Divisional office supervisor.

The Divisional Office Supervisor reports to the Deputy-in-Charge in Santa Ana and performs supervisory work related to the full range of court and administrative duties.  Responsibilities include supervising employees, assigning and reviewing work; evaluating performance, and recommending employee development plans and disciplinary actions; overseeing all functional components of the Southern Division Clerk’s Office, including civil and criminal intake, case processing, records management, space and facilities, jury administration, financial administration, procurement, courtroom deputies, court reporters, interpreters, information technology; providing customer service to judges and court staff, members of the bar or other agencies and the general public; assisting with implementation of procedures; ensuring compliance with the appropriate guidelines, policies and internal controls; acting as a resource to staff and assists staff as necessary, and serving as a backup for the Deputy-in-Charge, Courtroom Deputy Clerks, and Intake/Reassignment Clerks as necessary.  Works with other managers in the development and review of procedures and practices.  Participates in on-going training and professional development.  Performs other duties as assigned.

Supervise staff, problem solve and provide assistance with the day-to-day operations of the Southern Division Clerk’s Office.  Directly supervise the daily financial aspects of the office, including collections and accounting for all fees.  Provide information and documentation for internal and external audits of vaults, fiscal, mail meters, exhibits, etc.

Work with management to develop short and long-range objectives and goals including, but not limited to, development, implementation, and refinement of office policies, procedures, and programs.  Provide input and feedback to the Deputy-in-Charge concerning policy matters affecting office operations and the effectiveness of present office practices and suggest improvements where necessary (related to both operational and administrative issues).  Perform case assignment adjustments and quality control on sealed documents.  Oversee, assign and communicate work requirements to staff regarding new and modified court programs, functions, and procedures.  Monitor for quality assurance in the areas of intake, docketing, records, scanning procurement, finance and courtroom operations.

Participate in all aspects of divisional office functions including recruiting and recommending to the Deputy-in Charge candidates for vacant positions, identifying training needs and implementing training plans, establishing performance standards, and recommending employee promotions, step increases, and any personnel actions relative to employee status.  Coordinate staff work schedules to provide needed coverage of duties, approve timecards and other leave related matters, and works closely with the Deputy-in-Charge to prepare and administer employee performance evaluations.

Conduct petit jury orientation and grand jury orientation.

Serve as a floor warden, attend Facility Security Committee meetings, and serve as a member of the Court’s emergency preparedness and response team.  Provide oversight of the calendar and schedule use of available rooms, parking, and equipment such as:  judge’s conference room, visiting judges’ chambers and courtroom, jury assembly room, training room, Clerk’s Office conference room, and video conference equipment.

Coordinate, conduct and/or assist with outreach functions and programs including attorney admission ceremonies, court ceremonies, building tours and visiting foreign dignitaries.  Acts as divisional liaison with all district court departments, U.S. Probation and Pretrial Services Office, U.S. Attorney’s Office, Federal Public Defenders Office, U.S. Marshal Service, U.S. Bankruptcy Court, General Services Administration, and a variety of other federal and non-federal agencies having business with the court.  Represent the Division at public speaking engagements.

Communicate and respond to management requests.  Answer procedural questions for judges, staff, and the public.  Provide customer service and resolve difficulties while complying with regulations, rules, and procedures.  Handle confidential and sensitive information appropriately. 

  • Completion of a bachelor’s degree is preferred.  A degree in business, criminal justice, management science, political science, public administration, or a related field is preferred.
  • A minimum of five years of progressively responsible professional, supervisory, or managerial experience that provided an opportunity to gain (1) skill in developing the interpersonal work relationships needed to lead employees, (2) the ability to exercise mature judgment, and (3) a thorough knowledge of the basic concepts, principles, and theories of management and the ability to apply the managerial policies in the court environment.
  • Strong supervisory experience, leadership and management qualities and initiative, and be able to manage change and articulate management priorities.
  • Demonstrated excellence in written and oral communications and strong interpersonal, analytical, and customer service skills.
  • Ideal candidate has vision, integrity, and to desire to achieve and maintain a high degree of professional excellence.

In addition to salary, the federal government’s benefits equate to no less than 33% of an employee’s total compensation (see Total Compensation sample below).  Federal employees are entitled to federal benefits such as health, dental, vision, life insurance, long-term disability insurance, long-term care insurance and flexible spending accounts. Participation in a defined benefit plan the Federal Employees Retirement System-Further Revised Annuity Employee (FERS-FRAE), and up to 5% matching contributions on retirement savings through the Thrift Savings Plan (401k equivalent).
