime minister’s office hours later in Pétion-Ville, Boisvert said that Haiti’s crisis had gone on too long and that the country now found itself at a crossroads. The members of the transitional council stood behind him, and before him, the country’s top police and military officials as well as ambassadors and well-known politicians.

“After long months of debate ... a solution has been found,” Boisvert said. “Today is an important day in the life of our dear republic.”

He called the transitional council a “Haitian solution” and directing his remarks toward them, Boisvert wished them success, adding, “You are to lead the country to peace, to economic and social recovery, to sacred union, to participation.”

After the speeches, the soft clink of glasses echoed in the room as attendees served champagne flutes toasted with a somber “To Haiti.”

The council was installed earlier Thursday, more than a month after Caribbean leaders announced its creation following an emergency meeting to tackle Haiti’s spiraling crisis . Gunfire heard as the council was sworn in at the National Palace prompted worried looks.

The nine-member council, of which seven have voting powers, is also expected to help set the agenda of a new Cabinet. It will also appoint a provisional electoral commission, a requirement before elections can take place, and establish a national security council.

The council’s non-renewable mandate expires Feb. 7, 2026, at which date a new president is scheduled to be sworn in.

The council members are Emmanuel Vertilaire for Petit Desalin, a party led by former senator and presidential candidate Jean-Charles Moïse; Smith Augustin for EDE/RED, a party led by former Prime Minister Claude Joseph; Fritz Alphonse Jean for the Montana Accord, a group of civil society leaders, political parties and others; Leslie Voltaire for Fanmi Lavalas, the party of former President Jean-Bertrand Aristide; Louis Gérald Gilles for the Dec. 21 coalition that backs former Prime Minister Ariel Henry; Edgard Leblanc Fils for the Jan. 30 Collective, which represents parties including that of former President Michel Martelly; and Laurent Saint-Cyr for the private sector.

The two non-voting seats were awarded to Frinel Joseph, a pastor, and Régine Abraham, a former World Bank and Haitian government official.

Augustin, one of the council’s voting members, said that it was unclear if the council would decide to keep Boisvert on as interim prime minister or choose another. He said it would be discussed in the coming days. “The crisis is unsustainable,” he said.

Abraham, a nonvoting member, recalled the July 2021 assassination of President Jovenel Moïse, explaining that “that violence had a devastating impact.”

Abraham said that gangs now controlled most of Port-au-Prince, tens of thousands of the capital’s residents have been displaced by violence and more than 900 schools in the capital have been forced to close.

“The population of Port-au-Prince has literally been taken hostage,” she said.

Gangs launched coordinated attacks that began on Feb. 29 in the capital, Port-au-Prince, and surrounding areas. They burned police stations and hospitals, opened fire on the main international airport that has remained closed since early March and stormed Haiti’s two biggest prisons, releasing more than 4,000 inmates. Gangs also have severed access to Haiti’s biggest port.

The onslaught began while Prime Minister Henry was on an official visit to Kenya to push for a U.N.-backed deployment of a police force from the East African country.

In his resignation letter, Henry said Haiti would be reborn. “We served the nation in difficult times,” he wrote. “I sympathize with the losses and suffering endured by our compatriots during this period.”

He remains locked out of Haiti.

“Port-au-Prince is now almost completely sealed off because of air, sea and land blockades,” Catherine Russell, UNICEF’s director, said earlier this week.

The international community has urged the council to prioritize Haiti’s widespread insecurity. Even before the attacks began, gangs already controlled 80% of Port-au-Prince. More than 2,500 people were killed or injured from January to March, up by more than 50% compared with the same period last year, according to a recent U.N. report.

“It is impossible to overstate the increase in gang activity across Port-au-Prince and beyond, the deterioration of the human rights situation and the deepening of the humanitarian crisis,” María Isabel Salvador, the U.N. special envoy for Haiti, said at a U.N. Security Council meeting on Monday.

On Thursday, some Haitians said they didn’t know that the country had a new prime minister and a transitional council in place. Others warily celebrated the new leadership.

“We don’t ask for much. We just want to move about freely,” said Guismet Obaubourg, owner of a dusty convenience story who lamented that his merchandise has been stuck at the port for two months.

As for Boisvert: “I don’t know him personally, but as long as he does what he’s supposed to do, provide security to the country, that’s all that matters.”

In attendance at Boisvert’s swearing in Thursday was Dennis Hankins, the newly installed U.S. ambassador. He said Thursday’s events were an important step for Haiti.

“In crisis, the Haitians are able to do tremendous things, so we’re here to help them,” Hankins said. “We won’t be the solution, but hopefully we will be part of helping those finding the solution.”

As part of that, he said the U.S. government was working to enforce export controls on weapons, many of which have found their way to Haiti, fueling the violence.

“The fact that many of the arms that come here are from the United States is indisputable and that has a direct impact,” Hankins said. “It is something we recognize is a contributing factor to instability.”

Nearly 100,000 people have fled the capital in search of safer cities and towns since the attacks began. Tens of thousands of others left homeless after gangs torched their homes are now living in crowded, makeshift shelters across Port-au-Prince that only have one or two toilets for hundreds of residents.

At the United Nations Thursday, World Food Program Deputy Executive Director Carl Skau said Haiti is suffering from a security, political and humanitarian crisis that is causing acute food insecurity for some 5 million people, or about half the population. The U.N. defines that as “when a person’s inability to consume adequate food puts their lives or livelihoods in immediate danger.”

“The situation is dramatic,” Skau told reporters. “Devastating crisis, a massive humanitarian impact, the worst humanitarian situation in Haiti since the 2010 earthquake .”

Rachel Pierre, a 39-year-old mother of four children, living in one of the capital’s makeshift shelters, said, “Although I’m physically here, it feels like I’m dead.”

“There is no food or water. Sometimes I have nothing to give the kids,” she said as her 14-month-old suckled on her deflated breast.

Many Haitians are angry and exhausted at what their lives have become and blame gangs for their situation.

“They’re the ones who sent us here,” said Chesnel Joseph, a 46-year-old math teacher whose school closed because of the violence and who has become the shelter’s informal director. “They mistreat us. They kill us. They burn our homes.”

The culture war in North Carolina is playing out in the race for governor

With abortion on the line, a Black conservative provocateur is pitted against the state’s center-left Jewish attorney general

I n front of a conservative talkshow host two weeks ago, Mark Robinson, North Carolina’s Republican candidate for governor, was grousing a bit about being snubbed by the state’s Democratic governor on a matter of race.

“He talks a lot about diversity, equity and inclusion, but apparently the line for diversity, equity and inclusion stops at the Republican party,” Robinson told Lockwood Phillips. “Roy Cooper has had several chances to congratulate me on the accomplishment of being the first Black lieutenant governor, and he has never taken it.”

Phillips, who is white, chuckled, then re-introduced Robinson to the audience, “who by the way is African American, Black, whatever. But, frankly, you don’t wear that. You really do not wear that in our entire conversation.”

For a conservative speaking to a Black candidate, this is a compliment. For others, it is a jarring illustration of Robinson’s comfort with accommodating the racial anxieties of white Republicans and with the problematic – and at times inflammatory – rhetoric of the far right.

But sitting for interviews and being perceived at all as a Black candidate is a different universe compared to the relative obscurity of Robinson’s life six years ago, before a viral video created his fateful star turn into the conservative cosmos. The former factory worker is now a national name, and drawing national attention, for his flame-throwing slurs against the LGBTQ+ community, antisemitic remarks and derision of other Black people.

“The same people who support Robinson are the people who support Trump,” said Shelly Willingham, a Black state legislator from Rocky Mount. “It’s a cult. It’s not necessarily citizens supporting a candidate but following a cult leader.”

R obinson’s political career began in an inspired four-minute flash in 2018 in front of the Greensboro city council, as he argued against the city’s effort to cancel a gun show in the wake of the Stoneman Douglas high school shooting in Parkland, Florida.

“I’ve heard a whole lot of people in here talking tonight about this group, that group, domestic violence, Blacks, these minorities, that minority. What I want to know is, when are you going to start standing up for the majority? Here’s who the majority is. I’m the majority. I’m a law-abiding citizen and I’ve never shot anybody,” he said.

Robinson, now 55, invoked images of gang members terrorizing people who have given up their weapons under gun-control laws. He said he was there to “raise hell just like these loonies on the left do”.

The speech became a social media hit after being shared by Mark Walker, the former North Carolina representative. Robinson drew the attention of the NRA, which was under fire for its callous response to the Parkland shooting and looking for champions.

Born into poverty and working in a furniture factory while attending college, Robinson quit his job and dropped out of school to begin speaking at conservative events. (Robinson, if he wins, would be the first North Carolina governor without a college degree elected since 1937.)

Robinson beat a host of competitors for the Republican nomination for lieutenant governor in 2020, winning about a third of the primary vote. He faced the state representative Yvonne Holley, an African American Democrat from Raleigh. Holley’s campaign focused on North Carolina’s urban territory while largely ignoring rural areas of the state, while Robinson barnstormed through each of the state’s 100 counties. He won narrowly but outperformed Trump’s margin over Biden by about 100,000 votes.

At a rally in Greensboro in March before the state’s primary election this year, Trump endorsed Robinson, referring to Robinson as “Martin Luther King on steroids”. But try to imagine King saying something like: “Racism is a tool used by the evil, to build up the ignorant, to try and tear down the strong,” as Robinson wrote in 2017.

That sentiment helps explain his initial appeal to white conservatives in a political moment in which rolling back racial justice initiatives has become central to the Republican brand. The right had found the face of a man who could not be easily accused of bigotry, at least not until people began to pay attention to what he said.

“He should not be governor of North Carolina or any other place,” said Shirl Mason, who was attending a Black fraternity invocation and scholarship ceremony by Omega Psi Phi for her grandson in Rocky Mount. Her nose wrinkled and her posture shifted at the thought, as she fought for composure in a way people conversant in the manners of church folks would recognize.

“He really should not be a politician. Anybody who can say that race did not play a part in the political arena, they should not be in politics at all,” Mason said.

Like Trump, Robinson has a litany of provocative outrages in speeches and on social media that have been resurfacing, from referring to school shooting survivors advocating for gun control reforms as “prosti-tots” and “spoiled little bastards”, to describing gay and transgender people as “filth”.

Robinson has shared conspiracist comments about the moon landing and 9/11. He has attacked the idea of women in positions of leadership. His swipes at Black culture and public figures are talk-radio fodder, describing Barack Obama as a “worthless anti-American atheist” and suggesting Michelle Obama is a man.

“Half of black Democrats don’t realize they are slaves and don’t know who their masters are. The other half don’t care,” he wrote in one Facebook post. He described the movie Black Panther in another as the product of “an agnostic Jew and put to film by satanic marxist”, and wrote: “How can this trash, that was only created to pull the shekels out of your schvartze pockets, invoke any pride?”, using a derogatory Yiddish word to refer to Black people.

The antisemitism of that comment is not singular. He has repeated common antisemitic tropes about Jewish banking, posted Hitler quotes on Facebook and suggested the Holocaust was a hoax. “There is a REASON the liberal media fills the airwaves with programs about the NAZI and the ‘6 million Jews’ they murdered,” wrote Robinson, with scare quotes around the figure.

Robinson’s campaign has pushed back on accusations of antisemitism, citing his support for Israel and criticism of protests against the war in Gaza. But his past comments are likely to be revisited throughout the campaign in no small part because his opponent, Josh Stein, could be the first Jewish governor of North Carolina.

The two present a sharp contrast in policy, temperament and experience. After graduating from both Harvard Law and the Harvard Kennedy school of government, Stein managed John Edwards’ successful Senate campaign. Stein then served in the statehouse before winning the attorney general’s race in 2016, becoming the first Jewish person elected to statewide office in North Carolina.

Stein, 57, is running as a conventional center-left Democrat. At a stump speech in pastoral Scotland county near the South Carolina line, Stein focused on fighting the opioid-addiction epidemic, the state’s backlog of untested rape kits, clean drinking water and early childhood education. But he had some words about Robinson’s rhetoric.

“The voters of North Carolina have an unbelievably stark choice before them this November, between two competing visions,” Stein said in an interview. “Mine is forward and it’s inclusive. It’s about tapping the potential of every person so that they have a chance to succeed where we have a thriving economy, safe neighborhoods, strong schools.

“My opponent’s vision is divisive and hateful, and would be job-killing. I mean, he mocks school-shooting survivors. He questions the Holocaust. He wants to defund public education. He wants to completely ban abortion. And he speaks in a way that, frankly, is unfitting of any person, let alone a statewide elected leader.”

Is Robinson an antisemite? “There are certainly people who are Jewish who feel that he does not like them,” Stein replied.

“He says vile things. He agreed that Jews were one of the four horsemen of the apocalypse. It’s unfathomable to me that someone would hold those beliefs and then feel comfortable saying them out loud.”

N orth Carolina has a relationship with bilious conservatives; this is the state that produced Jesse Helms and Madison Cawthorn. But voters here have a temperamentally moderate streak and a long history of split-ticket voting that also produces the occasional John Edwards or Roy Cooper.

In six of the last eight general elections, voters here chose a Democratic governor and a Republican president. Though every lieutenant governor in the last 60 years has run for governor, only three of 11 have won, each a Democrat. The last two attorneys general of North Carolina also have subsequently been elected governor, also both Democrats.

But the margins are always maddeningly close. Stein won his first race for attorney general in 2016 – a Trump year – by about 25,000 votes. He won re-election four years later by about half that margin.

Cooper, a Democratic moderate, has been a political fixture in North Carolina politics for a generation, and has been able to fend off some of the more radical impulses of Republicans over the years with a combination of veto power and moral suasion.

But while Democrats hold the North Carolina governor’s mansion today, Republicans achieved a veto-proof majority in both legislative chambers in 2022 after Tricia Cotham, the newly elected state representative, switched parties shortly after winning an otherwise safely Democratic seat. Since that political shock, Cooper’s vetoes have been routinely overcome by a Republican supermajority.

North Carolina’s political maps are also notoriously gerrymandered – manipulated in favor of Republicans – but winning two-thirds of house seats in the legislature is an open question in a year where abortion rights are emerging as a driving political issue. As of 1 May, North Carolina will be the only southern state remaining where an abortion can be obtained after six weeks of pregnancy.

Given the stakes, Stein’s campaign hopes to avoid the pratfall of tradecraft that led to Robinson’s victory in the lieutenant governor’s race four years ago. For the moment, the tables have turned on the campaign trail in their favor.

In one of Robinson’s three bankruptcy filings, reporters discovered that he had failed to file income taxes between 1998 and 2002. Questions have been raised about personal expenses charged to campaign funds from the 2020 race.

His wife shuttered a nutrition non-profit after a conservative blogger began to raise questions about the Robinson family’s financial dependence on government contracts. Reporters later learned that the North Carolina department of health and human services is investigating the firm for questionable accounting.

In the hothouse of abortion politics this year, video also surfaced of Robinson at a rally in February calling for an eventual ban on abortion. “We got to do it the same way they rolled it forward,” Robinson said. “We got to do it the same way with rolling it back. We’ve got it down to 12 weeks. The next goal is to get it down to six, and then just keep moving from there.”

His campaign spokesperson later re-characterized those remarks as support for a ban beyond the six-week “heartbeat” stage of a pregnancy.

Robinson acknowledged in 2022 paying for an abortion for his wife 33 years earlier.

The question is whether Robinson’s full-throated anti-abortion stance hinders not just his own candidacy but that of Trump. Planned Parenthood plans to double its spending in North Carolina, to $10m, with an eye on defending the governorship and ending a veto-proof Republican legislative majority. Trump, meanwhile, has backed away from publicly endorsing the most extreme abortion bans.

D own in the polls, Robinson has until this week apparently kept a light campaign schedule and stayed away from places where a reporter might pick up yet another unscripted comment. With the exception of an appearance at the Carteret County Speedway on 3 April and the radio interview on 9 April, there is scant evidence that Robinson has been campaigning at all since the March primary. A request to his campaign for a list of his recent campaign stops went unanswered, as did requests for an interview or comment for this story.

Stein, meanwhile, has been averaging a campaign stop every two days – 22 events since the March primary – showing up in small towns and rural counties across the state. Stein’s father founded North Carolina’s first integrated law firm, and he spent many years in consumer protection and racial equity roles as a lawyer, a point he raises in rural Black communities.

“I think his coming here alone says that he understands that he needs rural communities in order to be successful,” said Darrel “BJ” Gibson, vice-chair of the board of commissioners in Scotland county. “And I say it because so many times we get left out of these gatherings, and state candidates don’t understand that.”

The question for both Stein and Robinson is whether the bombast of Robinson’s life as a self-described social media influencer will overshadow substantive policy discussions.

When Phillips, the conservative talkshow host, asked Robinson in April about how his approach has changed over time, he described Robinson as more Trumpian than Trump.

“My message has not changed,” Robinson replied. “Now, I can tell you clearly that my methods have, because I’ve switched buckets. I’ve gone from social media influencer to advocate, to now elected official. But my heart is still in the same place.”

The international community must take immediate action to end the wave of sexual violence being carried out against women and girls in Sudan, two senior UN officials said on Thursday.

Special Representative on Sexual Violence in Conflict Pramila Patten together with Deputy Emergency Relief Coordinator Joyce Msuya said that more than a year into the battle for control of the country between rival militaries, the “barbaric acts” being committed “echo the horrors witnessed in Darfur two decades ago”.

They urged Security Council members who met this week to debate Ms. Patten’s latest report on sexual violence to send “an unequivocal message: under international humanitarian law, civilians in Sudan must be protected and must never be subjected to acts of sexual violence, which constitute war crimes”.

The disturbing reports show how women and girls are being disproportionately impacted.

Millions at risk

Allegations of rape, forced marriages, sexual slavery, and trafficking of women and girls – especially in Khartoum, Darfur and Kordofan – continue to be recorded with millions of civilians at risk as they flee conflict areas in search of shelter, inside Sudan and in neighbouring countries.

The two top women officials noted that the true scale of the crisis remains unseen, “a result of severe underreporting due to stigma, fear of reprisals, and a lack of confidence in national institutions.”

Without more financial and political support for frontline responders, access to life-saving services will only continue to shrink, they warned.

UN welcomes Haiti’s Transitional Presidential Council

Hopes rose on Thursday of political progress amid the multiple crises engulfing gang-ravaged Haiti, with the formal resignation of Prime Minister Ariel Henry and the official installation of the Transitional Presidential Council.

Mr. Henry had agreed to step down in March after heavily armed criminal gangs seized the country’s airport and blocked his return. He will be replaced by former Finance Minister Michel Patrick Boisvert, who takes over as interim Prime Minister.

Spokesperson for the Secretary-General Stéphane Dujarric said the UN welcomed the newly-formed Council.

Call for swift international police deployment

“We call on the new authorities and all stakeholders to expedite the full implementation of the transitional governance arrangements,” he said.

The Secretary-General reiterates his call for the swift deployment of the Multinational Security Support mission to Haiti, authorized by the Security Council in October last year, to support the Haitian National Police and return law and order to the streets after months of turmoil which has left millions in need, Mr. Dujarric added.

“The Secretary-General appeals to all Member States to ensure the Multinational Security Support mission receives the financial and logistical support it needs to succeed.”

Iran: Rights experts alarmed by death sentence imposed on rapper Toomaj Salehi

UN Human Rights Council -appointed independent experts demanded the immediate release of Iranian rapper and songwriter Toomaj Salehi on Thursday and urged authorities to reverse his death sentence.

“Criticism of government policy, including through artistic expression is protected under the rights to freedom of expression and the right to take part in cultural life. It must not be criminalised,” the experts said.

“Art must be allowed to criticise, to provoke, to push the boundaries in any society.”

They expressed alarm at his sentencing and alleged ill-treatment “which appears to be related solely to the exercise of his right to freedom of artistic expression and creativity”.

Freedom of expression

“As harsh as Mr. Salehi’s songs are to the government, they are a manifestation of artistic freedom and cultural rights,” they said.

The rapper was initially sentenced to six years in prison for his role in the 2022 Mahsa Amini protests but was released after Iran’s Supreme Court ruled that it had identified flaws in the original sentence.

However, he was detained again on 30 November last year for expressing his opinion on the Iranian government and revealing that he was tortured and placed in solitary confinement for 252 days following his arrest in October 2022.

Toomaj Saleh’s harsh sentencing takes place against a backdrop of severe restriction on artistic freedom and other forms of expression in the country said the experts.

“We have received allegations that it is increasingly common for artists, activists and journalists to be arrested and detained on charges such as ‘publishing false news’ or ‘propaganda against the state’,” the experts said.

They called on Iran to establish a moratorium on executions with a view to abolishing the death penalty.

PORT-AU-PRINCE, Haiti (AP) — Haiti opened a new political chapter Thursday with the installation of a transitional council tasked to pick a new prime minister and prepare for eventual presidential elections, in hopes of quelling spiraling gang violence that has killed thousands in the Caribbean country.

Ariel Henry, the prime minister who had been locked out of the country for the past couple of months due to the violence, cleared the way for the transition by presenting his resignation in a letter signed in Los Angeles.

The document was released Thursday in Haiti on the same day as the new transitional council was sworn in to choose a new prime minister and Cabinet. Henry’s outgoing Cabinet chose Economy and Finance Minister Michel Patrick Boisvert as interim prime minister in the meantime. It was not immediately clear when the transitional council would name its own choice for interim prime minister.

The council was officially sworn in at the National Palace in downtown Port-au-Prince early Thursday as the pop of sporadic gunfire erupted nearby, prompting some officials to look around the room. The council had been urged to seek a safer venue because gangs have launched daily attacks in the area .

Addressing a crowded and sweaty room in the prime minister’s office hours later in Pétion-Ville, Boisvert said that Haiti’s crisis had gone on too long and that the country now found itself at a crossroads. The members of the transitional council stood behind him, and before him, the country’s top police and military officials as well as ambassadors and well-known politicians.

“After long months of debate ... a solution has been found,” Boisvert said. “Today is an important day in the life of our dear republic.”

He called the transitional council a “Haitian solution” and directing his remarks toward them, Boisvert wished them success, adding, “You are to lead the country to peace, to economic and social recovery, to sacred union, to participation.”

After the speeches, the soft clink of glasses echoed in the room as attendees served champagne flutes toasted with a somber “To Haiti.”

The council was installed earlier Thursday, more than a month after Caribbean leaders announced its creation following an emergency meeting to tackle Haiti’s spiraling crisis . Gunfire heard as the council was sworn in at the National Palace prompted worried looks.

The nine-member council, of which seven have voting powers, is also expected to help set the agenda of a new Cabinet. It will also appoint a provisional electoral commission, a requirement before elections can take place, and establish a national security council.

The council’s non-renewable mandate expires Feb. 7, 2026, at which date a new president is scheduled to be sworn in.

The council members are Emmanuel Vertilaire for Petit Desalin, a party led by former senator and presidential candidate Jean-Charles Moïse; Smith Augustin for EDE/RED, a party led by former Prime Minister Claude Joseph; Fritz Alphonse Jean for the Montana Accord, a group of civil society leaders, political parties and others; Leslie Voltaire for Fanmi Lavalas, the party of former President Jean-Bertrand Aristide; Louis Gérald Gilles for the Dec. 21 coalition that backs former Prime Minister Ariel Henry; Edgard Leblanc Fils for the Jan. 30 Collective, which represents parties including that of former President Michel Martelly; and Laurent Saint-Cyr for the private sector.

The two non-voting seats were awarded to Frinel Joseph, a pastor, and Régine Abraham, a former World Bank and Haitian government official.

Augustin, one of the council’s voting members, said that it was unclear if the council would decide to keep Boisvert on as interim prime minister or choose another. He said it would be discussed in the coming days. “The crisis is unsustainable,” he said.

Abraham, a nonvoting member, recalled the July 2021 assassination of President Jovenel Moïse, explaining that “that violence had a devastating impact.”

Abraham said that gangs now controlled most of Port-au-Prince, tens of thousands of the capital’s residents have been displaced by violence and more than 900 schools in the capital have been forced to close.

“The population of Port-au-Prince has literally been taken hostage,” she said.

Gangs launched coordinated attacks that began on Feb. 29 in the capital, Port-au-Prince, and surrounding areas. They burned police stations and hospitals, opened fire on the main international airport that has remained closed since early March and stormed Haiti’s two biggest prisons, releasing more than 4,000 inmates. Gangs also have severed access to Haiti’s biggest port.

The onslaught began while Prime Minister Henry was on an official visit to Kenya to push for a U.N.-backed deployment of a police force from the East African country.

In his resignation letter, Henry said Haiti would be reborn. “We served the nation in difficult times,” he wrote. “I sympathize with the losses and suffering endured by our compatriots during this period.”

He remains locked out of Haiti.

“Port-au-Prince is now almost completely sealed off because of air, sea and land blockades,” Catherine Russell, UNICEF’s director, said earlier this week.

The international community has urged the council to prioritize Haiti’s widespread insecurity. Even before the attacks began, gangs already controlled 80% of Port-au-Prince. More than 2,500 people were killed or injured from January to March, up by more than 50% compared with the same period last year, according to a recent U.N. report.

“It is impossible to overstate the increase in gang activity across Port-au-Prince and beyond, the deterioration of the human rights situation and the deepening of the humanitarian crisis,” María Isabel Salvador, the U.N. special envoy for Haiti, said at a U.N. Security Council meeting on Monday.

On Thursday, some Haitians said they didn’t know that the country had a new prime minister and a transitional council in place. Others warily celebrated the new leadership.

“We don’t ask for much. We just want to move about freely,” said Guismet Obaubourg, owner of a dusty convenience story who lamented that his merchandise has been stuck at the port for two months.

As for Boisvert: “I don’t know him personally, but as long as he does what he’s supposed to do, provide security to the country, that’s all that matters.”

In attendance at Boisvert’s swearing in Thursday was Dennis Hankins, the newly installed U.S. ambassador. He said Thursday’s events were an important step for Haiti.

“In crisis, the Haitians are able to do tremendous things, so we’re here to help them,” Hankins said. “We won’t be the solution, but hopefully we will be part of helping those finding the solution.”

As part of that, he said the U.S. government was working to enforce export controls on weapons, many of which have found their way to Haiti, fueling the violence.

“The fact that many of the arms that come here are from the United States is indisputable and that has a direct impact,” Hankins said. “It is something we recognize is a contributing factor to instability.”

Nearly 100,000 people have fled the capital in search of safer cities and towns since the attacks began. Tens of thousands of others left homeless after gangs torched their homes are now living in crowded, makeshift shelters across Port-au-Prince that only have one or two toilets for hundreds of residents.

At the United Nations Thursday, World Food Program Deputy Executive Director Carl Skau said Haiti is suffering from a security, political and humanitarian crisis that is causing acute food insecurity for some 5 million people, or about half the population. The U.N. defines that as “when a person’s inability to consume adequate food puts their lives or livelihoods in immediate danger.”

“The situation is dramatic,” Skau told reporters. “Devastating crisis, a massive humanitarian impact, the worst humanitarian situation in Haiti since the 2010 earthquake .”

Rachel Pierre, a 39-year-old mother of four children, living in one of the capital’s makeshift shelters, said, “Although I’m physically here, it feels like I’m dead.”

“There is no food or water. Sometimes I have nothing to give the kids,” she said as her 14-month-old suckled on her deflated breast.

Many Haitians are angry and exhausted at what their lives have become and blame gangs for their situation.

“They’re the ones who sent us here,” said Chesnel Joseph, a 46-year-old math teacher whose school closed because of the violence and who has become the shelter’s informal director. “They mistreat us. They kill us. They burn our homes.”
